MINUTES: Approval of the minutes of th~ Anaheim City Council meeting held August
139 1963, was deferred one week (August 27, 1963)0
INTRODUCTION~ On the invitation of Mayor Coons9 Sgt. Harold Bastrup introduced
six new Anaheim police offic~rs~ advising that they competed and qualified
for the Anaheim Police Department out of approximately 300 applicant~.
Mayor Coons congratulated and welcomed the new officers.
RECLASSIFICATION NOo 59~60-1l3 - FXTENSION OF TIME: Request of Raymond Spehar,
dated August 1, 1963, for extension of time to Improvement Bond No. B-77362,
posted in compliance with Reclassification No. 59-60-113, was submitted.
Mr. Maddox reported other sidewalks in the area have been installed,
and recommended the improvements be completed on subject property, and
extension of time be denIed.
On the recommendations of the City Engineer, Councilman Krein moved
that extension of time be denied, that the City AttorneyVs office so advise
the applicant, that improv~ments are to be installed in accordance with plans
and specifications on file in the office of the Engineer. Councilman Chandler

RECLASSIFICATION NOo 61""62-23 - EXTENSION OF TIME: Request of Henry L. Gats,
dated July 29, 1963, for extension of time to Improvement Bond No. 24774,
posted in compliance with Reclassification No. 61-62-23, was submittedo
Mr. Maddox reported that sidewalks on the north side of Lincoln
Aven~e for approximately 1500 feet have been installed with the exception of
s~bject property, and recommended the request for extension of time be
denied and installation of sidewalks be required.
On the recommendations of the City Engineer, Councilman Krein
moved that extension of tIme be denied, that the City ATtorneyVs office so

FINAL MAP. TRACT NO. 5063 (RECLASSIFICATION NOg 62-63-92): Subdivider, Ted
Fish; tract located northerly of the Santa Ana Canyon Road, east of Jefferson
Str~et, and contains 10 proposed R-3 lots.
The City Engineer reported said Flnal Map conforms substantially
with the tentative map previously approved; that bonds have been posted and
required fees paid, and recommended approval thereof.
The City Attorney reported that the bond in connection with said
Tract No. 5063 is not in proper form.
On the retommendatlons of the City Engineer and City Attorney,
Councilman Krein moved Final Map of Tract No. 5063 be approved, sUbject to
final approval of the bond by the City AttorneyVs office. Councilman
Chandler seconded the motiono MOTION CARRIED.
RECLASSIFICATION NOo 59-60-63 - EXTENSION OF TIME: Request of John H. Irwin,
dated August 5, 1963, for extension of time to Improvement Bond, posted in
compliance with Reclassification No. 59-60-63, was submitted.
On the recommendations of the City Engineer, Countilman Sthutte
moved one year extension of time to said Improvement Bond be granted.
Councilman Krein seconded the motion. MOTION CARRIED.
RECLASSIFICATION NO. 61-62-29 - EXTENSION OF TIME: Request of Leo Geffner,
representing owners of property described in Reclassification No. 61-62-29,
for extension of time to Improvement Bond 3183222, posted in compliance

