Mayor Coons called the meeting to order.
MINUTES: Approval of the minutes of the Anaheim City Council meeting held May
28, 1963, was deferred one week, June 11, 1963.
SIGN REQUEST - DEL ESTES MOBILE ESTATES: Application and plans submitted by
RG A. Watt Construction Company, requesting permission to erect a non-
conforming sign advertising Del Estes Mobile Estates Trailer Park, west of
East Street and south of the Riverside Freeway, were reviewed by the City
Co~ncll ~ogether wIth report from the Building Department. It was noted
~a~ said request was for a billboard type sign, with a total height of

IDe Mayor asked if the applicant was present and wished to
address the City CouncilQ
MrQ Gordon Riches, 5154 Rivergrade Road, Baldwin Park, repres-
eOLlng B & L Outdoor Advertising Company, advised that Mr. Watt, owner of
tne property, felt the requested size and height would bring the top of the
sIgn to grade level of the road and would be visible to cars traveling the
Riverside Freeway approaching the East Street off-ramp. He also called
attention to the location of the Santa Fe Railroad tracks and was of the
opInion that the size of the sign was very necessary to the promotion of
tne trailer park.
Mr. Murdoch read the provIsIons of the Freeway Sign Ordinance,
AnaheIm Municipal Code Section 4.08.070, pertaining to the allowable size
of signs visible from Freeways and the advertising and displays contained
thereon.
Discussion was held by the City Council, and it was felt that the
sign requested could be located at the East Street entrance to the trailer
parK~ and still be visible from the Freeway.
On motion by Councilman Krein, seconded by Councilman Chandler,
3aid sign was denied as presented, and the request for signing was con-
tln~ed to allow the applicant to re-submit, under subject application, a
revised plan for a sign to be placed at a different location. MOTION
CARRIED.

Department for further information regarding the revised plan.
RECLASSIFICATION NOg 62-63-11 - EXTENSION OF TIME: Request of V-L-N Construc-
tion Company, Inc., dated May 22, 1963, for six months extension of time
from May 22, 1963 to Reclassification No. 62-63-11, was submitted.
On report by the City Manager, said request was granted on motion
by Councilman Chandler9 seconded by Councilman Schutte. MOTION CARRIED.
RECLASSIFICATION NO" 62-63-50 AND CONDITIONAL USE PERMIT NO. 330: Request of
Doyle and Shields for cancellation of Reclassification No. 62-63-50 and
Conditional Use Permit No. 330 was submitted. Said applications were
referred by the City Council to the City Planning Commission, pending
submission of new application to include additional property and revised
plans; the new application being scheduled for public hearing before the
City Planning Commission June 10, 1962 (Reclassification No. 62-63-124 and
Conditional Use Permit No. 432).
Councilman Schutte moved that all files on Reclassification No.
62-63-30 and Conditional Use Permit No. 330 be cancelled, and all proceedings
in connection therewith be terminated. Councilman Chandler seconded the
motion.
As it was noted that on May l~, 1963, City Council Resolutions
Nos. 63R-391 and 63R-392 denied subject applications without prejudice,
Mr. Geisler advised that additional action by the City Council was not
necessary.
Councilmen Schutte and Chandler withdrew their motion and second,
and no further action was taken by the City Council on Reclassification No.
62-63-50 and Conditional Use Permit No. 330.
RECLASSIFICATION NO. 57-58-33: Request of Homac Corporation, dated May 21,
1963, for discontinuance of bond posted for engineering requirements,
pursuant to Resolution No. 4343, in Reclassification No. 57-58-33, was
subroitted.
The City Manager reported that curbs, gutters and pavement have
been completed9 that sidewalk and driveway aprons could be installed at
the time of actual building construction, and that the City Engineer
recommends the release of said bond, subject to paYment of street lighting
charges In the amount of $317.40.
Councilman Chandler moved that said request for release of improve-
ment bond be granted, subject to paYment of street lighting assessment fee
of $317.40; the completion of the sidewalk and driveways to be accomplished
at the time of bLilding construction. Councilman Krein seconded the motion.

