SIGN _. EL COCO MOi'EL - 1919 EAST CENTER STREET (59-60-19): Petition of complaint
concerning the beacon-type sign erected advertising El Coco Motel, was
deferred from the last meeting to allow further investigation and those
persons concerned ~o be presen~ at the meeting.

Mrs. Betzold~ 202 Beech Street, advised of a meeting in her home
with Mr. Reitman concerning the sign. She stated that the sign could be
viewed from her home, and was an annoyance when viewing television, and
also an annoyance when trying to enjoy their patio; that now that the
weather was becoming warmer, and people are beginning to use their patios,
many others wish to sign the petItion Objecting to the sign. Further,
the sign s higher than any other in the area, and could be seen from all
directions without the beacon on top.
Mrs. Schreiber, 206 Beech Street, reported that the light
from the sign does enter their home, and is disturbing when using their
patio; that the ight was not necessarI objectionable, but the flashing
beacon on top waSt

Mrs. James Downey, 213 Beech Street, advised that the light
ShInes n both of the r front bedrooms and was extremely objectionable.
Mayor Coons, reviewing the issue, advised that the original
plans of development did not include a sign; that application was submitted
for the sign as constr~cted, and approved by the C Council January 2,

Mr. Paul Wertz, 1902 Almond Drive, advised that the light is

Coons stated if this was indicative of the manner in which the City will
receive funds, it wil] certainly make a convention center in the City of
Anaheim a reality.

DANCE PERMIT: Application for Dance Permit, submitted by George E~ Baney for
Glacier Falls Ic~ Skating Rink, 211 West Katella Avenue, was submitted
together with recommendations of the Chief of Police recommending said
application be granted, subject to the provIsions of Chapter 4.16 of the
Anaheim Municipal Code, and subject to the proper zoning and use permit.
Discussion was held by the City Council and City Attorney con-
cerning the requirement of the use permit for the additional USe of the
property.
My. Bahey addressed the Council advising that they had no objec-
tions to securing an additional use permit, that the problem is a matter of
timing, as the dancing has been established for the summer program. In
explaining the activity, Mro Baney further advised that anyone for the same
admittance price could either dance or ice skate.
Councilman Chandler moved that a ninety day permit be granted
Glacier Falls Ice Rink for dancing, in accordance with the application and
recommendations of the Chief of Police. Councilman Krein seconded the
motion. MOTION CARRIED.
Mr. Baney was advised to contact the City AttorneyUs office in
the event a permanent permit was desired.
EXTENSION OF TIME - RBCLASSIFICATION NO. 62-63-49: Request of Phillip R.
McGraw, Attorney~ for six months extension of time to Reclassification No.
62-63-49, containing reasons therefor, was submitted.
Mr. McGraw addressed the Council, advising that the land has
been cleared and they were prepared to proceed with the construction as
soon as a building permit can be issued, and if necessary because of the
fact of the probate of Mr. Presselus estate, the estate was prepared to
post a bond to assure dedication for street widening.
Councilman Chandler moved that a one year extension of time be
granted; Councilman Schutte seconded the motion. MOTION CARRIED.
CONDITIONAL USE PERMIT NOu 24~: Submitted by Darryl Walker for permission to
establish motel on R-A property located at 1800 West Lincoln Avenue, and
granted by City Council Resolution No. 62R-937 on October 16, 1962.
Request of Elmer S. Child. Western United Land Corporation, for
reconsideration, to allow addition of eight extra units to the motel and
elimination of Condition No.9 of Resolution No. 62R-937, was submitted and
public hearing held June 18, 1963, at which time the hearing was closed,
and Council decision deferred to this date as a result of a tie vote.
Mayor Coons reported that although he was absent at the meeting
held June 18, 1963, he has reviewed the minutes of the meeting, the appli-
cation, and has listened to the tape recording of the public hearing before
the City Council on June 18, 1963, and again inspected the premises. In
his opinion, to re-open the hearing was not necessary, as he felt he was
thoroughly familiar with the evidence presented.
In analyzing the request, Mayor Coons stated that at the time the
application was originally heard, considerable consideration was given to
the request and to the plans. Original plans were revised in accordance to
the City Council9s requirements applicable to subject property in order to
prevent visual intrusion and maintain the integrity of the adjacent R-l
area.
In the grantlng of the conditional use permit, the economics of
the property were thoroughly considered, and the conditions made a part of
the permit were satisfactory to the applicant at that time. He felt that
the new owner, Mr. Childs, purchased the property with full knowledge of
the condi tions under whi ch the condi tional use permi t wa s granted.

granting Mr. Childsi request, and the addition of eight additional units would

Councilman Schutte moved the request for elimination of Condition
No.9 from Resolution No~ 62R-937 and the construction of eight additional

that the property was once conSIdered for a planned residential development,

diSCUSSIon of the C Planning CommIssion concerning the improvement of
the area marked'INot A Part".

