The City Engineer reported that a twenty-five foot easement is
being retained for sewer and water lines, and also drainage by means of an
inverted alley.
The City Manager reported that said abandonment has cleared all
outside utility agencies and City departments.

SIGN REQUEST - GOLD is FpRNITURE: Application submitted by Gold's Furniture,
1679 West Crescent Avenue, requesting permission to erect a two-faced
lighted roof sign, together with plans, and report from the Building Depart-
ment, were reviewed by the City Council.
Mr. Eo C. Agnew, representing Santa Ana Neon Company, addressed
the Council explaining the design and location of the sign.
On motIon by Councilman Chandler, seconded by Councilman Dutton,
said sign application was granted as requested. MOTION CARRIED.
SIGN REQUEST - SELECT Ayro SALES: Application submitted by Select Auto Sales,
l22l North Harbor Boulevard, requesting permission to erect a non-conforming
sign (22 inch projection), together with plans, was reviewed by the City
Council.
Report from the Building Department was submitted, noting that
the sign was erected without a permit, and subsequently removed pending
the filing of proper sign application.
On motion by Councilman Chandler, seconded by Councilman Krein,
said sign request was granted, subject to no projection over the property

SIGN REQUEST - PANCHovSRESTAURANT: Application submitted by Pancho's Restaurant,
2806 West Ball Road, requesting permission to erect a non-conforming sign,
together with plans9 was reviewed by the City Council and report from the
Building Department noted, advising that nine stores are located in this
area, and recommending an integrated sign to include all stores.

Mr. Agnew, Santa Ana Neon Company, advised that the requested sign
is standard for this resta~rant chain, and that there presently exists an
integrated sign at the North end of subject property containing several
identification signs; that the Panchovs Restaurant sign is planned to be
located on the SOGth end of the property.
Disc~ssion was held by the City Council and Mr. Agnew, and at the
conclusion thereof9 COJncilman Krein moved that the sign request be continued
one week (J~ne 18, 1963, 3:00 P.M.) to allow submission of a plot plan, and
to inspect similar signs presently erected at another location. Councilman
Chandler seconded the motion. MOTION CARRIED.

a non-conforming sign, together with plans, was reviewed by the City Council
and report from the Building Department noted.
On motion by Councilman Krein, seconded by Councilman Dutton,

SIGN REQUEST - GLOBAL VAN LINES~ Application submitted by Global Van Lines,
1517 Cahuenga BOulevard, Los Angeles, California, requesting permission to
erect: a non-conforming sign at 750 West Ball Road, together with plans,
was reviewed OJ the C~ty Counci_ and report from the Building Department
noted.
Discussion was held by the City Council and City Manager concerning
the vlsabil of the sign from the Santa Ana Freeway, in possible conflict
with the Freeway Sign Ordinance.
The Mayor asked if a representative of Global Van Lines was

CONDITIONAL USE PERMIT NO. 378: SJbmitted by Rollo W. and Blanche McClellan,
Owners; Vesper Ba White, Agent, requesting permission to construct a church
and permit an existing hOLse to be moved to the rear portion of property
located at 1759 Orange Avenue.
Public hearing Defore the City Council was held April 30, 1963,
and con~inued to May 28, ~963, at which time said application was denied.
Communication dated May 31, 1963, was submitted from Mr. Harry
Knisely, Attorney representing the applicant, requesting reconsideration of
Conditional Use Permit No. 378.
Mro Knisely addressed the Council advising that on the basis of
Council indication, the escrow has been closed, and Mrs. White is now the
owner of the property. She requests Cond tional Use Permit No. 378 be
reactivated as she is negotiating with ad acent property owners concerning
a possible trade of property in an effort to accomplish this project.

