explained by Mro PiersallG Those interested came forward and reviewed the
survey and discussion was held.

MI. Smith, 10111 Brookhurst Street, addressed the Council, and advised
that if the property owners are required to dedicate 60 feet from the centerline
of Brookhurst Street~ they would lose over one-third of their property, and under
the circumstances9 he felt it only right to ask the City for further consideration
regarding the installation of curbs, sidewalks and street lights.
The Council was of the opinion that the required street improvements
were f r the benefIt f the adjacent property owners, and the cost thereof should
be assumed bv those so benefitedo
There being no further discussion, the Mayor declared the hearing closed.

Mr Murdoch reported that since this proposed development apparently
requires the dedication and improvement of a street by the extension of an
existing 3treet~ it appears that a subdivision map must be filed~ pursuant to the
Subdivj ~n Map Act; that the filing of a map automatically zones the property R-l.
Mr Turner referred to the Code and advised that in his opinion, the
type of development that is proposed would be subject to the Subdivision Map Act.
My Brindly addressed the Council and advised that a record of survey
map has been fiied with the County SurveyorVs Office and that they are ready to
proceed with the proposed development; that they will divide the property into
ust four :ots, extend the existing street 197 feet and install curbs, sidewalks
and apprca hE ; that the sewers have been in for almost a year; and requested the
City Counc~l give full consideration to the request for R-l zoning.
Mr Piersall advised that street improvement plans for the proposed
development have been filed in the Engineering Office.
Mr Saunders, Engineer for the Applicant, advised that according to in-

Appeal from action taken by the City Planning Commission was filed
by V Vdndruff, and public hearing scheduled this date.

Petition of opposition to said reclassification, containing l7

Mro Vandruff addressed the Council and advised that when they purchased
th.; s property they paid a high price as it was located on a primary highway and
t was understood, by them, that the area would be zoned commercial; that the
property is relatively small, being l40 feet wide by 125 feet in depth after the
tCf-::et dedication9 and, in his opinion, it is suitable only for commercial
-ieve opment; that they plan small businesses for the area, such as barber shops,
beauty shops, etc, and urged the granting of said rezoning.
It was noted that if allowed, this would be the first commercial
development in that area along Bell Road.
Those addressingthe Council in opposition of said rezoning were
Mr. George Thomas, 7302 Deerwood Drive, and Mre John Simpson, 7301 Deerwood Drive.
The Mayor asked if anyone else wished to address the Council, there being

that this proposed development will be owned and operated by Ee To Jenkins and
Associates; that they are purchasing the property from the Gospel Crusaders and
are presentlY in escrowQ He further advised that resulting from the City Planning
CommissiJn hearing, they redrew their plans for the proposed development, and
Thereupon submitted said revised plans to the Council for review. He advised
that this would be a luxury type development with swimming pool; that they intend
to build 34 unjts in this building and in approximately 6 months erect another
34 units to the northo He submitted a petition containing 20 signatures of those

Mr- Lester Jones, 9162 East Orange, addressed the Council and presented
a petjtion containing 84 signatures of those in the area in opposition to 2-story
development He advised that they are not objecting to the R-3 zoning but do
object to 2~~tory structures; that to allow 2-story construction would establish
a precedent for future development.

Mr. Peter Giovannoni, one of the proposed purchasers, addressed the
Council, and advised that a much better development could be erected if 2:story
construction was allowed; that the property is adjacent to two church sites
and many of the windows in the top story will be toward the parking lots of
the churcheso It was his opinion that many of the signatures on the petition
of opposition were of people who would not be affected and who were without the
300 foot radius"
Those addressing the Council in opposition to 2-story development,
and stating there reasons therefor, were: Mrs. Anderson, 966l Velare Street;
Mrso Hess, 9631 Velare Street; Mrs~ Hayashigawa, 9132 Orange; and Mrs. Yoder,
owner of property at 9152 EQ Orange Street.
MrQ Hagenow addressed the Council favoring the proposed development.
Revo Wichner, Pastor of the Full Gospel Tabernacle, addressed the
Council~ advising that they had many opportunities to sell the property to
other interests, but they felt that Mr. Jenkins' proposed development would be
the best improvement for the neighborhood.
The Mayor asked if anyone had anything new to offer, there being no
response, declared the hearing closed.
Councilman Coons moved that action by the City Council be withheld
for one week (Januarv 20.. 1959) to allow time for further study and investigation,
and that the Planning Department plot the signatures of both petitions on an

Mr. Piersall reported that this final map is a portion of the tentative
map previously submitted and approved by the City Council, and conforms substantially
to said tentative map; that fees have been paid, bonds posted and approved by the
City Attorney, and recommended final approval of said portion, Tract No. 2567.
Mr. Murdoch advised that the reduction and revision of this tract was
at the request of the City.
Councilman Fry moved that Final Map, Tract No. 2567, be approved by the

be that said request for dance permit was denied on the basis that this group is

POLICY OF THE COUNCIL ~ DANCE PERMITS; Councilman Pearson moved that it be an
established policy of the Council that no dance permit applications be accepted
unless proof is shown that the person or group applying for said dance permit

CITY FLOWER: Recommendation of the Lincoln Park Garden Club that the Camellia be

Discussion was held, and Councilman Coons moved that said recommendation
be taken under advisement for a period of time, and that the Mayor be authorized
to write a letter of commendation to the Lincoln Park Garden Club, thanking them
for their recommendations and interest shown in this matter. Councilman Fry
seconded the motion. MOTION CARRIED.
REDUEST: Communication from Mr. Jo 80 Hoover. 609 South Lemon Street, requesting
permission to park a trailer in his back yard to house a nurse for his ill wife,
was submitted and read.
Councilman Pearson moved that said request be granted, the term of which
to be at the discretion of the City Councilo Councilman Fry seconded the motion.

