portion of C-l property described in Reclassification Noo 61-62-54, 5ubmitted

addressed the Council relating the preparations made during the past year
for development of subject propertyo He called attention to Tract N03 5141,
adjacent to the Eastg former planned for immediate developmentg and advised
that pursuant to a condition of both tracts9 a half street from each tract
was to be dedicated and improvedo
Mro Edelsohn furtner advised that the developers of Tract Noo 5141
are wil tng to make dedication of their portion of said street, but are not
prepared to pay their share of improvements, nor will they guarantee future
reimbursement9 should Empire Finane a1 Corporation install their portion of
the improvements 0
The Ci Counc reviewed report from the City Engineer, recommend-
ing said request be deniedc
Mr. Edelsohn came forward to the Council Table and reviewed plans
contained in Reclassification Noo 62-63-64~ and Tract Maps Noso 4230 and
5141, and discussion wa held.
Assistant City Engineer Ralph Pease reported that his office ha5
contacted the owner of adjacent tract and learned of possible revisions to
said tract; however, contemplated revisions did not include relocation of
proposed half streetJ
Further discussion was held by the City Council, and at the
conclusion thereof~ it was determined that the developers of Tracts Noso
4230 and 5141 endeavor to resolve the problemg or if this cannot be accomp-
lished, it was suggested that revision of Tract Noo 4230 be filed for
further Council considerationo
RECLASSIFICATION NOG 54-55-6: Request of Lynn Eo Thomsen~ Authorized Agent for
applicants, for clarification of Item 5, Clause V9 of Deed Restrictions
recorded as condition of Resolution Noo 2532, in Reclassification Proceed-
ings No. 54-55-6, was submittedG
Mro Thomsen addressed the Council advisinq that the item in
question sets a minimum ground floor area of 2,000 square feet on each
multiple family dwelling house to be erected or maintained on any building

recognizing the service station se on the cornerg his basic objection was
to the enormity of the plan in tapering down to a re5idential use. H~
stated that both the County of Orange and the City of Anaheim made the
statement approving a loca shopping center in that area~ and at that time
the home owners were apprehensive that a precedent would be establishedg
and commercial would expand along Lincoln Avenue and Rio Vista Street~ and
it now appear5 that ~he area has developed into a major shopping center&

tible with what the City Panning Commission intended for the areao

addressed the Counci advising that although he recognized that the City
Council was not a Court of law9 that in a Court of lawj all the petitions
filed as Gvid~nce would be considered hearsay evidence; however, sinc~ th~y
were filed and considered, he felt thG p~tition containing forty-nine sig-
natures favoring said reclassification should have also been con5idered;
that the torty-nine sIgnatures repr~sented far more than those protesting
the reclassificatlono
Mro Gal agher noted the basis of denial by the City Planning
Commisslon~ and pointed to the various developments in the area, including
business and m~ltiple family residential development5. He stated that the
integrity of the property on Crescent Avenue has been changed by these
developments~ and because of these changes and incr~a5e in traffic, Crescent
Avenue frontagG was no onger desirable for residential usea In his opinion,
the home owners preSently facing Crescent Av~nue would like to sell and

Mr. Norman Lapasinski, 8616 Holly Way, Buena Park, addressed the
Council urging approval of the reclassificationo He stated that he has
lived in the area approximately eight years, and felt the development pro-
posed would be more practIcal than single-family residential developmento
Mrs. Ed HatfIeld, 8699 Crescent Avenue, Buena Park, resident in
the area approxImately eight yeaTs~ advised that when the subject property
was used as a chicken ranch, there were so many complaints from the home
owners In the area, that as result the use was discontinued.
Mrs. Hatf eld further reported that they have tried to sell their
home9 and because it faces Crescent Avenue, they would receive approximately
Two Thousand Dollars less than other homes in the tract. To think that this
property could be developed into single-family homes was, in her opinion,
over-optimistic.

Mro Blazina referred to a portable signal at the intersection of
Ball Road and Nutwood Street, and asked why the portable sign was placed at
that locationo He further suggested the use of eminent domain to compel
r~duction of the railroad grade crossingo
Mro Blazina was advised that permanent installation of a signal
will be made at the intersection of Ball Road and Nutwood Street, just as
soon as the tree presently in the right-of-way can be removed; that the
statistical information or warrants justified in5tallation at that locationo
Mro Blazina ask~d how the people in the immediate area could force
the City to install a signal at the intersection of Gilbuck and Ball Road9 in
the event the City Council rul~5 against said installationo
Mro Gei51er explained that the City Council must3 in making their
decision9 determine all the elements as they affect the Cityo The Traffic
Engineer must consider all the factors as it affects traffic at large, and
regarding the matter of lowering the railroad grade crossing~ the people
could make application to the Public Utilities Commissiono
Mro Ray Campbell~ 620 Gilbuck9 stated that in his oplnlon~ two
issues were involved; one the safe~y of the children9 and the other, the
safety of vehicular traffico He advised that making a left turn from
Gilbuck onto Ball Road was next to impossible.
Mro Campbell further reported Lhat the pedestrian crosswalk sign
was recently mangledy and :f a light was installedy of sufficient height to
be seen upon approaching the railroad crossing9 the chances of a child being
injured in the crosswalk would be dIminished; that at the present time,
there is no warning to the motoristo It is a widey fast street, and visi-
bility cannot be obtained ~ntl1 you reach the crest of the railroad tracks;

Mro Robert Hamil~on again called attention to the excessive speed
on Ball Roady and questioned how much COJld be seen by a motorist at such
excessi ve speed ,)
Mro Robert Beach, 1427 Goodhue, felt that the circumstances and
conditions expressed by the people to the City Council were not exaggerated,
and felt the City Council wasn't fully aware of these true conditionso
Mrsg Meredith, 1546 Beacon~ felt one factor not mentioned was the
fact that many of them living in the area avoid this intersection because
they realize the danger in making a left-hand turn onto Ball Road; and felt
also that this probably ref ected in the traffic counto
Mro Alan Cooksey requested the pedestrian traffic count at the
crosswalk be again reportedJ
Mro Granzow replied that between the hour of 8:45 AoMo to approxi-
mately 9:30 AoMo, 244 pedestrians crossed ~o schoo19 and approximately 216
crossed from school in the eveningQ
Mary Franks, 1262 Ea~t Sycamore Street, Principal of Ball Junior
High School, reported the school schedule and related the anxieties
experienced in getting the students safely across Ball Roada She further
advised that the next school term there would be more walking students, and

Mobil sign, and after approximately twelve months, the sign will automatically

for Freeway viewing, and noted Lhat their petition requested the sign be
removed; that because of Its ocation~ it was very offensive, and infringes
on every home in the area.
