The City Council of the City of Anaheim met in regular session.

Mayor Coons called the meeting to order.
MINUTES: On motion by Councilman Dutton, seconded by Councilman Krein, minutes
of the City Council meeting held July 2, 1963, were approved. MOTION CARRIED.
LA PALMA PARK COMMUNITY RECREATION BUILDING - FLOOR COVERING! Deeiaion on a,
choice of floor covering for the Assembly Hall in the La Palma Park Community
Recreation Buildin9 was deferred to this date from the meeting of July 9,
1963, for further investigation.
Mayor Coons reported on the experience of the Anaheim Assistance
League with the installation of wood flooring over a concrete alab, and that
by using a hot mastic, there has been no difficulty as of this date.
However, the manufacturer will not guarantee the job, and as result, the
contractor cannot guarantee the floor will not buckle.
The City Engineer reported on a meeting with Mr. Callaham, of
Dewey Callaham & Son~, at the building site to discuss the floor treatment,
and pre-treatment of floor in the event wood parquet flooring were to be
installed~ Mr~ Callaham advised that his organization would guarantee the
materials and workmanship, but would not guarantee against ground water
damage. Mr. Maddox further advised that other flooring contractors offered
the same guarantee a~ Mr~ Callaham.
Council di~cu~~ion wa~ h~ld eomparlng the merit. of vinyl Ind
asphalt tiles with wood flooring, ancl it was the f~~ling gf the eounc~l
that parquet wood would probably be more durable for the type of activities
for which the building will be used. At the request of the City Council,
Mr. Maddox displayed samples of the wood parquet flooring.
RESOLUTION: Councilman Chandler offered resolution authorizing the City
Clerk to advertise for bids for 5/16 inch oak parquet bondwood floor
covering~
Further discussion was held concerning specifications for the
installation of the flooring, and the matter was continued to the evening
session of the meeting to allow the City Engineer to estimate the length of
time required to prepare said specifications, in order to establish a date
for the opening of bids.
Later in the meeting, the City Engineer was requested to prepare
necessary specifications for a resolution to be adopted at the next meeting
calling for bids for the installation of flooring in the La Palma Park
Community Recreation Building~
RESOLUTION NO~ 63R-590: On the recommendations of the City Manager, Councilman
Dutton offered Resolution No. 63R-590 for adoption.

GRAPHIC SIGNS - CENTRAL LIBRARY: The City Manager advised that the Library Board
of Trustees has reconsidered their proposed purchase of signs for the
Central Library from Brand-Worth & Associates, in the amount of $10,635.,
which was deferred by the City Council at their May 14~ 1963 meeting (page
6731); and which consisted of approximately 40 major signs, and approximately
100 smaller signs, covering the entire graphic signing program of the
library interior. The Library Board has submitted revised recommendations
for the purchase of 30 major graphic signs in the amount of $~,952, plus
sales tax.
Mr. Murdoch f0rther advised that the balance of the signs will be
made by the City Public Works Department.
Mr. William Griffith9 Library Director, advised that most of the
major graphic signs proposed are four feet square, a few being larger, and
will be three-dimensional block type signs in design. He further stated
that the preliminary design work has been completed, and the signs can be
installed by the time the central library building is ready for use (four
to six weeks).
Mr. Murdoch reported that the Library Board felt if the artistic
graphic approach was included for the major areas, the money allocated would
be we 11 c~ s pen t .
On motion by Councilman Krein9 seconded by Councilman Schutte,
revised list of signs needed for the central library~ as submitted in the
amount of $4,952., plus tax, be authorized and approved, on the recommenda-
tions of the Library Board of Trustees. To this motion, Councilmen Dutton
and Chandler voted WINoH. MOTION CARRIED.
(Councilman Schutte left the meeting, 3:52 P.M.)
SIGN REQUEST - EAST ANAHEIM CAR WASH: Application submitted by Edward F.
Cruchley for two signs advertising East Anaheim Car Wash at 1920 East
Lincoln Avenue, was continued from the meeting of July 2, 1963, to allow
the applicant to be present, and for consideration of an integrated sign.
Mayor Coons asked if the applicant or his agent were present.
There was no response.
On motion by Councilman Dutton, seconded by Councilman Chandler,
said sign request was denied. MOTION CARRIED.
(Councilman Schutte returned to the meeting, 3:55 P.M.)
SIGN REQUEST - WESTERN UNITED LAND COMPANY: Application submitted by Western
United Land Company, 1800 West Lincoln Avenue, for permission to erect a
non~conforming sign~ together with plans and report from the Building
Department, were reviewed by the City Council.
Mr~ Elmer Child, 1800 West Lincoln Avenue, explained their plans
for decorative fencing in front of the swim pool, and advised that the
property to the West is undeveloped~ He further advised that they have
102 feet frontage, and would be willing to place the sign 20 feet from the
west property line~ three feet from the driveway area~
On motion by Councilman Krein~ seconded by Councilman Schutte,
said sign request was granted~ subject to erecting the sign 20 feet from
the west property line. MOTION CARRIED.

