SIGN REQUEST - VISSERiS MACRES FLORIST: Request of Visserus Macres Florist for
permission to erect sign at 700 West Lincoln Avenue was submitted.
Plansg together with report of Building Department9 were reviewed
by the City Councilo
On motion by Cou~cilman Krein9 seconded by Councilman Chandler,
sign permit was granted as requested. MOTION CARRIED.
SIGN REQUEST - JACK IN THE BOX: Request submitted by Jack in the Box~ 2793
West Ball Road9 for two directional signs and one changeable copy sign, was
submitted.
Plans were reviewed together with report from the Building Depart-
ment, and it was noted that the signs were proposed to be located on the
property line.
Mra Erwin Youngreeh, representing California Neon Products,
submitted three photos of subject property, illustrating the narrow width of
the lata He advised that because of the narrow width of the lot, they
request to place the signs on the property line.
Discussion was held by the City Council. At the conclusion
thereof9 Councilman Chandler moved said application be denied. Councilman
Dutton seconded the motion. MOTION CARRIED.
SIGN - FELRO UPHOLSTERING. 231 NORTH EUCLID STREET~ Mr. Robert Davis, Assistant
City Manager, reported th3\:: siqn permit granted by the City Council on
September 10s 1963, was activated and placement was twelve feet north of
the south property line in error; that the Council requirement was that the
sign be placed eighteen feet north of the south property line.
Mra Davis further reported that a letter has been received from the
two adjacent property owners9 stating that they have no objections to the
twelve foot setback, however since the distance was specifically mentioned
in the CouncllYs actions i is brought back for further considerationo
On motion ny Councilman Duttong seconded by Councilman Krein9
original motion grantLng sign application was amended9 to permit sign
location to be twelve feet north of the south property line, on submission
of letter of approval from the adjacent property owners. MOTION CARRIED..
WEBSTER STREET- LOWERING~ Proposal to lower Webster Street for drainage pur-
poses was continued from the meeting of September 10 and October 19 1963,
to this date to resolve problems previously presented to the City Council
by residents in the area.
Profile of Webster Street was placed on the east wall of the
Council Chamber and proposed lowering explained by Mr. Maddox.
3rad~al cut of the slope from the existing property line to the
lowered grade of the street was noted. Mr. Maddox advised that the cut
of the slope would be adjusted wherever possible9 in order to maintain
existing fences and hedgeso

Mayor Coons stated that it was his understanding that the water
service will be throcgh an eighT inch maing installed by the City, and that
connections to the existing water service to the eight inch main would be
made at no charge to the property owners.
It was noted that l'eslder!ts of tne high area of the street did
not wish to abandon ~he present water system (eight parcels).

Mr. Hubert D. Drummond, 927 Webster Streetg advised that a meeting
was held of the Webster Water Company, and it was agreed by a m~jority vote
to accept the City's water proposa19 and the lowering of the street, with
reservations that the City assist in making the change; also, the change of
zoning was considered, and a petition circulated requesting the City to
initiate R-3 zoning reclassification. He further advised that the petition
represents all owners in the Webster Water Company, except Lots 179 l~ and 11.
Mr. Leonard Smith9 representing owner of Lot 20j submitted and
read petition referred to by Mr. Dr~mmond0 He explained that their reasons
for requesting Council inItiation of reclassification were that all properties
feel they wil ultimately develop for multiple purposes because of the size
of the lots; howeverg all are not prepared at this time to submit necessary
pJ.ans of development and bonds required when application for reclassification
is initiated by the property owner.
At the concl s100 of the discussion, Councilman Chandler moved that
the City Engineering Division of the Public Works Department be authorized
to proceed with necessary design and contracting for the lowering of Webster
Street to the ultimate gradeg as shown on the profile presented by the
Engineering Department; and that the City Attorneyqs office be authorized to
prepare necessary agreements to finalize the water line situation that now
exists with the two water companies; that the bid proposal of the City be
made available to people in the area for consideration. Councilman Krein
seconded the motion, MOTION CARRIED.
Concerning the request to Initate reclassification proceedings
of the area9 it was determined by the City Council that said action should be
initiated by the property owners in the area. Mr. Smith stated he would so
advise those property owners interested.
SIDEWALK WAIVER- 620 EAST BALL ROAD: Request of Foremost Dairies9 Inc~, for
waiver of sidewalks at 620 East Ball Road, was submitteda
On the recommendations of the City Engineer, Councilman Chandler
moved temporary waiver of sidewalks be granted9 subject to no permanent
planting (trees) in the area reserved for future sidewalks9 and further
SUbject to the parkway area be~ng sloped to parkway grade. Councilman

