FIVE-COUNTY STANDARD CONSOLIDATED STATISTICAL AREA: Resolution of the Orange
County Board of Supervisors adopted October 229 1963, supporting the
inclusion of Orange County in the formation of a Five-County Standard
Consolidated Statistical Area, together with the Counties of Los Angeles,
Riverside, San Bernardino and Ventura, was held from the meeting of December
3, 1963, for further study.
RESOLUTION: Councilman Krein offered Resolution for adoption, concurring
with recommendations of the Orange County Board of Supervisors, supporting
Orange County's inclusion in the proposed Five-County Standard Consolidated
Statistical Area.

Mayor Coons briefed the Council discussion held at the previous
meeting, and questioned the inclusion of Ventura County instead of San
Diego County.
At the conclusion of the discussion, Councilman Krein withdrew
his resolution, and the matter was ordered continued to December 17, 1963,
at 1:30 P.Ma for further investigation.
PROPOSED PURCHASE OF PROPERTY: Mr. Murdoch reported on the matter of the proposed
purchase of the approximately ten acres, located on Broadway west of Euclid
Street (Stanky property), advising that final negotiations for terms of sale
concerning oil rights have not yet been resolved.
Council consideration of said matter was ordered continued to the
next meeting (December 17, 1963, 1:30 P.MQ).
PUBLIC HEARING. PROPOSED ~ENDMENT TO TITLE 18: Resolution No. 955, Series 1963-
64, was adopted by the City Planning Commission at their meeting held Novem-
ber 7, 1963, recommending an amendment to the Anaheim Municipal Code, Title
18, Chapter 18.04, General Provisions (Zoning), by the addition of Section
18.04.030 (b-ll), Use - Parking Requirements, Furniture Stores, and pUblic
hearing before the City Council scheduled this date.
Mayor Coons briefed the City Planning Commissionos consideration
and action on the proposed amendment.
The Mayor asked if anyone wished to address the City Council
regarding the recommended addition to parking requirement provisions,
there being no response, declared the hearing closed.
Council discussion was held, and Councilman Chandler was of the
opinion that if subject amendment is adopted by the City Council, additional
studies should be initiated to clarify parking requirements for other uses.
Councilman Krein suggested the study also include a method of establishing
parking provisions when a use of a building changes to a use where parking
requirements differ.
ORDINANCE NO. 1954: Councilman Dutton offered Ordinance No. 1954 for first
reading, amending Title 18, Chapter 18.04, Section 18004.030 ill the Anaheim
Municipal Code relating to zoning, as recommended by the City Planning Com-
mission.
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18, CHAPTER 18.04,
SECTION 18.04.030, PARAGRAPH (b) OF THE ANAHEIM MUNICIPAL CODE RELATING TO
PARKING REQUIREMENTS.
After hearing read in full the title of Ordinance No. 1954 and
having knowledge of the contents therein, Councilman Chandler moved the
reading in full of said Ordinance be waived. Councilman Krein seconded
the motion. MOTION UNANIMOUSLY CARRIED.
PUBLIC HEARING. RECLASSIFICATION NO. 63-64-30 AND CONDITIONAL USE PERMIT NO. 470:
Submitted by Frank W. and Edith Rose Sackett, requesting change of zone from
R-A to C-l and R-3, property briefly described as located at the northwest
corner of Llncoln and Wilshire Avenues; further requesting permission for
the following:
(a) Establish a service station and restaurant.
(b) Establish a three-story apartment complex.
(c) Waiver of one-story height limitationo
(d) Waiver of Ii space per dwelling unit in a garage.
(e) Walver of parking stall size to permit utilization of underground
parking.
Public hearing was held October 29, 1963, at which time the
hearing was closed and action deferred to November 5, 1963, for recommenda-
tion from the City Engineer concerning alleys and drainage.

The City Council on November 5, 1963, adopted Resolution No.
63R-866, authorizing preparation of necessary Ordinance changing the zone to
C-l on Portion A, only, and further adopted Resolution No. 63R-867, granting
Conditional Use Permh No~ 470 as it pertains to Portion A, only. Final
determination on Portion B (proposed R-3) was deferred to this date for
the submission of revised plans.
The City Clerk read letter from Dr. McLemore Bouchelle, 1416
Birchmont Drive, advising that he reviewed architectural plans for the pro-
posed development, along with Dr. Stonestreet of 1218 Dwyer Drive, and Mr.
Marko Botich, Architect for the project, and they were in agreement with
the plans provided that penthouses on the three-story buildings be screened
on those portions facing the single family residences to the North, as
discussed with Mr. Botich.