SIGN REQUEST - AUTO WAS~: ApplicatiQn submitted by Alex Gruenberg, 126 South
Beach Boulevard, requesting permission to move a sign, togethe.rwith plans
and report from the Building Department, were reviewed by the City Council.
Mr. Alex Gruenberg advised that the request to relocate the
existing sign was to provide better viewing.
On motion by Councilman Schutte, seconded by Councilman Krein,
said sign request was granted9 as requested. MOTION CARRIED.
VARIANCE NO. 1344 - EXT~NSION OF TIME: Request of Mrs. Eva Diggins dated July
2, 1963, for extension of time to Variance No. 1344 was submitted.
One year extension from August 14, 1963, to Variance No. 1344,
was granted, on motion by Councilman Chandler, seconded by Councilman
Dutton. MOTION CARRIED.
ANAHEIM CITIZENS CIVIL qEFENSE COMMITTEE RESIGNATION: On the recommendations of
Mr. Paul Hayes, Civil Defense Coordinator, Councilman Dutton moved that the
resignation of Mr. Louis Unger from the Anaheim Citizens Civil Defense
Committee be accepted with regret, and that a certificate of appreciation
for his services to the City be prepared. Councilman Krein seconded the
motion. MOTION CARRIED.
STATE COMPENSATION INSU~ANCE FUND: On motion by Councilman Chandler, seconded
by Councilman Dutton, renewal of State Compensation Insurance Fund, Policy
No. 23964l-CC, for the period of July 1, 1963 to July l, 1964, was approved,
and payment of initial premium in the amount of $8.000 authorized. MOTION
CARRIED.
CITY PLANNING COMMISSIO~ ITEMS. Actions taken by the City Planning Commission
at their meeting h$ld June 24, 1963, pertaining to the following applications,
were submitted for City Council information and consideration:
CONDITIONAL USE PERMIT NO. 437 - Submitted by Renbar, Inc., Owner, request-
ing the following uses on M-l zoned property within Tract No. 3970 located
on the south side of Santa Ana Street, approximately 640 feet west of
Walnut Street:
Permit those uses in an M-l Zone which require a Conditional Use
Permit and such uses as retail and industry, only incidental
service to general public permitted; and such service as business
firms, including business and professional offices primarily
serving commerce and industry, only incidental service to general
public permitted. Waive 330 foot distance limitation where
adjacent to the exterior boundaries of a public school.
The City Planning Commission pursuant to Resolution No. 805,
Series 1962-63, granted said conditional use permit, subject to conditions.
CONDITIONAL USE PERMIT NO. 381 - Submitted by Charlie N. and Mae P. Brock,
and Minoru and Matsue Shiota, Owners, requesting permission to construct a
single story planned unit multiple family residential development with
carports, and open parking, waive front yard and parking requirements, on
R-A property located north of the Flood Control Channel on the east side of
Western Avenue, further described as 3133 and 3139 Orange Avenue. (Tenta-
tive Tract No. 5151)
The City Planning Commission pursuant to Resolution No. 803,
Series 1962-63, granted said conditional use permit, subject to conditions.
The foregoing actions were reviewed by the City Council and no
further action taken on the above numbered conditional use permits.
TENTATIVE MAP NO. 5151. REVISION NO.1: Developer, Bema Investment Company; tract
located at 3133 and 3139 Orange Avenue, and proposed for development into
28 multiple family residential lots (filed in conjunction with Conditional
Use Permit No. 381).