Commission meeting' held May 27, 1963, was submitted and read by Mr. Martin
Kreid~, noting that s~oject variance was discussed in connection with public
hearing on Reclass~fication No. 62-63-117 (C-l) and Variance 1575, filed on
subject property bV Joseph Guzak, et al. At the request of Mr. Guzak, the
City Planning Comm[sslon recommended an additional six month extension of

Mro Murdoch reported that the Director of Public Works has requested
that this matter be continued one week to allow ccmpletion of investigation
before completing their recommendaLion. He further advised that there is a
standard type of highway hospital sign which is being investigated and will
be included in the report and recommendations of ~he Public Works Director.
In answer to Council questioning, Mr~ Hall reported that more
patients are rushed to these hospitals by means of private vehicles than by
ambulance service.
At the request of Thornton Eo Piersall, Director of Public Works,
requests for directional signs for Garden Park General Hospital and Anaheim
Memorial Hospital were continued one week (June 18, 1963).

several times, pending completion of the proposed Sign Ordinance, finally

Mr. Geisler read from th~ Anaheim Municipal Code, Section 18,68,020,
s:Jb-paragraph (c), which states that resolution of the City Planning Commission
shall be forwarded to the applicant not later than ten days following the
passage thereof. He fJrther advised that the sign company, Foster and
Kleiser, stated they rece:i.ved no notice of the City Planning Commission
action of Mav 13~ 19639 until May 29, 1963, allowing them only three working
days in which to fi e an appeal.

BOYLE ENGINEERING AGREEf'4ENI- WALf\J'UT CANYON RESERVOIR.. GEOLOGIC STUDY: Communi-
cation received fram Boyle Engineering, outlining necessary detailed
program of fOJndatlon~nves-cigdtion and geologic study, in addition to
preliminary s~b-surface investigations for proposed Walnut Canyon Reservoir
to be conducted the consulting firm of Dames and Moore, and requesting
authorization by the Ci of said work, was presented by Mr. Murdoch.
Mr. Murdoch reported and briefly outlined proposal of Boyle
Engineering Company (Dames and Moore, consulting firm), pursuant to
agreement dated January 2, 1963 for necessary additional extensive soil
tests, sub-surface inves~igations and geologic studies, prior to final
detail design of the dam and final specifications of the Walnut Canyon
Reservoir. Estimated cost from $12,000. to $16,000.
Discussion was held by the City Council, and at the conclusion
thereof, COuflcllman Krein moved that Dames and Moore be authorized to
perform work as oJtlined, under agreement with Boyle Engineering, if it
is determined that the consulting firm of Dames and Moore performed similar
services for the City of Anaheim on the other dam site in this area.
Councilman Dutton seconded the motion. MOTION CARRIED.

PROPOSED INTERCHANGE MODIF~CATION - KAT ELLA AVENUE-SANTA ANA FREEWAY: Prelim-
inary plans prepared by the State Department of Highways for the proposed
Katella Avenue-Santa Ana Freeway exchange, were submitted to the City
Council together With etter from the Anaheim Chamber of Commerce
recommending the plans be approved.
Mr. Ed Granzow, Traffic Engineer, explained the proposal with
the aid of maps showing the existing situation and the proposed changes,
noting that new on- and off-ramps from the North-bound Santa Ana Freeway
to the Katella Avenue overpass would be added~ allowing traffic access to
Katella Avenue or to Los Angeles Street. He explained that the intersection
of the off-ramp with the overpass would be signalized to insure safety, and
noted other changes proposed. Mr. Granzow further advised that projected
construction starting date is approximately eighteen months.
DiscuSSIon was held by the City Council, City Manager and Traffic
Engineer concerning signing of the intersection, and at the conclusion
thereof, Counc Iman Schutte moved that the City Council approve the
proposed re-alignmen~ of the Los Angeles Street-Katella Avenue intersection
with the Santa Ana Freeway, and a request be made that the City Engineering
Division be allowed to work with the State Highway Department engineers on
the proper signing of the new intersection. Councilman Krein seconded the
motiono MOTION CARRIED.

PUBLIC HEARING_ VARIANC~ NOu 1149; Submitted by J. Dymmel (AI Roberts), request-
ing permission to operate a new and used retail automobile sales on property
presently zoned C-l~ and briefly described as located on the west side of
So~th Los Angeles Street, between Ball Road and Vermont Avenue (1125 South
Los Angeles Street).
In accordance with Resolution No. 5598, dated November 3, 1959,
Variance No. 1149 was granted for a period of three years and subject to
review by the C ty COL'tlCl at the end of the three year period in the
event permanent buildings were not constructed and development completed
in accordance with plans presented to the City Council and on file with
the City of Anaheim.
Mr. Geisler reported that in checking Variance No. 1149, it
appears that no permanent development has taken place, that at the present
time there is no new car sales agency on the property.
The Mayor asked if the applicant or his agent wished to address
the Council.
Mr. Gordon T. Stppard, Attorney, 12741 Brookhurst Street,
Garden Groveg representing the owner of the property, Mr. Al Roberts,
addressed the Council advising that at the time the Variance was requested,
Mr. Roberts was planning to establish a Prinz agency on the property; that
plans have not materialized because of a drop in the market in all foreign
cars. Mr. Roberts not having a franchise for any other new car agency in
the City, felt because of the conditions, the investment involved would not
justify the expenditure required to construct a new building.

