the City AttorneyUs office, as follows:
la That the Northeast Industrial Area should be retained as an area limited
to industrial uses and industrially related use~ and ~hould not be
developed for residential purposes.
28 That the exact boundaries for development of the industrial area have
never been established but rather only general areas and boundaries
have been indicated for the industrial areae
3. That the subject property is in the general area of the Northeast
Industrial Area btit is on the periphery thereof9 and that the subject
property is isolated from other properties in the Northeast Industrial
Area in the following particulars, to wit:
(a) The property is bounded on the north by Placentia-Yorba Boulevard,
plus a raised railroad tracK bed north of ~aid Placentia-Yorba
Boulevard which separates the property from any industrially utilized
property in the City of Placentiaa
(b) The property is separated on the west by Dowling Avenue, a secondary
highway, and the property on the west side of said Dowling Avenue~
though considered generally in the industrial area, is all zoned
and projected for commercial recreational developmenta
(c) The subject property is separated at the south by Orangethorpe
Avenueg a primary highwaY9 plus a flood control channel running
~outherly of Orangethorpe Avenue and approximately 100 feet to
the south of said Orangethorpe Avenue~
(d) The subjec~ property~ plus a small segment of additional property
easterly of sUbject propertY9 is bounded on the east by the inter-
section of Orangethorpe Avenue and Placentia-Yorba Boulevard, just

40 That the peculiar circumstances of this property with its location and
topography do not lend themselves to an integrated industrial develop-
ment and are physically separated from other properties in the industrial
area so as to be impracticable for development as an integrated project
with other properties in the Northeast Ind~strial Area.
50 That the utilization of this property for residential purpose~ would not
affect the development of the Northeast Industrial Area for industrial
purposes and would not constit0te an intrusion of residential develop-

WORK ORDER NOo 4501- CENTRAL LIBRARY'. Request of Carroll Sagar and Associates,
suppliers of furniture for the Central Library~ for release of fifteen per
cent retention~ as set forth in the contract~ due to delay in completion of
the Library building, was deferred to this date~ pending contact by the City
of Anaheim with Mro Joe !ordan. Architect for the library building, for
further investigation and recommendations.
Mr.. Geisler reported that after contacting Mr. Jordan, he was of
the opinion that additional clarific3tion of this matter waG necessary. He
noted that the contract calls for installation of furnishings, however
several pieces of furniture dre not in place on the second floor. Mr.
Geisler further advised that the furniture is the responsibility of Carroll
Sagar cmd Associ8tes until it is installed, and acceptance of comp-letion of
the contract should be upon completion of installation; and thereupon he
r~comm~nded no action beL-:iken by the City Council on the above request
until further investigation is madeo

The Mayor Pro Tern declared Resolution No. 63R-784 duly passed and

WEBSTER STREET IMPROVEMENT 0 Petition from. property owners on Webster Street
protesting the proposed lowering of said street for drainage purposes was
considered at the City Council meeting held September 10, 1963, and
the matter deferred to this date to llow Council inspection of the
area.
Mr~ Murdoch reported that representatives of the City of Anaheim
met with representatives of the two mutual water companies maintaining lines in
the areag at which time a proposal was made by the City for acquisition of the
mutual water companies in such a manner so as to require no initial outlay from
the property ownersa He further reported that representatives of the water
districts are currently circulating information to their ownership, and re-
quest postponement of City Council determination until such tim~ as those
persons holding interest in the mutual water companies can make their
desires known..

two informal proposals received for redistricting metered Customer Service
Accounts~ advisIng that Public U~ ities Services, Incaj bid $436a58 for
each 1,000 accounts redistricted, or a total at an estimated 38~000 accounts9
of approximately $16,500000, plus an additional approximately 7,200 accounts

and on behalf of the owner of the property~ advised that they concurred with
the findings of the City Planning Commission.
Correspondence from Mrs. Sydella Tiberi~ favoring R~3 2oning~ was

Mra Von der Heide advised that Mrs~ Tiberi was the owner of the
property to the North.
The Mayor asked if anyone wished to address the Council in opposi-
tion9 there being no response~ declared the hearing closed~
Plans were reviewed by the City Council and discussion held con-
cerning the recommended setback requirement. At the conclusion thereof9 it
was determined that setbacks of the existing commercial developments in the
area have been a matter of choice~ and Councilman Chandler objected to an
established sixty foot setback~ and further advised that he could not con-
scienciously aSSJre fu~~re developers in the area that the sixty foot setback
would be maintaineda
Councilman Chandler aSKed the petitioner if they would like a
continuance in order to contact his principle concerning the setback pro-
visions and for possible revision of plans.
Mro Bot Payne; of McMahan Furniture CompanYi advised that one of
the reasons they preferred not to setback sixty feet was because the
setback would result in the creatIon of two exits onto Euclid Street.

The Mayor asked f the dPpl ant or hi5 agent was present and wished
to address the City Councils
Mr. Ray Spehar, Agent for the petitioner, advised that conditions
of the two Planning Commission resolutions require a 6 foot masonry wall along
the easterly property line. He called attention to an existing 20 foot alley
adjacent to said property line~ and requested that they be allowed to place said
wall 3 feet inside their property line~ with a bumper guard along the west line
of the alley to prevent possible damage to the wall from traffic use of the
alley. Mr. Spehar further requested that the 2 foot block wall along the North
and South property lines be eli~inated and that landscaping of the North and
South boundaries be left to their discretion, and further explained plans for
landscaping"
The Mayor asked if anyone else wished to address the City Council for
or against the appl ations) there beIng no respon5e~ declared the hearing
closed"
Discussion was held by the City Council and it was determined that
placement of required 6 foot masonery wall 3 feet back of property line, as
requested by Mro Spehar, would be compliance of Condition No.8 of the reclas-
dification.