PUBLIC HEARINGQ ABANDONMENT OF PORTIONS OF LOTS 19 TO 24. TRACT NO. 3251: Public
hearing was held pursuant to Resolution No. 63R-4l2, duly published in the
Anaheim Bulletin May 239 1963, and notices thereof posted in accordance with
law, for abandonment of the westerly 8 feet of Lots 19 to 24, both inclusive,
of Tract Nn. 3251 (west side South Rose Street, south from Santa Ana Street).
The Mayor asked if anyone wished to address the Council, there
being no response, declared the hearing closed.
The City Engineer Teported that said abandonment has cleared all
outside agencies and City Departments, and that the City Utilities Depart-
ment has requested an overhead easement be reserved over the westerly five
feet of said Lots 19 through 24.
RESOLUTION NO. 63R-476~ Councilman Chandler offered Resolution No. 63R-476
for adoption, authorizing the vacation and abandonment of the westerly 8 feet
of said easement, and reserving an overhead easement over the westerly five
feet.

The Mayor declared Resol~tion No. 63R-476 duly passed and adopted.
FINAL MAP~ TRACT NOe 4060: Developer~ S. V. Hunsaker and Sons; tract located
north of Crescent Avenue, 1200 feet west of Brookhurst Street, and contains
21 R-3 lots.
The CIty Engineer reported bonds have been posted and approved,
and required fees paid; that said Final Map does not conform to the Tentative
Map previously approved9 inasmuch as Lots 8 and 9 have been combined to make
Lot S, and Lots 16 and 17 combined to make Lot 16, resulting in 21 R-3 lots
total; further, that there is an additional change in that the alley has been
brought out radial to the curve of the street, rather than the skewed
intersection, which was considered hazardous due to the other alley from the
South, said change being considered an improvement over the Tentative Map
previously approved; and recommended approval of Final Map, Tract No. 4060,
including the substantial changes.
On the recommendations of the City Engineer, Councilman Krein
moved Final Map, Tract No. 4060, be approved, including the revisions as
reported by the City Engineer. Councilman Schutte seconded the motion.
MOTION CARRIED.
CLARIFICATION - RECLASSIFICATION NO. 62-63-82 - RESOLUTION NO. 63R-394: Initiated
by the City Planning Commission for change of zone from C-2 to R-3 on that
property located at the southwest corner of Center Street and Cherry Street.
It was reported that on March 4, 1963, the City Planning Commission
by their Resolution No. 670, Series 1962-63, recommended approval of said
reclassification~ subject to conditions; that subsequently, it was found
the description of proper~y in the legal notice of said hearing was in error,
therefore, subject reclassification was re-advertised and public hearing
rescheduled for April 15, 1963, at which time City Planning Commission by
motion recommended approval, subject to conditions as originally contained
in their Resolution No. 670, Series 1962-63. That the City Council, at their
publlc hearing held May 14, 1963, granted Resolution of Intent No. 63R-394,
for R-3 zoning, subject to the City Planning Commission's recommendations.
The CIty Attorney advised that inasmuch as the forty day period
had elapsed from the date of the Commission's action by Resolution to the
date of the hearing before the City Council on May l4, 1963, the action by
the Council in adopting Resolutlon of Intent No. 63R-394 must specifically
include any conditions of rezoning to be imposed.
It was moved by Councilman Chandler, seconded by Councilman Dutton,
that the intent of the Council in adopting Resolution No. 63R-394 was to
change the zoning on subject property from C-2 to R-3, subject to the
following conditions, as originally recommended by the City Planning Commis-
sion:
1. Payment of a Park and Recreation fee of $25.00 per dwelling unit, to be
collected as part of the Building Permit.