The City Planning Commission at their meeting of June 24, 1963,
approved said tentative map, subject to the following conditions!
1. That should this subdivision be developed as more than one subdivision,
each subdivision thereof shall be submitted in tentative form for
approval.
2. That this tract map is approved subject to the approval of Conditional
Use Permit No. 381.
3. That a modified cul-de-sac shall be provided at the terminus of Vallejo
Drive, and subject to the approval of the City Engineer. Engineering,
to be provided by the City of Anaheim and construction by the developer.
4. That the access rights to Western Avenue and Orange Avenue, except for
Lot 3 and street openings, shall be dedicated to the City of Anaheim.
5. That the dwelling units and garage units designated by letters and
numbered letters shall not be delineated on the final tract map.
6. That the northerly 2t feet of the westerly 745 feet of subject property
shall be recorded as Lot #29, to be used exclusively for block wall
construction and landscaping, and to be labeled, "Not a Buildable Site".
7. That due to the size and shape of subject property, and the manner in
which the abutting property to the North has been developed, the cross-
section of the westerly 745 feet of the proposed street shall be
improved as follows:
Adjacent to Lot #29, a 1 foot parkway, a 14 foot travelway to
center line of the street, a 20 foot travelway and parking lane
from the centerline to the south curbface, and a 10 foot southerly
parkway; and further provided that the northerly parkway extending
easterly 745 feet from the westerly property line, shall be
posted with, "No Parking" signs by the developer in accordance
with City of Anaheim standards.

Mr. Kreidt noted the location of the tract, and reported the
Interdepartmental Committee recommended Conditions Nos. 6 and 7 be amended
by changing the lot number from "29" to "3l", and further recommended that
Conditions Nos. 8 and 9 be added, as follows:

8. That Western Avenue shall be developed to a 45-foot wide half width.
9. That the proposed street, except the westerly 745 feet, shall be
developed with a 40-foot roadway in a 60-foot right-of-way, and with a
standard cul-de-sac.
Councilman Schutte moved that Tentative Map, Tract No. 5151,
Revision No, lj be approved, subject to the recommendations of the City
Planning Commi~~ion, including rteommQnded amendments and condltlon~
net.a by Mr. Kreidt; and further ~mendiA9 Condition NQ, f by the following
addition: "That the developer shall payJthe OQ~t of posting said signs,
upon dedication of said street;" and further subject to a condition to be
numbered No. lO~ "That the tract map be endorsed on the title sheet with
the following expression: 'The use of the property contain,d in this map
shall be subject to the conditions of Conditional Use Permit No. 381, of

TENTATIVE MAP. TRACT NO. 5245: Developer, Home Land Co.; tract located on the
west side of Ninth Street, north of Katella Avenue, and contains 18 R-l lots.
In accordance with request signed by Mr. Tom Key, action by the
City Council on Tentative Map, Tract No. 5245, was deferred to be considered
in conjunction with Variance No. 1589, on motion by Councilman Chandler,
seconded by Councilman Dutton. MOTION CARRIEDa
CONDITIONAL USE PERMIT NO. 300 - CORRECTED LEGAL DESCRIPTION: Submitted by
Douglas J. Caruthers, et ux, requesting permission to construct main office
of van lines on property located on the southwest side of the Santa Ana
Freeway, 30 feet south of an extension of Ball Road centerline.

The City Council on September 25, 1962, took no action on City
Planning Commission Resolution No. 488, Series 1962-63, granting said
Conditional Use Permit, subject to conditions.
Pursuant to City Planning Commission Resolution No. 811, Series
1962-63, Resolution No. 488, Series 1962-63 was rescinded, and Conditional
Use Permit No. 300 was granted, subject to conditions (change in "Exhibit
A", correcting legal description of subject property).

Council together with recommendations of the City Planning Department.