Mr. Shepard stated that the lot has been used as a used car
sales lot, which in th.eir opin.ion, is the best use for the property at
this time.
Mr. Shepard fLrther advised that because of these economic
conditions, MrQ Roberts has no definite plans for the lot, and has
requested that the building restrictions be removed, or the variance be
extended for an additional period of three years.
Mr. David Collins, 1077 West Ball Road, owner of adjacent
property, addressed the Council advising that in his opinion, the use
of the property seems to be consistent with usage in the immediate area.

Mrs~ Druiff stated she recognized that the club is just starting,
and might have financial problems, and felt it would be reasonable to allow
a period of one year for the accomplishment of these conditions.

Mro Paul Wark, President of the Lin-Hurst Club, addressed the
Council relating the problems encountered since receiving Conditional Use
Permit No. 316. He stated that the park has been there for the last five
years, and when the homes in the tract were sold, a drawing of the park
was on display in the sales office, and it was a known fact that the park
would be accomplished when the money was available.

Mr. Wark further advised that all points mentioned were completely
considered and decided upon at the public hearing held December 18, 1962,
with the exception of the suggested time limit for completion.
He explained certain by-laws of the club concerning membership,
advising that any owner in the tract can become a member of this club. In
canvassing the fifty-eight homes~ twenty people showed an interest in the
poo19 so membership was limited to the twenty people who are standing the
cost of the project~
In his opiniony a pUblic hearing at this time was unjust, and
should not have been set unless members proved that they have not conducted
themselves in a prpper manner.
Mr. Wark further advised that no alcohol will be served in the
pool area at al .
Mr. Arnold Gaynor, 219 North Siesta Street, member of the Lin-Hurst
Club, reported that he has been advised by Mr. Harbour, developer of the
tract~ that he advised the complainor that the pool would eventually be
cons.tructed.
Mr. GaynOr requested a solution to the problem, and some assurance
~hat when the project is completed~ they will be able to continue to operate.
Mrs. Druiff advised that when they purchased their home, a park
existed and all the cnildren in the tract played there. In her opinion,
this was now tJrning into a private club. Further, since it was stated
that there would be no alcohol there, requested this also be made a condition
of the Conditional Use PermiTo In her opinion, the main point of issue was
the control of the lights.
Petition req...:.esting a 10:00 P.M. "lights out" restriction was
submitted and read.
Letters received from Mr. and Mrs. Walter Marable, Jr. and L. B.
Harbour~ Jr. of B~tler-Harbour Construction Company, were submitted and
read.
Disc~ssion was held by the City C6uncil, and Councilman Chandler
was of the opinion, consIdering the evidence submitted and fully considered
at the PLblis hearing, any complaint of this nature was premature; further,
nothing has been presented to meri~ at this time any further conditions be
placed upon the property, and thereupon moved that the application for

PUBLIC HEARING~ CONDITIONAL USE PERMIT NO~ 410: Submitted by Dudley B. Frank,
requesting permission to establish a service station on property briefly
described as the southwest corner of Orange Avenue and Euclid Street (601
South Euclid Street).
The City Planning Commission pursuant to Resolution No. 743,
Series 1962.-63, denied said conditional use permit. Appeal from action taken
by the City Planning Commisslon was filed by Mr. Dudley Frank and public
hearing scheduled.
Mr. Kreidt noted the location of the property and uses in the
immediate area, and read minutes of the City Planning Commission meeting
concerning subject application~
Mayor Coons briefed the history concerning the C-l zoning of the
property (59-60-14) and Conditional Use Permit No. 80, permitting the
establishment of the convalescent home.
The Mayor asked if the applicant or his agent wished to address
the Council.