2. Provision of standard trash storage areas as determined by the Depart-
ment of PublIC Works, Sanitation Division, prior to Final Building
Inspection.
3. Payment of $2.00 per front foot for street lighting purpo~es on Center
and Cherry Streets prior to Final Building Inspection.
4. Repair of sidewalks and curbs on Center and Cherry Streets in accordance
with the adopted standard plans on file in the office of the City
Engineer9 prIor to Final Building Inspection.
MOTION CARRIED.
SPECIAL USE PERMIT NO. 81: Communication dated May 31, 1963, from Sapp Con-
struction Company, requesting permission to substitute required block
wall with a chain link fence along the south and west property lines of
property formerly owned by Lawrence Muckenthaler, and now under construc-
tion for Uniied Stated Post Office (west side Loara Street, south of the
Flood Control Channel), was submitted and read in full.
Revised plans approved June 20, 1961 by the City Council, and
the file were reviewed9 and it was noted that said plans indicate a six
foot concrete block wall along the south and west property lines.
The Mavor asked if the applicant was present and wished to
address the Council.
Mr. Arthur Snyder, 4651 Marwood Drive, Eagle Rock, California,
Attorney for Sapp Constr~ction Company, advised that Mr. Sapp is now the
owner of the property, leasing to the U.S. Post Office Department, which
has an option to purchase the property. He stated that in purchasing the
property, they may have been remiss in not examining the requirements of
the Special Use Permit more carefully; however, a chain link fence was
indicated on ~he build ng plans submitted to the Building Department, and
said fence has been prect~d around the parking lot; that on Final Building
Inspec~ion clearance~ the Planning Department called attention to Condition
No.2 of Resolution No. 6286, granting Special Use Permit No. 81, which
requires block wall construction.
Mr. Snyder called attention to the fact that the parking lot is
private and controlled, and as the property to the South would in all
probability develop commercially, requested that the chain link fencing
be permitted, as installed, and further, that the erection of a wall on
the south property lIne, between Loara Street and the front of the post
office building be waived.
Mr. Maxwell Sapp stated that Mr. Muckenthaler, owner of the
property to the Socth of sllbj ect property, had informed him that he
desired to have access from the post office to his property.
The City ALlorney advised that a temporary waiver could be
granted to Sapp Construction Company to allow the chain link fence to
remain as it now exisLs, but to change the condition by amending the
Resolution would necessitate another public hearing.
On the recommendations of the City Attorney, Councilman Dutton
moved that a two year temporary waiver of the block wall requirements con-
tained in Condltions Nos. 2 and 3 of Resolution No. 6286, be granted, subject
to the terms of the letter dated May 31, 1963, from Sapp Construction
Company to the effect that the solid wall will be erected if the property
contiguous to the South develops residentially. Councilman Chandler seconded
the motion. MOTION CARRIED.
In answer to Mr. Snyderis question, Mayor Coons advised that the
above action also included waiver of the required wall from Loara Street
along the south property lIne to the front of the building.

RECLASSIFICATION NO. 62-63-2 - CL~RIFICATION_ PARCEL 2: The Deputy City Clerk
reported that Mr. Barnes, new owner of the property designated as Parcel 2,
in Reclassification Proceedings No" 62-63-2, requested clarification as to
Condition No. 13 of Resolution of Intent No. 62R-969, requiring recordation
of R-3 deed restrictions limiting the height of all buildings to one ~tory,
with the exception of the easterly 259 feet of subject property, due to the
fact that Parcel No.2 lies within said easterly 259 feet.
Discussion was held~ and inasmuch as the deed restrictions also
include the requirement for architectural control, the Council indicated
that said condition should apply to all parcels included in Resolution No.
62R-964.

COUNTY CASE NO. 652: Mr. Martin Kreidt reported on County Case No. 652, pro-
posing a change from A-I, Gen~ral Agricultural District to R-2-1000-PD-3000
Group Dwellings-Planned Development District; property located west of the
interchange area, between th~ Rlverside and Newport Freeways in the Santa
Ana Canyon area. He summarized the review of said case by the City Planning
Commission on May 27, 1963 and read their recommendations to the County
Planning Commission, that said application be approved, provided all
development within 150 feet of the existing single-family subdivision to the
Northwest be limited ~o one-story in height, and that a six foot masonry
wall be installed where sjbject property abuts said single-family subdivision.
The CiTY Counci~ took no further action on said County Case No. 652.
RESOLUTION NO. 63R-477 - AWARD OF JOB NO~ 763: On the recommendations of the
Director of Public Works, Councilman Dutton offered Resolution No. 63R-477
for adoption, awarding construction of the Santa Fe Railroad Street and
Storm Drain Improvement, Job No. 763, to Ralph de Leon Construction Company,
the low bidder, in the amount of $15,d20.75.

CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission
at their meeting held May 13, 1963, pertaining to the following applications,
were submitted for City Council information and consideration:
CONDITIONAL USE PERMIT NO. 266 - Submitted by Standard Oil of California,
requesting permission to build two 10 foot by 25 foot ste~l billboards on
property located at the southeast corner of Lincoln Avenue and Beach Boule-
vard, and further described as 9012 Beach Boulevard.
The City Planning Commission pursuant to their Resolution No. 749,
Series 1962-63, denied said conditional use permit.
CONDITIONAL USE PERMIT NO. 416 - Submitted by Andrew and Anne Logan, request-
ing permission to establish a dog kennel on property located on the north
side of Savanna Street, approximately 672 feet west of Knott Avenue, and
further described as 3603 Savanna Street.
The City Planning Commission, pursuant to their Res6lution No.757,
Series 1962-63, granted said conditional use permit, subject to conditions.
CONDITIONAL USE PERMIT NOQ 419 - Submitted by Jess R. and Lupe p. Leos,
requesting permission to extend the existing psychological guidance center
to encompass certain remedial educational and vocational programs, on
property having a frontage of 25 feet on the north side of La Palma Avenue
approximately 365 feet east of West Street, and a frontage of 63 feet on
the east side of West Street, approximately 285 feet north of La Palma
Avenue, and further described as 1112 and lll2t North West Street.
The City Planning CommIssion pursuant to their Resolution No. 760,
Series 1962-63, granted said conditional use permit, subject to conditions.
CONDITIONAL USE PERMiT NO" 420 - SubmItted by Sheldon and Norma Chasin,
requesting permission to est:ablish a Mexican Restaurant, beer and wine to
be served with meals only, on property located on the south side of Ball
Road approximatel 195 feet west of Dale Avenue, and further described as
2806 West Ball Road.
The Ci~y Planning Commission pursuant to their Resolution No. 761,
Series 1962-b3, granted said condItional use permit, subject to development
in accordance with plans presented.
CONDITIONAL USE PERMIT NOy 421 - Submitted by Broadway Village, requesting
permission to establish a beautician's school and related courses with
limited retail sales on the premises on property located on the northwest
corner of EuclId Street and Crescent Avenue, and further described as
641 North EuclId Street.
The City Planning Commission pursuant to their Resolution No. 76'2,
Series 1962-63, granted said conditional use permit, subject to development
in accordance with plans presented.
VARIANCE NOa 1571 - SGbmitted by Mrs. Ray Gruber requesting permission to
waive It garage requirement and 1 story height limitation on property
located on the south side of Wilken Way approximately 190 feet east of
Haster Street.
The City Planning Commission pursuant to their Resolution No. 754,
Series 1962-63~ granted said variance, subject to conditions.

VARIANCE NO. 1573 - Submitted by Cec Ie C. Lolabelle Luthultz, requesting
permission to waive required front yard setback to permit the construction of
a swimming pool in the front yard on property located on the south ~id~ of
Level Avenue approximately 152 feet west of Topo Street, and further des-
cribed as 2428 Level AvenGe.
The City Planning Commission pursuant to their Resolution No. 756,
Series 1962-63, granted said variance, subject to conditions.
The foregoing actions were reviewed by the City Council, and no
further action taken on the above conditional use permits and variance
applications.