Due to the fact revised plans were submitted for Council consid-
eration, Mayor Coons declared the public hearing re-openedo
The Mayor commended the fine cooperation shown between parties
of interest in the proposed development and residents of the nearby homes~
Mr. Murdoch submitted revised plot plan and reported that the
revlsion pertained to the location of the R-3 buildings, and subject to
Council approval, elevation and detailed plans will be prepared substan-
tially in accordance with plans previously approved by the City Council.
RevIsed plan, together with Planning Department Development Review
report, were reviewed by ~he City Council and discussion held. It was noted
that the three'~story structures were located approximately 600 feet distant
from the residential area to the North.
Reference was made to the previously suggested turn-around, to
be constructed on subject property at the west end of the alley north of
Diamond Street.
Mro Maddox reported that after further investigation, the turn-
around on subject property lS not recommendedo
Mayor Coons asked if the applicant or his agent would like to add
to the evidence.
Mr. Botich addressed the Council expressing his appreciation for
the cooperation shown by residents of the surrounding area, and advised
that the developers were willing to screen portions of the penthouses, as
requested.
Dr. Bouchelle addressed the City Council expressing his satisfac-
tion with the revised plan.
Mayor Coons asked if anyone else wished to address the Council,
there being no response, declared the hearing closed.
RESOLUTION NO. 63R-970: Councilman Krein offered Resolution No. 63R-970
for adoption, authorizing preparation of necessary Ordinance, changing the
zone of Portion B only to R-3, subject to the recommendations of the City
Planning Commission, as determined by the City Attorney to be applicable
to the R-3 portion of Reclassification No. 63-64-30, amending Condition No.
6 thereof to read, V'That subject property shall be developed substantially
in accordance with approved drawings on file with the City of Anaheim,
marked Exhibit No. l, Revision No.3, stamped and approved this date;" and
further subject to development review of complete detailed elevation and
construction plans, prior to issuance of a building permit.

Rowe Development Company, dated December 3, 1963, was submitted requesting
issuance of building permits for multiple family dwellings, prior to

use permit, it being understood that final building inspection would be

CITY HALL REST ROOM ADDITION - JOB NOa 692: Mro Geisler reported on his neogtia-
tions with Mr. Marko Botich, surviving member of the now dissolved
architectural firm of Botich . Munns, Architects for proposed rest room
addition to the Ci Hall, relative to additional fees for amendments and
re-submission of plans of construction.
Mr. Geisler further reported, based on the same basis of original
contract, an additional $1,080.00 would be required for additional archi-
tectural services, and thereupon recommended a new contract to Marko E~
Botlch, in the amount of $1,080.00, be authorized.
RESOLUTION NOa 63R-973: On the recommendation of the City Attorney,
Councilman Chandler offered Resolution No. 63R-973 for adoption, authorizing

PURCHASE - SKYWORKER UNIT: MrQ Murdoch reported on extensive investigation made
'of tree trimming equipment by the Parkway Maintenance Division of the
Public Works Department, and further reported that the Superintendent of
Parkway Maintenance, after comparing performance, price and maintenance
costs of seven different types of equipment, recommends the purchase of a
Skyworker Unit for the L~tal sum of $8,925.280
Councilman Dutton moved that it be the finding of the City Council
that the Skyworker equipment is the only unit capable of meeting City of
Anaheim requirements, and informal bid received from Harron, Rickard &
McCone Co., of Norwalk, be accepted and purchase in the amount of $8,925.28,
including tax, be authorizedo Councilman Chandler seconded the motion.

Attorneys, on behalf of Gerald Eo Marcatti, Jr. and Donna Lee Marcatti, for
injuries received on September 4, 1963, was denied and referred to the City
Attorney and City insurance carrier, on motion by Councilman Chandler,

PARK AND RECREATION FACILITIES. RECOMMENDED CHARGES: Mr. John Collier, Park and
Recreation Director, reported on recommended principles and basis upon which
fees would be established by certain factors for the use of City Park and
Recreation facilities, as recommended by the Park and Recreation Commission
(copies furnished each Councilman)~
Mr. Murdoch advised that rates charged for use of facilities will
fluctuate, according to commercial rates, and therefore necessitate publi-
cation thereof when changes are made.
On motion by Councilman Dutton, seconded by Councilman Krein,
the City Attorney was directed to revise the existing resolution relating
to Park and Recreation policies and charges, in accordance with recommen-
dations of the Park and Recreation Commission and Park and Recreation

MODEL CURFEW ORDINANCE: Mr. Geisler reported on a model Curfew Ordinance, pre-
pared by the Orange County League of Cities (copies furnished each
Councilman), and recommended for adoption by all Cities in Orange County.
Discussion was held by the City Council and City Attorney, and it
was no~ed that the existing Ordinance for the City of Anaheim sets the same
curfew hour as the model Ordinance, however is more restrictive on some
points, and includes additional provisions.
At the conclusion of the discussion, the City Clerk was directed
to write a letter to the Orange County League of Cities commending the Com-
mittee o~ the recommended Model Curfew Ordinance, and advising that the
existing City of Anaheim C~rfew Ordinance is sUbstantially in accordance with
the prIncIples as outlIned In the Model Ordinance, and the curfew hour is
identical. However, ina5m~ch as the Anaheim Ordinance appears more restric-
tl'Je than Lhe Model Ordinance, it was the general consensus of the Council
that the eXIsting AnaheIm Ordlna~ce be retained.
No further action was taken by the City Council.

said request was granted, subject to r~quirements of the Anaheim Municipal
Code relative to Christmas tree sales, and further subject to permission of

TENTATIVE MAP_ TRACT NO. ~403: On the recommendations of the City Engineer,
Councilman Chandl~r moved that a letter be written to the City of Buena
Park requesting that sewer services for Tract No. 5403 be supplied by the City of