Home Association of California, dated July l6, 1963, for one year extension

Resolution No. 62R-216, was submitted.
Said request was granted by the City Council on motion by Councilman

RECLASSIFICATION NOg 60-6]-38: Verbal request of V-L-N Construction Co., Inc.,
for use and occupancy permit for multiple family development on portion of
property described in Reclassification No. 60-61-38 (northeast corner, Nutwood
Street and Ball Road) was considered.
Mr. Geisler advised that when Reclassification No. 60-61-38 was
approved, it was the intent of the Council that the applicant post one bond
for street improvements on the entire subject property, pursuant to Reso-
lution No. 6481; however, a portion of the property was sold and two bonds
were posted, one by the applicant and one by V-L-N Construction Co., Inc.
That it was the intent of the City Council that the R-3 portion be allowed
only after the commercial portion of ~tr~Qt frontage was improved because
of the increase in traffic caused by the multiple residential development.
The City Council was of the opinion that the original applicant
and former owner of the R-3 portion of the property was fully aware of the
Council's intent, that the property could not be split and the R-3 portion
developed without complete improvements on all street frontage.
At the suggestion of the City Attorney, the Building Department
was authorized to issue V-L-N Construction Co., Inc. temporary use and occu-
pancy permits, not to exceed 90 days, for the R-3 development; final use
and oCCuPancy to be withheld pending resolution of the problem by the City
Attorney between Mr. Ostroot and the V-L-N Construction Co., Inc.

CONTINUED PUBLIC HEARING. RECLASSIFICATION NO. 62-63-111: Submitted by Edward
N. and Mary Rose, requesting a change of zone from R-l to C-l; property
located at the northeast corner of Carnelian Street and Katella Avenue
(1792 Carnelian Street).
The City Planning Commission pursuant to Resolution No. 764,
Series 1962-63, recommended said reclassification be denied.
Public hearing was held by the City Council June 18, 1963,
and continued to this date at the request of the applicant.
Communication dated July 16, 1963, from Harry Knisely, Attorney
for the applicant, was submitted and read, advising that the applicant has
been unsuccessful in obtaining necessary number of signatures of property
owners in the tract consenting to the amendment of the deed restrictions to
permit commercial use, and thereupon requested the application for reclassi-
fication be withdrawn.
On motion by Councilman Krein, seconded by Councilman Schutte,
request to withdraw application was granted, and all proceedings thereon
declared terminated. MOTION CARRIED.
PUBLIC HEARING. VARIANCE NO~ 1579: Submitted by David S. Collins, requesting
permission to expand existing business and professional offices on property
presently zoned R-l, and located on the east side of Flore Street, approxi-
mately 112 feet north of Ball Road (952 So. Flore St.).
The City Planning Commission pursuant to Resolution No. 791,
Series 1962-63, denied Variance No. l579. Appeal from action taken by the
City Planning Commission was filed by the applicant, and public hearing
scheduled this date.
Mr. Kreidt noted the location of subject property, and use and
zoning in the immediate area. He summarized the evidence submitted to and
considered by the City Planning Commission.
The Mayor asked if the applicant wished to address the Council.
Mr. David S. Collins presented the Council a small map of Tract
No. 1620, indicating subject property, showing those property owners
favoring the variance in green, and property in the vicinity presently
used for commercial purposes in red. Also presented was a petition of
approval containing ten signatures.
Mr. Collins advised that he was the owner of the third lot, which
is adjacent to the North of subject property, and would serve as a buffer.
He reported that when the variance was granted on the first lot, he was
agreeable to the widening of Ball Road, and was advised that Ball Road was
then at its ultimate width. In his opinion, had Ball Road been further
widened, the parking problem that now exists would have been relieved. He
explained that their parking plans include expanding the pad in front of
the building, and with the back yard, which is already blacktopped, suffi-
cient parking space would be provided.