CONDITIONAL USE PERMIT NO. 417: Submitted by DinkIer Management Corpora-
tion and American Phoenix Corporation~ requesting permission for addition
to an existing cocktail ounge and restaurant on property located on the
east side of Harbor Boulevard, approximately 450 feet north of Freedman
Way, and further described as 16~O South Harbor Boulevard.
The City Planning Commission, pursuant to their Resolution No. 758,
Series 1962-63, granted said Conditional Use Permit No. 4l7, subject to
development in accordance with plans presented.
Councilman Chandler requested the record to show that he did not
participate in the disc~ssion, nor take part in consideration of Conditional
Use Permit No. 417.
VARIANCE NO. 1572: Submltted by R. Mo and W. M. Conklin, requesting per-
mission for parking on R-2 portion of property, waive minimum parking
requirements and allow the expansion of an existing printing plant on C-2
property with a frontage of 120 feet on the west side of Los Angeles
Street which extends through to a frontage of 20 feet on the east side of
Zeyn Street, and further described as 831 and 835 North Los Angeles Street.
The City PlannIng CommIssion pursuant to their Resolution'No. 755,
Series 1962-63, gra~ted sald varIance, subject to conditions.
Mr. Elmer Thi 1 addressed the Council regarding Variance No.
1572, advising that he is the owner of property west of subject property,
and requested information regarding expansion of the printing business and
the proposed 20 foot alley for a portion of Mr. Conklin9s property.
Mr. Thill was advised that an appeal has been filed by the
applicant and a public hearing was to be scheduled before the City Council.
REVISED TENTATIVE MAP. TRACT NO. 4081: Developer, Robert L. Farrow; tract
located on the north side of Anaheim Road, west of Blue Gum Street, and
contains 26 proposed R-3 lo~s. Said tract was filed in conjunction with
Reclassification No. 62-63-107.
The Deputy City Clerk reported that no letter had been received
in the office of the City Clerk requesting said tract map be considered in
conjunction with Reclassification No. 62-63-107.
Mr. Kreidt reported tnat one of the conditions imposed by the
City Planning Commission in approvIng the revised tract map was that it be
subject to the granting of Reclassification No. 62-63-107; that he tele-
phoned the applicant and received a verbal request for continuance of said
tract for consideration with the reclassification.
Councilman Schutte moved that Revised Tentative Map, Tract No.
4081, be continued one week (June ll~ 1963, 3:00 P.M.) as per telephone
request of Mr. Farrow, the developer, pending written request to continue
the matter for consideration in conj0nction with Reclassification No.
62-63-107. Councilman Dutton seconded the motion. MOTION CARRIED.

VARIANCE NO. 1138 - TERMINATION: Variance No. 1138, submitted by Park Village
Homes, for temporary directional signs advertising the sale of lots and
homes in Tract No. 3045, was reviewed by the City Council.
The City Planning Commission pursuant to Resolution No. 770,
Series 1962-63, terminated said variance, due to the fact that the sales
in said tract have beerl completed, and the signs have been removed.
On motion oy Councilman Dutton, seconded by Councilman Krein,
the City Council approved the termination of Variance No. 1138. MOTION
CARRIED.

WESTERN GEOPHYSICAL COMPANY OF AMeRICA - GEOPHYSICAL SURVEY: The City Manager
reoorted on a request from the Western Geophysical Company of America, for
and on behalf of Texaco, Inc., for permission to conduct a geophysical
survey for oil on property owned or leased by the City of Anaheim in the
area of the Southern Pacific Railroad Right-Of-Way and noted that said
company has posted adequate liability insurance and that all adjoining
cities have approved similar requests by said company.
On motion by Councilman Schutte, seconded by Councilman Dutton,
permission to conduct said geophysical work for and on behalf of Texaco,
Inc., as contained in communication dated March 27, 1963, from Western
Geophysical Company of America, was approved. MOTION CARRIED.

PROPOSED BOND ELECTION - EMPLOYMENT. OVMELVENY AND MYERS - BOND ATTORNEYS:
On report and r~commendation~ of the City Manager and City Attorney,
Councilman Krein moved that the firm of OQMelveny and Myers, bond
attorneys, be employed in connection with the proposed general obligation
bonds, in accordance with the terms of their letter dated May 29, 1963.
Councilman Schutte seconded the motion. MOTION CARRIED.
RIVERVIEW ANNEXATION NO~ 2: The City Manager reported that a verbal report has
been received from the Orange Co~nty Boundary Commission approving the
boundaries of the proposed Riverview Annexation No.2.
RESOLUTION NO. 63R-488; On the recommendations of the City Attorney, Councilman
Dutton offered Resolution No. 63R-488 for adoption.
