DIRECTING THE PAYMENT OF DEMANDS AGAINST THE CITY AS OF NOVEMBER 12, 1963.

Mayor Pro Tern Chandler declared Resolution No. 63R-892 duly
passed and adopted.
RECLASSIFICATION NO.. 63-64-10:
Request of Mr. L. V. Bostwick for permission to use trailer as an office
for trailer supply and service company and also requesting permission to
construct fence higher than permitted by Anaheim Municipal Code, was
submitted.
Building Department report concerning height of fence was submitted and
read, recommending if the request be granted, that the fence on the alley
at Midway Drive be lowered to 42 inches, a minimum of six feet south of
the sidewalk on Midway Drive and the alley.
Mr. Bostwick address the Council explaining that the eight foot fence
on the East and South is requested in order to shield supplies that will
be stored on the property; that the office will be located at the south-
east corner of Midway Drive and Zeyn Street.
In answer to Council questioning concerning the sales activity, Mr. Bostwick
advised that this would be conducted on property presently zoned M-l, and
would include sales of all supplies for trailers, such as blocks and
hitches, heaters, sinks and furniture.
Mr. Geisler advised that retail sales are not permitted in an M-l Zone,
and sugested Mr. Bostwick contact the Planning Department as the contem-
plated use indicates a Conditional Use Permit must be obtained or the
property reclassified before this use can be made of the property.
On motion by Councilman Schutte, seconded by Councilman Krein, Council
action on said request was deferred one week (November 19, 1963,3:00 P.M.)
to determine if present zoning permitted the intended use. MOTION CARRIED.

Ordinance was dQf~rrQd to November 19, 1963, 3:00 PoM~ on motion by
Councilman Krein, seconded by Councilman Schutte. MOTION CARRIED.
PETITION OF PROTEST - MOBIL OIL COMP.f\NY SIGN_ 1172 NORTH EASTSTREET~ Protest
submitted October 15, 1963, was continued to this date to allow the City
Council to visually inspect the sign and its effect$
Mr. Davis, Assist3nt City Manag~r reported that Mr. Ruby, representing the
Oil Company, advised at the Council~s request to view the lighted sign would
probably b~ deferred until final inspection of the building, at which time
the electrical facilities will be connected.
Mr. Harold Storch, 1249 Banyan Avenue, 3ddresbed the Council calling attention
to petition of protest submitte~reque5ting the sign be eliminated, not re-
duced in intensity.
Mr. Storch further reported that other service stations in the inmediate area
have not found it necessary to have such a high sign, and called attention to
the fact that the sign p~rmit was submitted and obtained after permit was
granted for the construction of the station, and without the knowledge of thQ
proPQrty ownQrs in the area, a,; sign permits do not require a public hearing.
Mr. KQnneth Hines, 1237 Banyan Avenue, requested the issue be considered at
an evening sessionQ
At the conclusion of the discussion, on motion by Councilman Schutte, seconded
by Councilman Dutton, the matter was ordered continued three weeks. (December 3,
1963, 7:00 P.M. MOTION CARRIED.

SIGN REQUEST: Request to erect 10 foot by 24 foot double faced directional sign
on Orange Avenue, approximately twenty-five feet east of Beach Boulevard,
advertising Tract Number 5227 (Landmark-Anaheim) was submitted.
Mr. William Young, representing The Carter Sign Company, addressed the Council
advising that the tract to be advertised is located six hundred feet east of
Beach Boulevard on Orange Avenue, and is presently under construction containing
79 homes; that a temporary sign is considered vital for the sale of these homes
and as soon as the homes are sold they would remove the sign.
Discussion was held and Council Policy Number 501 concerning temporary signs
was read.

At the conclusion of the discussion on motion by Councilman Krein
seconded by Councilman Schutte sign permit was granted for a period
of six months, subject to Council review at the expiration of th~
six months period, and further subject to the other provisions of
Council Policy Number 501 and the following:
1. The filing of the Hold Harmless Agreement, approved by the City
Attorneys
2. The filing of a cash bond in the amount of $100.00, insuring the
removal of said sign. MOTION CARRIED.
SIGN REQUEST: Communication received from Mr. E. C. Agn~w,J:',~presenting
Santa Ana Neon Company was submitted, requesting approval of revision
and different location of sign previously approved by the City Council;
advertising Jolly Roger Inn, 640 West Katella Avenueg was submitted.
Report of Building Department recommending request be deferred to allow
submission of plans for an intergrated sign layout, that could be install-
ed in the circular planting area where temporary sign now exists on Harbor
Boulevard, W33 re3d3
Mr. Agnew pre[;ented new plans drawn in accordaflce with recommendations
of the Building Department, moving the sign to the circular planting area
and incorporating future requir~ments of the MotelB
New plans were reviewed bythe-::ity Council, it being noted that reVISJOn
incorporated thereon were not yet reviewed by the Building Department.
At the conclusion of discussion,on motion by Councilman Dutton, seconded
by Councilman Schutte, revised sign plans marked i'Exhibit I-A!! and !!Ex-
hibit I-BII were approved by the City Council, and sign permit authorized
subject to the approval of the Anaheim Building Department, and further
subject to location of the sign in the planter area indicated by an"X'i
on I'Exhibi t I-B". MOTION CARRIED.
ENTERTAINMENT PERMIT; Appli ation submitted by Jacqueline L. Curd, for enter-
tainment permi t, 405 South Brookhurst Street (The Rocket), was granted for
a period of one ye~r, subject to the recommendations of the Chief of
Police, on motion by Councilman Dutton seconded by Councilman Schutte.