Mr. Collins further advised of their plans 'for signing, and that
the appearance of the building would not be changed.
Mr. Collins was of the opinion that their present development
was a positive contribution to the neighborhood, and that zoning should
be what was the highest and best use of the land.
The Mayor asked if anyone else wished to address the Council.
Mra Frank Tully, 924 Flore Street, addressed the Council in
opposition, basically because of the traffic and parking situation. He
reported that the red zone on Ball Road extends across the front d the
motel on Ball Road, along the Collins property, and approximately one and
one-half lots west of Flore Street; that the elimination of parking on
Ball Road has extended parking quite a distance on Flore Street; that most
of the people objecting to the variance live in the strictly residential
area near the intersection of Flore and Vermont Street, and are the ones
that would be subjected to the traffic and parking problem.
Mra Tully was of the oplnlon that those signing the petition
approving the use were speculating on the future disposition of their
property for commercial use; that six of the parcels on Flore Street,
near Ball Road~ are presently owned by land developers or people in the
real estate business.
Mra DQ L. Vaughn, 1125 West Vermont St~eet, stated that Mr.
Collins has made a nice improvement to the corner, which could conceivably
be a commercial corner; however, in his opinion, the depth of penetration
north into the residential neighborhood did not lend itself to a commercial
enterprise of any type~ and that this was not the appropriate time for the
street to go commercially, and if it did, the entire area would be depre-
ciated.
Mra Robert G. Hill, 945 Flore Street, advised that they have just
recently moved into the area, and were attracted to it because of the
apparent quiet neighborhood, and that he and his wife would be definitely
opposed to a commercial enterprise across the street from them.
Mro Richard B. Shaw, 930 Flore Street, addressed the Council
In opposition, stating that the additional amount of traffic would be a
hazard to the children in the area.
Mr~ Shaw called attention to the fact that this was the tract
most viewed by visitors to Disneyland; that this tract gives them an
impression of the residential living conditions in Anaheim, and to extend
the commercial use could spoil the image.
Mr. Chatfield, 1119 West Vermont, advised that he purchased his
home in this area for retirement, because of its quiet residential nature,
and would be opposed to any change.
CommJnication dated July 11, 1963, from Gordon Co Savage, 920
South Flore Street, requesting the variance be denied, was submitted and
read by the Ci~y Clerk.
Mr. Collins in rebuttal, stated that the arguments presented
reflect concern as to what might happen at a future date, and suggested that
the merIts of the lot in questlon be considered at this time; further, that
the traffic that the bUSIness would generate would be very minor.
Mayor Coons stated that a good cross-section of the evidence had
oeen presented, and thereupon declared the hearing closed.
RESOLUTION NO. 63R-603: DIscussion was held by the City Council; at the
conclusion thereof, Councilman Krein offered Resolution No. 63R-603 for

of Lincoln Avenue and Beach Boulevard (9012 Beach Boulevard).
The City Planning Commission pursuant to Resolution No. 749,
Serie; 1962-63, denied said conditional use permit. Appeal from action
taken by the City Planning Commis;ion was filed by Mr. James W. Matkins,
on behalf of Foster and Kleiser, and public hearing scheduled.
Mr. Kreidt noted the location of the property, advising that
a Standard Service Station presently exists on the property. He called
attention to Finding No~ 2 of the City Planning Commission'; resolution,
which explains the delay in the decision of the Planning Commission.
The Mayor asked if the applicant wished to address the Council.
Mr. J. W. Markins, l550 West Washington Boulevard, Los Angeles,
representing Foster and Kleiser, Outdoor Advertising, addressed the Council
stating that it was his impression, in a C-3 Zone, with a Conditional Use
Permit, this was a use allowed, subject to certain conditions imposed. He
further advised that they were never offered any conditions to be met, and
would be willing to re-submit plot plans showing that the requested signs
would not interfere with the adjacent property's sign or even re-locate the
sign, so as not to block from view the now existing signs in the area.
The Mayor asked if anyone else wished to address the Council.
Mr" Russell Jay, 1590 Palm Lane, addressed the Council in opposi-
tion, advising that he had an interest in the motel, and car wash, and
felt any more signs would congest the area and would obstruct the view of
the motel.