The City Attorney reported that MT. Nakamura, original owner of
subject property, first sold the land February 21, 1963, retaining the lot
marked "Not A PartU; at which time a Record of Survey should have been
filed, and improvements installed in accordance with Section 17.08.250.
Further, there have been several sales transactions since Mr. Nakamura
originally sold the property. Mr. Nakamura was requested to be present at
this meeting to determine if arrangements can be made at this time for the
necessary improvements.
Mr. William A. Booth, real estate broker, advised that he assisted
in the February sale transaction, that they were unaware at that time of
the necessity of filing a Record of Survey. On checking, he found that
Mr~ Nakamura had dedicated forty feet from the centerline of Orange Avenue
to the County of Orange for street widening, that the developers of the
subdivision adjacent easterly to his property had also dedicated forty
feet. He further advised that the City Planning Department informed him
that Orange Avenue was projected to be an eighty-foot street.
Mr. Maddox, City Engineer, reported that the adopted Master Plan
of Streets and Highways projects Orange Avenue to be a ninety-foot street.
Mr~ Booth advised that Mr. Nakamura was willing to dedicate the
additional five feet, provided that the developer of the subdivision will
install the improvements to City specifications.
The City Attorney advised that if Mr. Nakamura was willing to
dedicate the additional five feet, and the subdivider willing to install
the improvements, by stipulation on the part of both parties, the problem
could be solved.
Mr. Penniman of Penniman and Company, brokers on the most recent
sale of the property, advised that they were not authorized to commit the
subdivider to this agreement as it was their understanding that these
improvements were the responsibility of Mr. Nakamura; however, the subdivider
has agreed to make the installation of these improvements upon the payment
by Mr. Nakamura of his proportionate costs.

Mr. Don McCone, 601 North Harbor, Santa Ana, expressed concern that
the tract map might be delayed if approval was contingent on installation of
improvements on Mr. Nakamuravs property; that the subdivider would be
willing to install the required improvements, at his cost, if there was some
legal means of assuring payment.
Councilman Chandler advised that it would be to the benefit of both
parties to resolve this issue, as Mr. Nakamura was already in violation of
the zoning ordinance.
On motion by Councilman Chandler, seconded by Councilman Dutton,
Tentative Map of Tract No. 5227 was approved, subject to the recommendations
of the City Planning Commission, amending Condition No. 5 thereof to read,
"That the prior owner of the entire property including VNot A Part' and the
developer of Tract No. 5227 shall arrange for the full dedication; the
preparation of street improvement plans, in accordance with standard plans
and specifications on file in the office of the City Engineer, and installa-
tion of all improvements for the Orange Avenue frontage for that portion
marked VNot A PartV; such arrangements to be negotiated through the office
of the City Attorney. 01 MOTION CARRIED.
TENTATIVE MAP. TRACT NO. 5151: Developer, Bema Investment Company; tract located
on the northeast corner of Western and Orange Avenues, containing 28 lots
proposed for planned-unit multiple family residential development.
In accordance with request signed by Donald I. Dodge, action by
the City Council on Tentative Map, Tract No. 5151 was deferred to be con-
sidered in conjunction with Conditional Use Permit No. 381.

In accordance with request signed by George R. Beltz, action by
the City Council on Tentative Map of Tract No. 5208 was deferred to be
considered in conjunction with Reclassification No. 62-63-128.
CONDITIONAL USE PERMIT NO. 295 - EXTENSION OF TIME: Request of Church of Jesus
Christ of Latter-Day Saints, dated July 2, 1963, for sixty day extension
of time to Conditional Use Permit No. 295, for compliance with certain
conditions, pursuant to City Planning Commission Resolution No. 469, Series
1962-63, was submitted.
Discussion was held by the City Council, and at the conclusion
thereof, four month extension of time was granted to Conditional Use
Permit No. 295, on motion by Councilman Schutte, seconded by Councilman

Council for their information~ Mr. Murdoch advised that a Conditional Use
Permit, No. A20, has been filed for the requested use of the property.

protest was authorized to be filed by the City Attorney, pending completion
of zoning action permitting sale of beer and wine on the premises. MOTION