On the recommendations of the City Engineer, four months from
August 7, 1963 extension of time to said Improvement Bond was granted, on
motion by Councilman Schutte, seconded by Councilman Chandler. MOTION
CARRIED.
RECLASSIFICATION NOo 6l-62,~,64 ~ EXTENSION OF TIME: Request of Robert M. Mueller,
dated August 6, 1963, for extension of time to Cash Bond, posted in com-
pliance with improvements required under Reclassification No. 6l-62-64, was
submittedo
On the recommendations of the City Engineer, Councilman Chandler
moved two year extension of time to said Bond be granted. Councilman
Schutte seconded the motion. MOTION CARRIED.
RECLASSIFICATION NOg 62-63-16 AND CONDITIONAL USE PERMIT NO. 283: Communication
dated August 15, 1963, from Morton Gg Rodin, representing owners of subject
property, for temporary occupancy permit on completed buildings in their
planned unit development pendIng processing of a new Conditional Use Permit
to allow car ports in lieu of garages, was submitted.
Because of a possible conflict of interest, Councilman Chandler
withdrew from the discussion and action on this issueo
The City Clerk read letter from Mr. Rodin in full, and advised
that in checking subject files, it was noted that Resolution No. 63R-ll7
amended the original resolution granting the Conditional Use Permit, No. 283,
by permitting waiver of the Anaheim Municipal Code setback requirements for
garagesg
MrQ Morton Rodin, 252 South Robertson, Beverly Hills, addressed
the Council advising that three buildings are now completed, and two to
three additional buildings are being finished each week; however building
inspection cannot be finalized, as the original applications were granted
with the provision for garages included.
Councilman Schutte moved that temporary use and occupancy permit
be granted as requested, provided all other requirements under the Building
Code have been fully complied with; and further, that this action does not
pre~determine any hearing before the City Planning Commission on Conditional
Use Permit to be filed requesting car ports in lieu of garages. Councilman

Councilman Chandler moved that revised plans marked Exhibit No.

SPECIAL USE PERMIT NOo 79 ~ EXTENpION OF TIME: Request of St. Mark9s Methodist
Church Board of Trustees9 for six months extension of time to Special Use
Permit No. 79, for compliance with cGrtain conditions pursuant to Resolution
No. 6252, was submitted.
Discussion was held by the City Council, and at the conclusion
thereof, Councilman Chandler moved that it be the finding of the City
Council that the project or enterprise authorized by Special Use Permit No.
79 has bepn begun, on or befOre the time limit specified in the permit, and
has thereafter diligently been advanced. Councilman Schutte seconded the
motiono MOTION CARRIEDo
On motion by Councilman Schutte, seconded by Councilman Krein,
six months extension of time to Improvement Bond, posted in compliance
with Resolution No. 6252, granting Special Use Permit No. 79, was authorized.
MOTION CARRIED.
ORANGE COUNTY CASE NO. 700: Orange County Case No. 700 (Sectional District Map
1-4-10 Exhibit F) - reclassification of property located at the northwest
corner of La Palma Avenue and Rio Vista Street from the A-I, General
Agricultural District to the R-2, Group Dwellings District.
Mro Martin Kreidt read excerpt from the minutes of the City
Planning Commission meeting held August 19, 1963, pertaining to recommend-
ation to the OrangeCounty Planning Commission concerning Case No. 700, and
called attention to County Case No. 678, considered by the City Council at
their meeting held July 23, 1963, which referred to property in the same
area, noting that said case was also considered by the City Planning Commis-
sion in their discussion of Case No. 700.
Discussion was held by the City Council, the City Manager and Mr.
Kreidt, and at the conclusion thereof9 on motion by Councilman Chandler,
seconded by Councilman Schutte, the City Clerk was instructed to write a
letter to the Orange County Planning Commission, reporting for their con-
sideration the existing zoning of the area lying within the Anaheim City
Limits in the vicinity of subject property; and further, that the City
Council took no position on subject application, but requested if a change
of zone is granted, that all two-story development be kept a minimum of
150 feet from any single family residential zone. MOTION CARRIED.
RESOLUTION NOo 63R-688: On the recommendations of Thornton E. Piersall, Director
of Public Works, Councilman Krein offered Resolution No. 63R-688 for
adoption, awarding construction of Job No. 778 to R. J. Noble Company, the
low bidder, in the amount of $8,639.24.

RESOLUTION NO.63R-~-JOB NO. 4809: The City Attorney and City Engineer reported
on extra work necessary in completing Job No. 4809 (installation of improve-
ments to the north side of B81l Road east of Nutwood Street) because of a
breakdown in connection with the installation, and recommended that the
total amount of said extra work (approximately $9,200) be settled with the
contractor on an approximate fifty-fifty split basis; and further recommended
that the City Council authorize the payment of $4,500 as the City's full
settlement for all additional work on Job No. 4809 performed by the con-
tractor.
On the recommendations of the City Engineer and City Attorney,
Councilman Krein offered Resolution No. 63R-694 for adoption, authorizing
payment of $4,500 upon execution by the contractor of an agreement of
release of any further responsibility.