AMENDMENT TO ZONING ORD~NANCE: Councilman Chandler suggested the City Attorney
prepare a definition of an allowed zone, where billboards may be con-
structed, as a matter of right.
PUBLIC HEARING. RECLASSIFICATION NO. 62-63-122: Submitted by James L. Sloan,
et aI, requesting a change of zone from R-l to C-l, property located at
the northwest corner of Acacia Street and La Palma Avenue (1001 North
Acacia Street).
The City Planning Commission, pursuant to Resolution No. 797,
Series 1962-63, recommended said reclassification be denied.
Mr. Kreidt noted the location of the property, and zoning and
use in the immediate area. Excerpts of the City Planning Commission
hearing concerning the application, were read, and attention called to
Findings Nos. 4, 5 and 6 of the City Planning Commission Resolution of
Denial.
At the request of the City Council, concerning Finding No.6,
Mr. Kreidt explained that reference to the percentage of signatures
appearing on the petition of approval was an attempt by the City Planning
Commission to place the validity of the signatures on the petition in their
proper perspective.
The Mayor asked if the applicant or his agent wished to address
the Council.
Mr. Ray Mercado, 13016 Euclid Street, Garden Grove, representing
the applicant, advised that he presented the petition of approval referred
to by Mr. Kreidt, and obviously a greater number of signatures would be
obtained from an R-3 area, than an R-l area; that on the strength of the
comments made at the City Planning Commission hearing, he has obtained
another petition of approval, containing 83 signatures, concentrated on the
R-l area and representing only property owners.
Mro Mercado further stated that with the widening and extension
of La Palma Avenue, considering the required ten foot setback, a loss of
approximately 23 feet would result on the corner parcel, rendering the
corner parcel almost useless as an R-l lot; further, the anticipated use
of La Palma Avenue and the existing R-l and R-3 areas would support this
type of development.
Plans of development were explained by Mr. Mercado and reviewed
by the City Council.
Mayor Coons stated that from the appearance of the petition just
submitted, all the property owners favor the requested use, and thereupon
asked if anyone wished to address the Council in opposition. There was no
responsea He thereupon asked if anyone wished to address the Council in
further support of the application.
Mr. James L. Sloan, l015 North Acacia Street, applicant, addressed
the Council advising that the people in the area feel this to be the best
use for the property, and were definitely opposed to a service station use;
further, he would like to develop the property with a development acceptable
to the residents.
Mr. Henry Hogg, 1603 Briarvale, Anaheim, co-owner, addressed the
Council urging the granting of the reclassification. He explained their
plans for parking, and advised that the parking could be re-designed to
provide additional spaces, if required by the City.
Mr. Harold Clasen, 1020 North Acacia, addressed the Council
favoring the application, advising that in his opinion, there could be no
better use for the property.

for adoption, authorizing preparation of necessary ordinance, changing the
zone as requested, subject to the following conditions!

La Palma Avenue for street widening purposes.

The Mayor declared Resolution No. 63R-605 duly passed and adopted.
PUBLIC HEARING~ RECLASSIFICATION NO~ 62-63-123 AND CONDITIONAL USE PERMIT NO. 429:
Submitted by Eleanor M& Cassell and Horace H. Rathvon, requesting change of
zone from R-A to R-3~ and permission to establish a single story multiple
family planned residential development, with carports, on property located
on the west side of Loara Street, approximately 330 feet south of Orangewood
Avenue (2133 and 2151 South Loara Street).
The City Planning Commission pursuant to Resolution No. 798,
Series 1962-63, recommended said reclassification be denied, and pursuant
to Resolution No. 799, Series 1962-63, denied Conditional Use Permit No. 429.
Mr. Kreidt noted the location of the property and zoning and uses
in the area, and read minutes of the City Planning Commission hearing con-
cerning the issue.
The Mayor asked if the applicant or agent would like to address
the Council.
Mrs. Eleanor Cassell addressed the Council advising that the
adjoining property was presently developed with multiple units; that the
proposed development has been reduced to 36 one story multiple units, com-
prising approximately two and one-fourth acres, and the swimming pool
presently on her property would be incorporated into the recreational area
of the development.
Mr. Paul Cassell questioned the right of Garden Grove to render
an opinion on this issue.
Mayor Coons explained when the application submitted was in close
proximity to the boundaries of a neighboring city, or if the boundary of
County territory,by courtesy it is common practice between the cities and
County to request their opinion concerning the application.
Mr. Cassell advised that the proposed development would be an
improvement to the neighborhood, and briefly reported the problems encountered
with the children in the neighborhood, which has caused injury to their
horses and damage to their property.
For the benefit of those present, comments of the City of Garden
Grove concerning the application were read by Councilman Chandler.
The Mayor asked if anyone else wished to address the Council.
Mr. Claude Wiseman, 1833 Bayless Street, submitted an additional
petition of protest, signed by residents in the general area, and introduced
the three following speakers, representing their group:
Mr. Robert Young, l598 Lorane Way, addressed the Council in opposi-
tion, stating that the proposed use and zoning would be incompatible with and
detrimental to the present land use in the area, and would be in conflict
with the density projected on the proposed General Plan, and could establish
a pattern for the undeveloped land in the area.
Mr. Edward Hal19 1599 Lorane Way, advised that the proposed change
would be detrimental at this location, because of the increase in the
traffic flow, creating a traffic hazard and parking problem. He called
attention to the 20 foot U-shaped driveways on two sides and at the rear of
the property, with the only ingress and egress to the project from Loara St.