4H CLUB CONCESSION - PEARSON PAR~: On motion by Councilman Dutton, seconded by
Councilman Krein, local 4H Club was authorized to operate popcorn and soft
drink concession in the Greek Theatre, July 4, 1963, in accordance with
application submitted to the Park and Recreation Department, and subject
to the recommendations of said department. MOTION CARRIED.
ORANGE COUNTY BOARD OF SUPERVISORS - RESOLUTION 63-905: Resolution 63-905 of
the Orange County Board of Supervisors, commending the Orange County Water
District on its decision to commence the litigation to adjudicate the
water rights in the Santa Ana River water shed above Prado Dam, was sub-
mitted.
Said resolution was ordered received and filed, and the City
Clerk requested to forward a letter to the Orange County Water District
approving their action in the filing of said litigation, to protect the
water rights of, Orange County from the upstream communities, on motion by
Councilman SChutte, seconded by Councilman Krein. MOTION CARRIED.
BUSINESS LICENSE - COIN OPERATED LAUNDRY MACHINES: Concerning the request for
amendment to the Business License Ordinance, relative to coin-operated
washers and dryers, Mr. Murdoch reported on licenses imposed by the following
cities:
Buena Park, Costa Mesa, Fullerton, Garden Grove, La Habra, Laguna
Beach, Orange, Santa Ana, and Newport Beach.
Mr. Murdoch further reported that a part of the basis for argument
by the individual laundry machine operators was the inconSistency between the
licensing of laundromats and coin-operated machines at individual locations.
In his opinion, if the washing machine operator were licensed under
a gross receipts basis, other coin machine operators would be 'entitled tb
come under the same provision. He gave as an example the operator of an
amusement machine, who pays $25.00 per year for each machine in each location.
To make the change requested would, in his opinion, create a substantial
inconsistency with other cities in Orange County.
Discussion was held by the City Council, and it appeared to them
that the minimum rate charged by Orange County cities was $3.00 per machine,
and that the City of Anaheim was not excessive nor discriminatory in this
fee.
Mrs. Maybelle Spencer, City Treasurer and License Collector,
reported that the firm of Winter and Winter have refused to pay their
license tax for the last two years; and considering all the machines placed
in the City of Anaheim, this firm has been the only one questioning the
license fee.

Mrs. Spencer further reported that the machines are licensed for
a full one-year period, regardless of when the license is obtained, and
stated that the City of Fullerton was contemplating amending their Ordinance
to conform with the provisions of the City of Anaheim.
At the conclusion of the discussion, Councilman Krein moved that
the existing provisions regulating the licensing of coin-operated laundry
machines stand, and that no amendment be made to the present Ordinance.
Councilman Schutte seconded the motion. MOTION CARRIEDa
Further discussion was held concerning identification of indi-
vidual coin-operated laundry machines, and the City Attorney was requested
to prepare an amendment to the Ordinance requiring the name of the vendor
or owner be placed on each machine.

INVITATION - GOVERNMENT PROGRAM: Mayor Coons announced that an invitation has
been extended to the City Council to participate in a program on City
Government for the Orange County Young Republican Club, July 10, 1963,
8:00 P.M., at the Keystone Saving and Loan Office building.
The invitation was accepted by the City Council.
PROPOSED SALARY RESOLUTION: Discussion was held concerning further study of
the salary resolution as proposed by the Personnel Director.
It was agreed that further consideration to this matter be
given after adjournment of the regular meeting July 9, 1963. It was
further agreed that the discussion would be limited to the City Council,
City Manager and Personnel Director, although interested persons were
invited to attend.
LA PALMA COMMUNITY RECREATION BUILDING: Mayor Coons announced a square dance
in the new La Palma Community Recreation Building has been tentatively
scheduled by the Anaheim Lions Club for July 20, 1963; that a nationally
known square dance caller has been engaged for the affair, and the dance
should return a sizable profit, which will be applied to the cost of the.
building. In order to finalize the arrangements, the Mayor requested Mr.
Piersall to report on the completion status of the building.
Mr. Piersall reported that a meeting with the Architect, Con-
tractor and Park and Recreation Department was held at the park this
afternoon. He advised on the finishing items still to be completed, such
as the installation of the air conditioner, acoustical tile, finish
plumbing and electrical work, and the replacement of some ceramic tile.
He further advised that the contractor stated he would make every effort
to complete the building by the July 20th date; however, he could not
guarantee this at this time, and would be in a better position to give a
more definite date within one week.

FLOOR COVERING - LA PALMA COMMU~ITY RECREATION BUILDING: Discussion was hald
concerning the type of floo~ covering for the auditorium portion of the
building. It was reported that a wood parquet floor was r~comm~nded as
b~ing most desirable for the activities to be conducted in the building.

parquet floor and also for two or thr~~ other types of flooring for further
Council consideration.

complaint concerning the beacon-type sign erected advertising El Coco Palms
Motel was deferred from the meeting of July 2, 1963, pending visit by the
City Council to the perimeter of the area to visually determine the intrusion
and intensity of the flashing lights.