WORK ORDER NOg 450l - CHANGE ORDER NO" 7. CENTRAL LIBRARY BUILDING: On the
recommendations of the City Engineer and City Attorney, Councilman Schutte
moved that the City Engineer be authorized to approve Change Order No.7,
concerning revision to telephone room, when presented in final form and
approved by all affected parties. Councilman Krein seconded the motion.
MOTION CARRIED.
WORK ORDER NO.. 4501- CHANGE ORDER. NO" 9, CENTRAL LIBRARY BUILDING: The City
EngIneer reported his approval of Change Order No.9, resulting in a $10.00
credit.
URBAN RENEWAL ADVISORY COMMITTEE: Communication from the Urban Renewal Advisory
Committee, dated August 7, 1963, requesting clarification of said Committee's
role in cases where property development is difficult because of narrow lots
with excessive depth, was submitted.
Discussion was held by the City Council, and at the conclusion
thereof, said request was continued one week (August 27, 1963), and
referred to Clarence Dingman, Senior Planner, Urban Renewal, for further
report.
DEEDS OF EASEMENT: CouncIlman Krein offered Resolutions Nos. 63R-695 to 63R-701,
both inclusive, for adoption.

RECLASSIFICATION NO. 62-63-68 - ACCESS RIGHTS: Dedication Deed dated July 19,
1963, from Hemlock Terrace~ !nc., dedicating all vehicular access rights
to or from Wagner Street, was accepted by the City Council, on motion by
Councilman Chandler, seconded by Councilman Krein. MOTION CARRIED.
CORRESPONDENCE: The following correspondence was ordered received and filed, on
motion by Councilman Schutte, seconded by Councilman Krein. MOTION CARRIED:

INVITATION: Mr. Murdoch reported that Kiwanis Club of Anaheim has extended an
invitation to the City Council, City Manager and City Attorney for a
luncheon August 27, 1963, 12:10 P.M. at the Tamasha Club; program to be in
recognition and honor of those in City Government, and to host a group of
Visiting Boy Scouts from Mexico.
WALNUT CANYON RESERVOIR - FILTRAT~ON PLANT - BOYLE ENGINEERING REPORT: The City
Manager reported that after investigation made on several types of filtra-
tion plants, Boyle Engineering has recommended the Hardinge Automatic
Backwash filter for the proposed Anaheim Water Treatment Plant at the future
Walnut Canyon Reservoir, and further reported the reasons therefor. Mr.
Murdoch further advised that Mr. Lenain, Water Superintendent, concurs in
the recommendation of Boyle Engineering Company.
REQUEST. TEMPORARY USE OF MOBILE TRAILERS: Request of Disneyland, Incorporated,
for permission to install and occupy five mobile trailers for use as
offices and service facilities within the back stage area of Disneyland,
was submitted.
On motion by Councilman Schutte, seconded by Councilman Krein,
temporary use of trailers for a period of two years was authorized. MOTION
CARRIED.
PROPOSED SIGN ORDINANCE: The City Attorney reported rough draft has been pre-
pared on the proposed Sign Ordinance, and thereupon presented copies of
said draft to each Councilman, the City Manager and City Clerk, requesting
their consideration, suggestions and comments.
PUBLIC UTILITY COUNSEL MEETING: On motion by Councilman Krein, seconded by
Councilman SchuttQ, th~ City AttornQY wa~ authorized to attend Public Uiiliiy
Counsel organizational meeting to be held in San Francisco, California,
September 26, 1963. MOTION CARRIEDg
ADJOURNMENT: Councilman Krein moved to adjourn. Councilman Schutte seconded
