furniture suppliers for the Anaheim Central Library~ for release of fifteen
per cent retentiong as set forth in the contract9 due to delay in completion
of the library building9 was continued from the meeting of October 19 19639
for further investigation by the City Attorney's office.
Mr. MUTdoch reported that the City AttorneyVs office is in receipt
of a letter from Mr. Joe Jordan~ Architect for the library building~dated Octo
49 196~adv~sing that the items in the bid awarded to Carroll Sagar and
Associates were manufactured itemso The fifteen per cent retention would
apply to all other parts of the contract except these manufactured items
furnished by Carroll Sagar and Associates. Mro Jordan recommended release
of the fifteen per cent retention.
Council discussion was held~ and the matter was deferred one week

ACQUISITION - PORTION OF EDISON COMPANY FACILITIES: Assistant City Attorney John
Dawson reported that an appendix has been added to a proposed resolution,
making definite and certain the areas involved in said resolution which
authorizes the acquisition of certain Edison Company facilities by
Eminent Domain proceedings.

PUBLIC HEARING~ HOUSE MOVING PERMIT~ Application submitted by Almquist and
Pritchett9 requesting permission to move a dwelling from 1446 South Van

was reviewed by the City Council together with recommendations of the

Council discussion was held regarding an interest held by the

Mr. J. Ea Pritchettg 2102 Valenciag Santa Ana9 advised that he
purchased the lot 3t a tax sale in September9 19639 and tax deed is on file
in the City Building Department~ together with a copy of letter from the
City claiming no interest in subject property.
Building Department file was brought to the Council Chambers and
reviewed by the City Councilo Mro Dawson advised that the deed was a proper
tax deed; however whatever aCt is taken by the Council on the House Moving

Subject tracts were considered at the City Council meeting held

NORTHEAST INDUSTRIAL AREA RE-ANALYpIS: City Planning Commission Resolution No.
901 ~ Series 1963~'649 reaffirming and recommending the designation of certain
properties to be known as the Northeast Industrial Area and Southeast Indus-
trial Area9 together with communication from Anaheim Chamber of Commerce,
dated September 169 19639 recommending the reaffirmation9 were submitted.
On motion by Councilman Dutton9 seconded by Councilman Chandler,
City Planning Commission Resolution No. 9019 Series 1963~64, and communica-
tion from Anaheim Chamber of Commerceg were ordered received and filed.

Counci Iman Chandler adv:l sed that when the Teuognal ysi s of the
Northeast Industrial Area was f:rst discussed9 he desired to hold the line
for industrial development in that area just as firmly as possible; but he
was of the opinion that the Planning Department and Planning Commission
could point out to the Council that ~f this area had to be invaded by force
of economic circumstances~ what areas in this section would harm the
industrial area the least. fo him~ the re-analysis maintained the firm
stand, and gave no indication of theIr position should economic circum-
stances changeo
Mro Richard Reeses Planning Director9 advised that to explore
the questiong a precIse plan would be required in order that complete
observations could be madeo
Councilman Krein noted that Anaheim presently has approximately
twenty per cent of the industrial developed land in Orange CountY9 and
asked Mro Reese if the twenty per cent figure was maintained to 1980, would
Anaheim have a surplus of industrially zoned propertyo
Mra Reese replied that this was the conclusion of the analysis~
based on the data developed. They felt there was no reason for a recommen-
dation of any major amendment to the existing policyo
In answer to Co~nc 1 question concerning the acreage proposed
for M-l development in the Northeast Annexation Noo 3g Mr. Murdoch advised
that in all probability that portion ng north of Orangethorpe Avenue
would very likely not develop for Indus~rlal useo
Mr~ Reese reported on a proposed County-wide industrial area
analysi s 9 and further advi sed that invitations to qual i f ied consul tants
have been sent by the Coun~y Planning Department9 and that eight proposals
have been received and will be considered by the Orange County Board of
Supervisorsg within the next two weekso

TRAFFIC SIGNAL ~ CRESCENT AND LOARA STREETS: Mr. Murdoch reported on the
traffic situation in the area of Crescent and Loara Streets~ where a
difficult situation exists9 not only because of the large shopping area9
and the openings on the south side of Crescent near Robinsonos Department
Store9 and on the north side near Gold~s Furniture Store and the bank,
but because of increasedtrafflc resu tlng from the opening of the new
pest office.
Mr. Murdoch fJrcner advIsed that Broadway-Hale were aware of
the priority of this signal that narmaly it would not be installed for
approximately one or two years. fhey fee the signal nowy or possibly
before the Christmas Shopping Season~ would be of sufficient benefit to
them to advance necessary f~nds for the signal nstallation at this time,

report of Traffic Engineeri recommending the ~No Parking~ restriction~
remain on Cla~dina Street9 south of Lincoln Avenue~ and the street be
re-striped to provide ~wo lanes of traffic9 thereby reducing the traffic
congestion of vehicles turning south from Lincoln Avenue and east on
Lincoln Avenue from Claudina Street.
Said recommendations were approved by the City Council.
RE-DISTRICTING <- CITY METER ACCOUNTS: Report of Mr a Douglas Ogden, Finance
Director9 was submitted recommending contract be entered into with Public
Utilities Servicesj Incorporated9 to re~district and re-~chedule utilities
accounts at a cost of $436.58 for each 1~000 metered services, and a cost
of $3090 (or less) for each unmetered service, with no charge to be made
for areas which advance re-districting is performed, but where no service
existsa
RESOLUTION NO. 63R-824~ Councilman Krein offered Resolution No. 63R-824
for adoption, authorizing the Mayor and City Clerk to sign contract on
behalf of the City for the re-districting and re-scheduling of metered

SUB-STANDARD DWELLINGS: Mr. Furmin Roberts9 Deputy City Attorney, reported on
three unsafe9 sub-standard dwellings, two located at 618 East Cypres~
Street, and one located at 419 South Kroeger Street~ and recommended
abatement under the authority of Section 203 of the Uniform Building Code,
1958 Edition.
Pictures of subject dwellings were presented and reviewed by the
City Council.

On motion by Councilman Chandler9 seconded by Councilman Dutton~
the City AttorneyVs office was authorized to proceed under Section 203 of
the Uniform Building Code~ 1958 Edition, in the manner prescribed by Mr.
Roberts. MOTION CARRIED.
INDUSTRIAL CONSULTANT: Councilman Dutton reported on meeting with the Anaheim
Chamber of Commerce Board of Directors concerning the employment of an
Industrial Consultant~ and advised that the Board of Directo~have voted
to employ an Industrial Consultant~
Councilman Dutton further reported that in all probability a
request for financial assistance will be forthcoming, to enable the employ-
ment of the consultant on a continuing basi~G
AMBULANCE SERVICE: Councilman Dutton briefly stated his decision concerning the
placement of all emergency calls with one ambulance service~
Mayor Coons reported that a request has been received from
Southland Ambulance Service for reconsideration of portion of police calls,
and will be considered at the next meetingo
