Said application was referred to the City Attorney's office to
determine whether Conditional Use Permit Noo 186 included the requested
use, and to notify the applicant and the Alcoholic Beverage Control Board
accordingly.
Councilman Chandler requested the record to show that he took no
part in the discussion or action on the above matter.
SPACE ANALYSIS - FUTURE CITY HALL NEEDS: Motion to employ a Space Analyst to

Tract Noo 4l9, pursuant to Resolution No. 63R-893, duly published in the

The Mayor declared Resolution No. 63R-954 duly passed and adopted.
CONDITIONAL USE PERMIT NO. 427: Council action on request for clarification of
fence requirement, requested by Dr. Duayne D. Christensen, was deferred from
the November 19, 1963 Council meeting to allow property owners an opportunity
to resolve the problem.
The City Clerk reported that Mr. O~Brien, representing Dr.
Christensen, telephoned her office today advising that the problem has been
resolved between the two property owners, and no further clarification was
necessary.
No further action was taken by the City Council.
SIGN REQUEST ~ STEFFY BUICK COMPANY: Application submitted by Steffy Buick Co.,
953 South Los Angeles Street, requesting permission to erect three addi-
tional signs for placement on existing light standards, together with plans
and report from the Building Department, were reviewed by the City Council.
Mr. Steffy addressed the Council advising of the necessity for
proper identlfication of their business, and noting the precedent established
by many similar concerns.
On motion by Councilman Dutton, seconded by Councilman Schutte,
said sign permit was granted, as requested. MOTION CARRIED.
SIGN REQUEST - EAST ANAH~IM CAR WASH: Application submitted by East Anaheim
Car Wash requesting permission to erect a non-conforming sign at 1920 East
Lincoln Avenue, together with plans and report from the Building Department,

REQUEST ~ USE OF TRAILER AS TEMPORARY OFFICE: Communication from Eastland
Savings and Loan Association, dated November 20, 1963, was submitted for
Clty Council consideration, together with recommendations of Planning
Department~Development Review, requesting permi5sion to use a double trailer,
set on piers, to be located south of 910 South Brookhurst Street, for
temporary office space during offic~ Duild:ng construction period.
Also submitted was plot plan showing land proposed for temporary
trailer installation and temporary parking area, together with photograph
of a comparable facility.
Mr~ Queryl, of McDaniel Engineering Company, representing the
builder, addressed the City Council advising that the subject property is a
portion of the area covering by a pending C~1 and R-3 Reclassification
(No. 62-63-113, and Conditional Use Permit No. 423); that the request is
submitted pending action on variance application recently filed with the
City Planning Department.
Mro Queryl pre5ented renderings of the proposed three story office
building for the Eastland Savings and Loan Association, calling attention
to the slight overlapping of sUbject property on to the proposed R-3
portion of the pending reclassification.
Mro Joseph Lo Connaughton, of Eastland Savings and Loan Association,
addressed the Council s~ating that the trailer they plan to use is the one
presently used by Great Western Savings, that it contains approximately
1,100 square feet, and would be on piers, not wheels, being an attractive

Mro Connaughton related his experience in endeavoring to obtain
temporary quarters, stating that subject property was an ideal location and
their intent was to establish a substantial building on the site, with
occupancy tentatIvely scheduled October 1, 1964.
Discussion was held by the City Council, and Councilman Chandler
was of the opinion thaT the granting of this request would set a precedent
for other requesTs3

Councilman Chandler noted that Lots 5 and 6 side on proposed alley,
and visualized they would in fact have two fences on their lots, separated
by an alley.
At the conclusion of the discussion, Tentative Map, Tract No.
5403, was approved, subject to the recommendations of the City Planning
Commission, on motion by Councilman Coons, seconded by Councilman Krein~

development was worked out originally with the full cooperation of the
Planning Commi~sion9 and complimented the Planning Commission for their
cooperation.
Mro Wild stated that Condominium is a new type of development,
and they found that the City of Anaheim has the most stringent requirements;
and as result~ several cities in Orange County have patterned their regula~
tions after the City of Anaheim requirements.

Mr. RODert F. Wa dron~ Attorney for the applicant, 2020 North
Broadway, Santa Ana, Ca fornia, stated it was their understanding that no
one had oejected as far a the zoning is concerned, and the question was
whether Bel a V3ta should be extended, and what effect the development
would have on De Monte Street. Reference was made to the interdepartmental
recommendations reltive to s~reet extension and drainage.
Mro Waldron Cd led attention to Conditional Use Permit No. 293,
pending on the property to the southwest, which includes the extension of
Del Monte westerly to Knott Avenue. In his opiniong it would be detrimental
to extend Bel a V~sta northerly to Lincoln Avenue, not only as an economic
factor to the development9 b0t for drainage reasons and the fact that there
is no divider opening on Llncoln Avenue at this point, thereby creating an
ingress and egre traffic problem.
Mr" Waldron reported that the stores on the easterly side abut the
property line, and further advised they would be willing to provide access
into the trash area, and move the stores westerly a distance of approximately
ten feet; that according to information received, the owner of the property
to the West would be willIng to provide ten feet, thereby establishing a
twenty-foot alley betwee the two properties, northerly to Lincoln Avenue.
Mr. Woody Johnson, 224 West Fifth Street, Santa Ana, advised of the
many times the plan had been re=designed in order to conform to all require-
ments, and further stated that if a twenty~foot alley is established between
the two propertles, which would provide for service trucks to the project,
it has been recommended that the alley shown on the South, extending westerly,
and the cul~"deC~sac of Bel a Vista, be eLiminated as an alley would be

no apparent advantage to the opening of Bella Vista Street; however, they

Discussion was held regarding reversing the plan of development,
and Mr. Johnson advised that this had been considered, but the businesses
would be against the flow of traffic, that they preferred to have the build-
ing on the east side of the property facing the oncoming traffic.

Mayor Coons reported that the City Council has requested the Mobil
Oil Company to make provision for lighting the sign so that it may be viewed

Mro W. N. Pratt, 1241 East Balsam Street, addressed the City
Council advisIng of the landscaping improvements he has made since purchasing

advised that wher. tne sign was lighted for testing, the full" width of the

County Board of Supervisors adopted October 22, 1963, supporting the
formation of an inclusion of Orange County in a Five~County Standard
Consolidated Sta~istical Area, with the Counties of Los Angeles, Riverside,
San Bernardino and VentJra, was submitted and discussedo
Mayor Coons reported that this would provide the statistics for
the five=county area being filed by the Bureau of the Budget, thereby
accumulating all the statistical data for the separate areas, compiling
them into one consolidated report.