RECLASSIFICATION NO. 63-64~18 - REVISED PLANS: Revised Plans submitted by
Stanley L@ Rosen in connection with Reclassification No. 63-64-18 and
Variance No. 1591, property located on the east side of West Street
approximately 541 feet north of La Palma Avenue, were reviewed by the
City Council together with report of the Planning Department-Development
Review"
Mr~ Kreidt recommended that the recreational area shown on
the revised plan~~ be considered substantial compliance of condition
number five of Resolution No. 63R~782s
On motion by Councilman Krein, seconded by Councilman Schutte

5IDfWALK WAIVER; Request submitted by William L. Rudolph for gid~walk and
parkway waiver for Casualty Insurance Company of California Building,
1485 South Manchester frontage road (Conditional Use Permit No. 438)
was reviewed by the City Council.
On recommendation of the City Engineer, t~mporary waiver of
sidewalk requirement was grdnted, subject to no permanent planting in
the future sidewalk area, and the parkway being graded to standard
parkway grade; on motion by ~ouncilman Dutton seconded by Councilman

On the recommendations of the Assistant City Manager,
Councilman Dutton moved that the low bid of Virginia Hardwood Co.,

PUBLIC UTILITIES COMMISSION - LEWIS STREET CROSSING~ SANTA FE RAILROAD: The
City Attorney advised that application by the City of Anaheim to the
Public Utilities Commi:35ion, for a rehearing of PQtition for t.he Lewis
Street Crossing of th~ Santa Fe Railroad, has been denied, and requested
authority to file a Writ of Certiorari for a review of the Public
UtilitiQ3 Commi ion ruling on said matter, on the grounds that the
Public Utilitie:3 Commi:55ion has exceeded its jurisdiction in the m?tter,
and that the Public Otilitie Commis:sion has abused its discretion.

PROPOSED NEW CITY HALL: Di5cu5sion was held concerning propos~d n~w City
Hall and the possible reasons for failure of the recent bond issue,
At the conclusion thereof, Councilman Dutton was of the opinion that
a Space Analysi; of future City Hall needs together with a rendering
and estimated cost, should be obtained prior to resubmitting the issue
to the votors of the city, and thereupon moved that a Space Analyst be
employed to determine the needs of thQ future City Hall. Councilman
Chandler seconded the motion~
During the di5cus~ion, Mr. Davis, Assistant City Manager,
reported on Space Consultants previously contacted, explaining in
detail the services that would be performed, and advising that one
proposal received estimated the cost of such analysis to be approximate-
ly $20~000600.

After being briefed on discussion previously held, Mayor
Coons eXplained the type of presentation made to the people concerning
the proposed City Hall measure, that the presentation included information
obtained by the former Citizens Committee, and the Economic R~5earch
Associates Report, and with information available the presentation
presented 3 fairly complete and accurate picture of Our future needs.
Mr9 Davis advised, that a more detailed report on what such an analysis
would cove~ could be presented to the City Council at a later date.
At the conclusion of the discussion9 on motion by Councilman
Coons, seconded by Councilman SChutte, the foregoing motion to employ
a Space Analyst to determine the needs of the future City Hall, was