Mr. Warren Finley, Attorney, 1010 North Main Street, Santa Ana,
California, representing Mr. Frank, addressed the Council, advising that
they would agree to the reduction of the Orange Avenue frontage from 110
feet to 90 feet9 creating a sixty foot lot for the construction of a
professional office bJilding as a buffer between the service station
property and the convalescent nospitalo He further advised that the
station would be sold to an independent operator for the sale of gasoline
only, and no repairs to a~~omobiles will be done on the property.
Regarding the deed restrictions, Mr. Finley stated this issue
came before the City Planning Commission after the public hearing was
closed, and Mr. Frank was not sure he could speak concerning these
restrictions. He noted the convalescent hospital was established in
violation of the deed restrictions, and stated that the City Council had
the authority to modify said restrictions, and requested necessary
modification to the restrictions be approved to allow the establishment of
the service statIon use.
Mr. Finley stated that in his opInIon, the proposed use would
not be detrimental to the surrounding area; that to the contrary would be
in keeping with the Lses in the immediate area.
Mr. Finley presented several photos substantiating the above
statementa
Mr. Finley further advised that an office building will be con-
structed on the sixty foot lot about the same time as the service station
is constructed.
Mro Wayne Reedstrum, 517 Falcon Street, addressed the Council in
opposition. He stated in his opinion, the sixty foot lot would probably
result in an access to Orange Avenue from the service station site.
Mr. Reedstrum advised that the Union Service Station at the
northwest corner has existed for the last six years, and everyone in the
tract was aware of the service station prIor to purchasing their homes. He
felt service stations in this area had reached a point of saturation, and
explained that within two block northerly, there presently existed six
service stations, and in a so~therly direction, there exist three stations.

Regarding the deed restrictions referred to, Mr. Reedstrum advised
that the deed restrictions covered only the Euclid Street frontage, and did
not include the convalescent hospital site.
Mr. Reedstrum read copy of a letter received by him from Kendrick
Smith, President, Westminster Investment Company, dated June 5, 1963,
representing opposition by the Orangeview Convalescent Hospital. (Original
letter received by City Clerk. )
In his opinion, none of the conditions in the area have changed to
warrant the granting of the S:Jbj ect conditional use permit.
At the request of Mr. Reedstrum, letter submitted to the City
Planning Commission dated April 23~ 1963, from Mr. Kendrick Smith, was
read by the City Clerk.
Mrs. Virginia Wlrta, Administrative Registered Nurse, of the
Orangeview Convalescent Hospital, addressed the Council advising that their
objections were based on the health and welfare aspects of their patients.
She stated that although the hospital is set back quite a distance from the
street, the front gard~n area is used by the patients for picnics, and for
entertaining their relatives.
Mr. Finley in rebuttal advised that the sixty foot strip between
the service station and the convalescent hospital could not be used for
ingress or egress to the service station because of a planned six foot wall;
regarding the stations in the area named, he noted that none of them were
independent operators pumping gasoline only.

Further, it was the opinion of the prospective buyer of the
property that there IS an economic demand for this type service station.
Regarding Mr. Reeds-trumvs statement concerning deed restrictions,
he advised -rhe deed restrictions are a public record, and have been reviewed
and found to covertne property on which the convalescent hospital exists;
regarding changes in the area, he noted the traffic count on Euclid Street
has increased, as well as the commercial development across the street;
regarding the noise factor created by a gasoline station, in his opinion,
it was so minor compared to the traffic on Euclid Street, it should be
ignored.
Petition favoring said conditional use permit containing s€venteen
signat~res was sUbmitted and read by tte City Clerk.

Appeal from action taken by the City Planning Commission was filed
by E. Black~ et aI, and public hearing scheduled.
Mr. Kreidt noted the location of the property and uses and zoning
in the immediaLe area. He read tne City Planning Commission's minutes
concerning the subject application, and further advised the approval of the
City Planning Commission was to not exceed a maximum of eighty children.
The Mayor asked if anyone wished to address the Council.
Mr. Black addressed the Council in opposition, advising that the
original request was for twenty children only, and to increase this number
to eighty children was9 in his opinion, quite a change. He noted that an
additional nursery school has since been established on Ball Road.