Mrs. Ruth Thomas, 2080 South Loara Street, called attention to
the existing crowded condition of the schools in the area, and was of the
opinion that a multiple family development would further overtax the school
facilities, possibly cau~ing double sessions.
Mr~ Wi~eman advised that the expressions made represented the
thoughts of approximately 250 people, and further advi~ed that they were
not opposed to multiple family developments per se, but were opposed to
their placement among single family units; and thereupon requested the City
Council to deny the application~
Mrs~ Cassell was of the opinion that those in opposition signing
the petition of protest were over 300 feet from the property, and were
residents who had recently moved into the area.
Mrs. Avis Oveson, resident at the corner of Orangewood and Loara
Street, addressed the Council in opposition, stating the requested use
could definitely jeopardize their homes.
Mr. Cassell stated that the propo~ed development would be a
continuation of what is existing in the area, and would not be a Checker-
board effect, as once referred to.
The City Clerk submitted into evidence correspondence dated July
IJ~ 1963, received this date from Mrs. Cassell.
The Mayor asked if anyone had any additional evidence to present,
there being no response, declared the hearing closed.

Submitted by Doyle and Shields Development Co., requesting ch~nge of zone

family planned residential development, with carports; and further requesting
waiver of one story height limitation on property located on the northeast
corner of Magnolia Avenue and Winston Road.
The City Planning Commission pursuant to Resolution No. 800,
Series 1962-63, recommended said reclassification be approved, subject to th~
following conditions:
1. That the owner of subject property shall deed to the City of Anaheim a
strip of land 53 feet in width, from the centerline of the street, along
Magnolia Avenue, for street widening purposes.
2~ That the owner of subject property shall deed to the City of Anaheim a
strip of land 40 feet in width, from the centerline of the street, along
Winston Road, for street widening purposes.
3. That the owner of subject property shall deed to the City of Anaheim a
strip of land 54 feet in width along the north and east property lines
for street purposes and as shown on Exhibit No.1.
4. That street improvement plans shall be prepared and all engineering
requirements of the City of Anaheim along Winston Road and newly dedicat~d
streets, such as curbs and gutters, sidewalks, street grading and paving,
drainage facilities, or other appurtenant work shall be complet~d as
required by the City Engineer and in accordance with standard plans and
specifications on file in the office of the City Engineer; and (b) that
a bond in an amount and form satisfactory to the City of Anaheim shall
be posted with the City to guarantee the installation of said engineering
requirementsa
5. That the sidewalks shall be installed along Magnolia Avenue, as required
by the City Engineer and in accordance with standard plans and specifica-
tions on file in the office of the City Engineer prior to Final Building
Inspection.
6. That the owner of subject property shall pay to the City of An~heim the
sum of $2.00 per front foot, along Magnolia Avenue, Winston Road and
newly dedicated streets, for street lighting purposes.
7. That the owners of the subject property shall pay to the City of Anaheim
the sum of ~10.00 per tree spaced at 50 foot intervals along Magnolia
Avenue, Winston Road and newly dedicated streets.
8. That a Final Tract Map of subject property be recorded in the office of
the Orange County Recorder.
9. That the completion of these reclassification proceedings shall be
subject to the granting of Conditional Use Permit No. 432.
10. That Condition Nos. 1, 2, 3, 4, 5, 6 and 7, above mentioned, shall be
complied with within a period of one hundred and eighty(180) days from
date hereof, or such further time as the City Council may grant.
11. That subject property shall be developed substantially in accordance with