CLAIM FOR $lOO~OO REFUND: Communication dated October 39 1963, received from
Bernard Weissner, requesting refund of $lOOGOO paid for sewer connection
at 125 North Gilbert Street9 was submitted~
Mr. Weissner addressed the Council protesting the increase of
minimum sewer connection charge from $150.00 to $250.00, stating that as
result~ he paid $100.00 more than his neighbor for this connection.
He further advised that if a public hearing had been he1d9 o~ if he had
known of the increase in the connection fee, he would have connected to
the sewer prior to the increase.
Mayor Coons briefly explaIned the fee assessed for connection
into the City sewer system, and advised that the amount of the fee is
established by resolution on actual cost" which is increased by resolution
as ac~ual cos~s increaseo
Mr, Weissner was of the opinion that his request was for a service
to which he was ent~ tled9 and tha.t he had been discriminated against by the
increase in connection fees without his knowledgeo

RECLASSIFICATION NO.. 62-63-90 - REVISED PLANS: Revised plot plan submitted by
Bill FindleY9 in connection with Reclassification No. 62-63-90, was reviewed
by .tne Ci Councii together with recommendations of the City Planning
Department,
Mro F~ndley was present and advised that due to an architectural
error9 discovered after issuance of Building Permitsg the plot plan had to
be revised to snow 9 teoT 3 inch segments of the perimeter driveways, instead
of the 10 foo~ driveway as approved on the original plot plan. He explained
their only other aternative was to redesign the building~ or move it to
the North, e3ving or18 10 foot 9 inch two-way driveway access to the rear of

City Planning Commission requesting a change of zone from R-A to C-l on

The Ci Planning Commission recommended denialo Public hearing

In answer to Councilman Duttonis questiong Mr. Geisler was of the
opinion that the adoption of a General Plan, although it is specific, does
not mean the City is completely bound by it. It will be changed and varied
from time to time~ however to vary from the General Plan takes specific
action.
Mayor Coons asked if a zoning action and amendment to the Plan
would require two hearings, or if ~hey could be accomplished simultaneously,
Mr. Geisler advised that the two actions could be heard and acted
upon simultaneously. Such applications would be to change the zoning, and
to amend the General Plan9 and would necessitate two resolutions, one
amending the Plan and one resolution of intent to change existing zoning.

Councilman Chandler stated that it should be clearly understood,
just because a zone requested for a parcel of property did not categori-
cally conform to the General Plan9 that was not a sufficient reason to
deny the requesto Many factors and circumstances could have a bearing on
zoning decisions9 and good zoning principles should be considered, the
General Plan acting as a guide line.
Councilman Dutton advised that the General Plan map represents a
reaction by the City government to what the market has determined. He was
of the opinion that within the document adopting the plan~ there should be
in summary a statement to the effect that applicants have a right to request
a variation from the General Plan, and it should specify that the plan does
not prohibit this right.
Mayor Coons noted the changes made since development of the plan
began in 1956, reflecting the progress and growth in the community. He
noted traffic pattern and property development changes brought by the advent
of the Riverside Freeway, and contemplated further changes when the Orange
Route 19 Freeway is completed9 through the eastern section of the City.
The Mayor asked If anyone wIshed to address the City Council
regarding the General Planj there being no response9 declared the public
hearing closed.
Councilman KreIn moved that the City Attorney be authorized to
prepare necessary document for adoption of the General Plan and Map.
Councilman Chandler seconded the motion. MOTION CARRIEDQ
At the request of the City Council, Mr. Reese briefed the proposed
amendment to the Circulation Element of the General Plan. He advised that
the City Council Resolution Noo 6111s adopted June 28, 1960, adopted the
Circulation Element, and the proposed amendment recommended by the City
Planning Commission is a modification to said resolution. Said amendment
would bring the CirculatIon Element up to date, and add a system of collector
streets9 which are not arterial highways, but are of greater importance than
neighborhood streets; further~ the amendment would bring the Circulation
Element into conformance with the Master Plan of Streets and Highways.
He advised tnatt~e recommended amendment is basically concerned
wltn ~hat portion of the Genera Pla~ area [}g north and west of the Santa
Ana Rver, s nce that por~ion n9 111 the hi and canyon area is included
in ~he General Plan now ~nder prepara~ on for that area.
On motion by Councllm3n Chandler~ seconded by Councilman Dutton,
the CIty Attorney was authorized to prepare the necessary document for the
adoptIon of amendment to the Circ0 ation Element of the General Plan.