Mr. Black called attention to the traffic problem in the area,
and felt that an increase to this establishment would devalue th~ adjacent
R-l Zone, and requested the area along Orange Avenue be maintained a
residential area~
Mrs. Genevieve Spencer, 2471 West Orange Avenue, advised that
when they purchased their home, it was with the understanding that it was
to be a residential area. She stated that she objected to any additional
children in the nGrsery because of the increased traffic on Orange Avenue,
and this encroachment in their residential area.

Mrs. Spencer advised that the statement was made that you could
not hear any noise from the nursery; that this was not true, the children
can be heard.
Mrs. Nola Hatch, 2510 West Orange Avenue, applicant, addressed the
Council presenting a rendering of ~he project, indicating the location of
the proposed new building; advising that the front of the building would
not change, and would still appear residential in character.
Mrs. !:a"ch reported that fo:..:r of her closest neighbors signed
their petition favoring the enlargement.
Regarding the traffic conditions in the area, the applicant
explained efforts made to get the ~nimproved portion of the street across
from the nursery school lmprovedo She advised that the improvements on
their side of the street rave bee~ accomplished. Regarding a traffic
problem, she stated the parents delivered the children and returned for
them at various tours, and noted that the City Planning Commission felt
that this would not create a problem,

cient to warrant necessary expenditure for enlargement. She explained in

amount be paid to Greschner through the attorneys for the Industrial Indemnity
Insurance Company, thereby releasing funds to allow completion of the projects

SIGN APPLICATION - PANChO is FAMILY RESTAURANT: Application submitted by Pancho's
Family Restaurant for permission to erect non-conforming sign in an area
including nine stores9 2806 West Ball Road9 was continued from the meeting
of June 119 1963~ to al18w sUbmission of a plot plan, and inspection of
similar PanchoQs Family Restaurant sign presently existing at another
location.
My. E. C. Agnew~ Santa Ana Neon Company, reported that the appli-
cant intends to place the sign so that there will be no projection over the
property line~ a~d other store signs in the area will be integrated on the
same pole.
Co~ncilman Krein moved said sign request be granted, subject to
removal of the existing sign, and any future signing for the shopping center
to be integrated on the new sIgn, further~ said sign shall be located within
the center ten per cent of the property, and shall have no projection over
the property linea Councilman Schutte seconded the motion. MOTION CARRIEDQ
SIGN APPLICATION - GLOBAL VAN LINES: Application submitted by Global Van Lines
for permission to erect a temporary non-conforming sign at 750 West Ball
Road9 was contin.Jed from the meetlng of June 11, 1963, to this date to allow
a representative of the applicant to be present, and to resolve possible
conflict with the Landscaped Freeway Ordinance.
:he City Attorney reported that he had reviewed said matter with
the attorney for Global Van Lines9 Mro Floyd Farano, prior to this meeting;
that the issue was wheLher or nOT the sign was designed to be maintained for
the purpose of being viewed primarily from the Freeway.
Mro Floyd Farano9 Attorney for Global Van Lines, 9100 East Garvey,
South San Gabrie19 submltted photos taken from the Harbor Boulevard and Ball
Road overpasses at the Santa Ana Freeway, said photos indicating the area
where the sign will be located. Mr. Farano advised that the sign would not
be easily viewed from the Freeway as it would be restricted by the two
overpasses, but was designed to be seen from those streets serving the Disney-
land areao He further advised the angle of the V-shaped sign has been
reduced from 900 to 650 or 7009 and is directed primarily at the overpasses.
He further advised that this temporary sign would be removed upon completion
of the building, WhlCh IS scheduled for October 28, 1963.
Councilman Dutton moved that said sign request be granted for a
period of six months; that based upon the evidence submitted, it is the
finding of the City Council that this temporary sign will not be constructed
primarily to be viewed from the Santa Ana Freeway; that it is intended to
serve the Harbor Boulevard and Ball Road overpasses, and is to be removed at
the time the building structure is completed. Councilman Krein seconded the

SIGN REQUESTS - GARDEN PARK GENERAL HOSPITAL AND ANAHEIM MEMORIAL HOSPITAL: Requests
of Garden Park General Hospital and Anaheim Memorial Hospital for directional

date to allow report and recommendation from the Director of Public Works.