The City Clerk read communication received in her office this date,
from E, Lo Bensong of Benson Realty, representing Union Oil CompanYj advis-
ing that they wish to withdraw their application on the sUbject reclassifica-
tionG
The Ci Clerk also reported that a letter dated November 11, 1963,
was received in her office from Mrs. Dorothy Do Petersen, of Professional
Company 9 Real tors ~ together with a copy of O'Agreement to Sell it, sUbject to
C-l classification, twelve lots north of subject property. Said copy of
agreement appeared to contain signatures of owners of ten of the twelve lots.
The City Clerk advised that Mrs. Garret, one of the applicants,
called at her office this morning, and verbal requested that the hearing
on Rec assification No. 63-64-3 be he d as scheduled.
On the recommendat ons of the C~ AttorneY9 Co~ncilman Schutte
moved that the request of Mr. E. L, Ben50n~ representing Union Oil Company,
to withdraw as authorized agent on Reclassification No. 63-64-3, be approved.
Councilman Krein seconded the motion. MOTION CARRIEDa
Discussion was held by the City Council and City AttorneY9 and
Mra Geisler advised that the twelve properties north of subject property
were included in the Plan Study made by the Planning Staff, and approv~d
by the Planning Commission; however9 these twelve properties were not before
the City Council for rezoning consideration; that initiation of a separate
zoning action on these propertie~ would be required. The text of Plan
Studv No. 61-92-2 having j st been received by the City Council had not
been read nor studied oythe Counc 1.
Mrs. WIlliam Garret, Jr., 1202 North East Street, one of the
applicants9 addressed the Ci Council advising that they desired to keep
subject reclassification act~ve9 and continue the public hearing in order
to formulate other pans for the properties.
Mr, Ricnard Va Hathcock, 1202 Kenwood Avenue, applicant9 concurred
with Mrs. Garrett~s req :', advising that their intent was to meet with
residen~s the area and formula~e plans for a use that would be acceptable
to all. He noted that meeting oetween property owners and members of
the Planning Staff was held ate October~ leaving little time to make
further pans; and he was of~he op Lon that a ix month continuance would
a low sufficientt~me to formLlat0 new plans.
Further discussion was held) and the Mayor asked how many present
in the audience were n opposition to the requested C-l Zoning. There was
no response.
Mr. Wil iam Ca Garrett, Jr., advised of the meeting with the
Planning Staff, and it seemed to him that the majority of the time was given

at which time the hearing on said application and Council action on Tenta-

The City Clerk called attention to petItion of approval, signed
by twenty residents in the area, submitted at prevlous hearing.
Mayor Coons asked if the applicants or their agent was present,
and wished to address the Ci Counci.
Mr. Philip Krakover, 14401 Sy van Street, Van Nuys, addressed the
Council advlsing that, after careful consIderation, the applicants now
request the City Counci to allow their withdrawal of subject reclassifica-
tion without prejudice.
On motion by Councilman Chandlerg seconded by Councilman Dutton,

CITY HALL AND LIBRARY BOND ISSUES_~~ OCTOBER 8, 1963: Mrs. Mary Andrews, 927
Nutwood Avenue~ addressed the Council concerning the recent and future
bond issues, urging the placement of the two issues that failed on the
coming April Genera Municipa Election.
She related the experience of the telephone committee which was
organIzed for the purpose of Jrgir19 the people to vote9 advising of the
many people contacted who were unaware of the electiono This lack of
knowledge was due~ in heT opinlon, ~o poor news coverage and the fact that
the voters were not sufficIently infcrmed.
Mrs. Andrews suggested Det~er methods of informing the citizens
be devised, StAch as establishing a JlKnow Your Ci Da/', that perhaps
could be held on an annual basisa
Mrs. Andrews was firmly convinced that the longer the City
delayed the building or a new City Hall, the greater the cost would be to
everyone"
DurIng the discus ion, Mrs. Andrews was particularly interested
in the amount spent in promotIng the bond electIon by both the City and
the Chamber or Commerceo
Councilman Chandler exp~a ned that the Ci is regulated by
state law in the areas of eXpG~dl~Ures of tax funds where it relates to
the advertising and promoting the City.
Mayor Coons added ttat one of the areas prohibited by law is the
expenditure of funds for the actual promotion of a bond issue. Concerning
the advertising contract with the Chamber of Commerce, every billing sub-
mitted is carefully audited by the City Attorney, and only those within
the provisions of the law are paid ~nder the contract.
Councilman Chandler stated, in looking back, it was possible
that the City Hall issue should not have been placed on the ballot without
first having detailed floor and elevation plans of the building.

Mr. Dick Tevlin, 106 Echo Place, asked if State Law pre-empts
toe field of City expenditures for budgeting on bond issues.
Mr. GeIsler explained that this is not only covered by State
Law, but by basic concept, since bond issues must be authorized by the
people, not the City Council.
[he CIty Council complimented the group for their hard work and
the outstanding job they did in an effort to make the bond issues success-
ful.
PERSONNEL RULES AND REGULATIONS: Mr. Roy Heissner, Personnel Director, presented
and explained f~nal draft of Personnel Rules and Regulations Resolution,
noting all changes made since original draft was presented to the Council
for their consideration.
RESOLUTION NO. 63R-910: CouncIlman Dutton offered Resolution No. 63R-910,
adopting Personnel Rules and Regulations, subject to the amendment of
sections noted3 further authorizing the City Attorney and Director of
Personnel to word said resolution to accomplish intent of amendments.