City Engineer LO prepare plans tOT the purpose of advertising for bids on
City Hall Rest Room revitalization. Councilman Dutton seconded the motion.

CANVASS OF ELECTION RETURNS .- SPECiAL MUl'JiCIPAL ELECTIONQ OCTOBER Sa 1963: Mayor
Coons appointed Councilmen Krein and Chandler to check semi-official returns
with tally sheets and rosters of each polling place. Councilman Dutton was
appointed to Observe. Mayor Coons checked iabulations reported with general
tabulation report.
The tally sheets9 together with roster of voters9 were compared with
semi-official returns9 checking the total votes cast for and against each
measure and the total ballots voted.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM 9 CALIFORNIA, DECLARING
THE RESULTS OF THE CANVASS OF ELECTION
RETURNS OF SPECIAL BOND ELECTION HELD IN
SAID CITY ON OCTOBER 8, 1963.
The City Council of the City of Anaheim9 California, DOES HEREBY
RESOLVE~ DETERMINE AND ORDER as follows~
Section 1. That a special bond election was duly called and
regularly held in said city on the 8th day of October9 1963, at which
election there were submitted to the qualified voters of said city the
following propositions9 to wit:
PROPOSITION W - WATER WORKS BOND PROPOSITION: Shall the
City of Anaheim incur a bonded indebtedness in the prin-
cipal amount of $4~900,OOO for the purpose of the
acquisition and construction by said City of a certain
municipal improvement, to wit: water storage reservoirs
and access roadways, filtration plant9 telemeter control
building and system, utilities yard and buildings, water
wells3 water transmission mains9 water distribution
lines9 pumping stations, vaults and for the foregoing,
appurtenances and appurtenant works including the
acquisition and improvement of any real property,
easements, rights of waY9 pipe, pumps, valves, fittings,

the electric works of the City of Anaheim including

Section 4. That the votes of more than two-thirds of all
the voters voting at said election upon bond propositions W, ~, D and
Swere cast in favor of the adoption of said bond propositions, and

ANAHEIM CITIZENS CHARTER STUDY COMMITTEE:
RESIGNATION: Resignation of Paul T. Havens, member of Anaheim Citizens
Charter Study Committee, was accepted with regret, on motion by Councilman
Chandler, seconded by Councilman Dutton. MOTION CARRIED.
APPOINTMENTS: Mayor Coons appointed Richard Steffy, Member, replacing
former position held by Paul T. Havens. Said appointment was ratified by

CENTRAL LIBRARY BUiLDING~ WORK ORDER NO. 4501: On the recommendation of the City
Attorney, request of Carroll Sagar and Associates for release of fifteen per
cent retent~on9 as set forth _n contract~ due to delay in completion of the
library bui ding~ was taker} off agenda pending receipt of reply to communi-
cation from Mr. Geisler to Mr. Joe Jordan~ Architect for the buildingo
ORANGE COUNTY FLOOD CONTROL DISTRICT PERMITS: Necessary resolution delegating
authority to the Director of PJblic Works to execute permits from the Orange
County Flood Control DistrIct, was deferred to the meeting of November 5, 1963.
PROPOSED HILLSIDE GRADING ORDINANCE: Mayor Coons announced that suggested amend-
ments to the proposed Hillside Grading Ordinance have been compiled by the
City Engineer's office and s~bmitted to the City Counci19 and that the Council
has studied trle sljggestions9 and the Ci Engineeri s recommendations pertaining
thereto.
Councilman KreIn moved toat the City Attorney be instructed to
reVIse the draft of the proposed ordinance9 incorporating those changes recom-
mended by the CIty Engineera Councilman Dutton seconded the motion.
Mr. Paul Lo PIerce, 2763 West Lincoln Avenue, representing the
Home Builders Association, addressed the Ci Council protesting that pro-
vlsion of the proposed Ordinance identified as Section l7.06.l30, relating
to landscaping and maintenance on cut and filled slopes. In his opinion,
sprinkler systems would increase the danger of soil erosion, and he failed to
see the advantages of planting trees and shrubs on s19pes exceeding fifteen
feet in vertical height~ crea_ ng water pockets arId possible failure of a stable
slope.
Mr. Murdoch explained that the intent of a requirement for sprinkling
systems would be to facilitate sufficierlt watering to establish the root
structure for newly planted landscaping, after the property was out of the
control of the developer.
Mr. Pierce was of the opInIon that installation of sprinkler systems
would not necessarily result in their being used, that maintenance could not
be legislated.