1962-63, granted Conditional Use Permit No. 432, subject to the following

the sum of ~25.00 per dwelling unit, to be used for park and recreation
purposes, said amount to be paid at the time the building permit is
issued.
2. That trash storage areas shall be provided in accordance with standard
plans on file in the office of the Director of Public Works, prior to
Final Building Inspection.
3. That fire hydrants shall be installed as required and determined to be
necessary by the Chief of the Fire Department, to be installed prior to
Final Building Inspection.

6. That a six (6) foot masonry wall shall be constructed along the north
and east property line, prior to Final Building Inspection.
7. That four by four foot planted tree wells shall be provided at approxi-
mately 50 foot intervals along the north and east parkways ot the pro-
posed streets abutting subject property; that plans for said tree wells
and landscaping therein, shall be submitted to and approved by the
Superintendent of Parkway Maintenance; and that said tree wells shall
be planted prior to Final Building Inspection.
Mr. Kreidt noted the location of the property, and zoning and
uses in the area. He advised that the City Planning Commission was of the
oplnlon that the project proposed was one of the finest residential develop-
ment plans reviewed by them.
The Mayor asked if anyone wished to address the City Council.
Mr. C. E. Lewton, 10221 Magnolia Avenue, directly across the
street from subject property, stated that they were in objection to the
development as it had been explained to them, since there would be a two
story building with a windowless wall directly facing their home. Mr. and
Mrs. Lewton came forward to the Council Table and reviewed the plans.

Mr. Shields was present to answer any questions of the Council,
and introduced his architect, Mr@ Neil Gregg.

In answer to Council questioning, Mr. Gregg advised that the
second floors, in all cases, were limited in use to bedrooms and bathrooms
only, and the purpose of th~ propo~~d 54 foot street on the north and east
perim~t~r, reGomm~nded by th~ City Planning nepa+tm~nt, W~~ to f~~ilitate
traffic flow and proviqe off-street parking for tenants and their guests.
Discussion was held regarding said proposed street, and Mr. Kreidt
stated that the purpose of the street was to provide a larger building pad
and allow pedestrians to move through the residential area without crossing
dri veways.
Mrs. Lewton called attention to the long walk some of the residents
would have to reach the parking area, and suggested some type of roadway be
placed through the center of the development.

REQUEST - LA PALMA STADIUM: Request of Paul McGinnis, Jr. Legion Baseball,
Anaheim Post No. 72, for permission to use La Palma Stadium, baseball
stand, field and concession, July 26, 1963, for benefit game (MiChael
Bernal, injured player), admission donation $1.00 per adult, .50 per
junior, was submitted together with reoommendations of the Park and
Recreation Director, John Collier.
Permission was granted as requested, in accordance with the
Director of Park and Recreation recommendations, that is the City be
reimbursed for its actual cost (~55.00), on motion by Councilman Dutton,
seconded by Councilman Chandler. MOTION CARRIED.
WORK ORDER NO. ~501 - CHANGE ORDER NO.5. CENTRAL LIBRARY BUILDING: In accordance
with the recommendations of the City Engineer, Change Order No.5 to Work
Order No. ~501, in the amount of ~950.75, was approved, subject to final
determination relative to cost responsibility, on motion by Councilman
Schutte, seconded by Councilman Krein. MOTION CARRIED.
PROPOSED BUDGET: The City Council agreed to informal budget discussion and
review July 30, 1963, 10:00 A.M., in the office of the City Manager.
ALCOHOLIC BEVERAGE LICENSE APPLICATIONS: Application by Guiseppe Parrino for
New On-Sale Beer and Wine License for business at 919 South Magnolia Avenue,
was presented by the City Manager.
Mr. Murdoch reported that subject property is presently zoned
