PROPOSAL~ ANAHEIM UNION WATER COMPANY: Mro Murdoch presented a map indicating locations of the Anaheim Union Water Company lines and facilities, which are offered to the City of Anaheim, and explained that the primary advan- tage to the City would be in the street widening and improvement program, as the Anaheim Union Water Company lines are now required to re-located or lowered, whenever streets are improved. He further advised that irrigation service to present Anaheim Union Water Company consumers would be from City mains instead of the Anaheim Union Water Company lines. Discussion was held~ and at the conclusion thereof, Mr. Murdoch advised that Mr. Lenain~ Superintendent of the Water Division, would be present at the next meeting to answer any questions that the City Council might have. APPOINTMENT. STREET NAMING COMMITTFE: Mayor Coons appointed Mr. Thornton E. Piersall~ Director of Public Works, City of Anaheim representative to the Orange County Street Naming Committee. INCu: Mr. Jere Strizek, President, DART Corporation9 Lee Towersy Los Angeles9 Californiag addressed the Council concerning a proposal for a rapid transit system between Disneyland and KnottVs Berry Farm, or the CIty of Anaheim and the City of Buena Parka Mr. Strizek advised that the Housing and Home Finance Agency was the agency responsible by an act of Congress for the granting of demonstra- tion grants, mass transportation fac lity loans3 etco, and further advised that this agency was directly interested in testing new types of facilities for the purpose of evolving a method of rapid transportation, and loans have already been granted to the Cities of San Francisco and Pittsburgh for the design to provide mass transportation service in medium density urban areas~ Mr. StrIzek stated that their company has a system designed to provide mass transportatIon service in high density areas, at speeds in excess of ninety miles per hour9 and the testing of such system must be in a high density area. At the conclusion of the project9 the testing and engineering, and various other phases of the rapid transit system will be submitted to the Housing and Home Financing Agencyo Mre Strizek advised that a competent engineering staff would create a manufacturing company, which would enable them not only to design and test the facilities within the City of Anaheim, but allow them to make a permanent manufacturing organization. In conclusion, Mro Strizek stated that they would request a grant from the federal government for the program, and the proposal to the City of Anaheim would be only their sponsorship and legal assistance, and would be at no cost to the City of Anaheim. Mro Fred Hodge9 F~M.C. Does Anaheim incur any obliga- tions to the taxpayers? 4~ Has the company adequate financial resources and technical experience to undertake such a project? 5. What benefits accrue to the people of Anaheim, and would they off-set the obligations assumed by the City? 6. Does Disneyland and KnottVs Berry Farm concur in such a project? ~ 70 Would the sponsorship by the City of Anaheim give tacit acceptance that the federal government has a role in solving local problems of this type, and would the City be accepting further intervention of the government? Mro Ed Ettinger, representing Disneyland, stated that before any such sponsorship is given by the City of Anaheim, he would hope the City Council would hold a public hearing on the issue, in the spirit of coopera- tion, to answer any questions presented by Mr. McEntee and others. He further stated that the questions which came to his mind were: '10 Is the project simply a testing device from an engineering point of view, or will there be an economic feasibility study as well? 2. How would you evaluate a test between two recreational centers, with high or medium density urban areas? 3~ On the question of eminent domain3 how might these two recreational enterprises be affected? Mayor Coons read telegram received from James L. Wallace, urging public hearing on said mattero Also submitted were correspondence received from Mrso Lois Clark and Richard and Mary TerrY$ Mro Dave Collins, 1077 West Ball Road, addressed the Council con- cerning the economic impact in the area, should the system be developed, and felt consideration should be given to routing such a system through the downtown area of Anaheim, thereby increasing the participation of the downtown area in the tourist tradeo Mr. Bob Holstroffi3 2353 Valdina, stated that the monorail could be a great benefit to the City, but that it should be very carefully studied and considered before accepting the proposalo Discussion was held by the City Councilg and Councilman Chandler stated that he would want to know some alternate route over which the proJect would pass, before taking actiono Councilman Dutton advised that he would like to explore the act, itself, permitting this type of enterprise. Councilman Schutte was of the opinion that rapid transit transportation was of such magnitude that it could not be established without the help of the federal government, and called attention to the assistance of the government in the establishment of the railroad and postal service.