RECLASSIFICATION NO. F~58-59-32: Mro Heffern, representing the Applicant, Dr. Kersten,
addressed the Council, requesting reconsideration of C-3 zoning at the southeast
corner of Citron and La Palma, and explained his reasons therefor.
Discussion was held and in view of the circumstances that this development
is proposed as a unit, one contingent upon the other~ Councilman Pearson moved
that the policy of the Council regarding the six months waiting period for refiling
applications for reclassifications, be waived. Councilman Fry seconded the motion.

APPRECIATION ON BEHALF OF THE CITY COUNCIL AND THE PEOPLE OF ANAHEIM
TO CHASe A. PEARSON, RETI~ING MAYOR, FOR HIS LONe AND FAITHFUL
SERVICES AS MAYOR AND MEMBER OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM, AND TO MRS. CHAS. A. PEARSON FOR HER LONG AND FAITHFUL
2ERVICE AS FIRST LADY AND OFFICIAL HOSTESS OF THE CITY OF ANAHEIM.
WHEREAS, Chas.. Ao Pearson has served the City of Anaheim faithfully and
with great honor for more than eighteen years as its Mayor and chief executive
officer; and
WHEREAS, during his tenure of office, Anaheim has grown from a city of
10,000 population to one of approximately 90,000 people, which growth has been
due in a very large measure to the leadership, good judgment and sound management
and planning of Mayor Pearson; and
WHEREAS, he has also served the City with honor and distinction as a member
of the City Planning Commission~ a member of the Anaheim Union High School District,
a member of the Committee for the Metropolitan Water District9 Executive Director
of the American Municipal Association, President of the League of California Cities,
a member of the Governorijs State Highway Committee9 a member of the State Water
Resources Committee of the League of California Cities, and Director of the Orange
County Water District and Joint Outfall Sewer Committee; and
WHEREAS, we, the other members of the City Council, find that the people
and residents of the City of Anaheim are greatly indebted to him for the invaluable
services that he has rendered to the City during his tenure of office; and
WHEREAS, Mrso Chas. Ao Pearson has served the City long and faithfully
as a charming and gracious first lady and has given generously of her time and
energies in serving as official hostess on many many occasions, and the people
of Anaheim are deeply indebted to her;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim
that we do hereby express to Chaso Ao Pearson our deep personal appreciation and
gratitude and the appreciation and gratitude of the citizens and residents of the
City of Anaheim for the services he has rendered to the City and its citizens and
residents as Mayor and chief executive officer and member of the City Council during
his tenure of office, and to Mrs. Chaso A. Pearson for her long and faithful service
as first lady and official hostess of the City of AnaheimB
BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the
minutes of the City Council and the City Clerk be, and she is hereby, authorized
and directed to prepare a copy of this resolution and deliver it to Mr. and Mrs.
Chaso Ao Pearsono
THE FOREGOING RESOLUTION is approved and signed by us this 13th day of

The City Council of the City of Anaheim met in adjourned regular

Mayor Schutte called the meeting to order.
~QNTINUED PUBLIC HEARING - RECLASSIFICATION NO. F-58-59-31: Submitted by
Raymond J. Schirm, requesting C-l and P-l zoning on property located at the
northeast corner of Euclid Avenue and Romoeya Drive.
The City Planning Commission, pursuant to their Resolution No. 104,
Series 1958-59, recommended said reclassification, subject to the following
conditions:
1. If any portion of the P-l, Parking Zone, is used for R-3, a
Tentative Tract Map must be filed.
2. Any multiple family residential built, if adjoining R-l zoned
property, must be kept to only one story.
Public hearing was continued from the meeting of December 23, 1958,
to allow the applicant an opportunity to work out mutual problems with the adjacent
property owners.
Letter of protest filed by Mr. H. R. Hollywood, and petition of protest
containing 25 signatures was filed with the City Clerk.
The Mayor asked if anyone wished to address the Council.
Mr. Schirm addressed the Council, urging the granting of the rezoning,
and introduced Mr. Camp, Authorized Agent.
Mr. Camp addressed the Council and advised that they mailed notices to
14 adjacent property owners, arranging for a meeting to try and work out a mutual
agreement as to the development of the property; that three property owners
attended the meeting, and that they reached an agreement with one of the owners.
Mr. Hollywood, 1233 Minteer Street, addressed the Council and referred
to the letter and petition of protest fjled by the adjacent property owners. He
advised that they find the Applicantijs proposal relative to two-story apartment
houses unacceptable, however, the City Planning Commissionus recommendations
limiting the development to one-story structures would be acceptable; that they
do not want two-story structures facing their rear living areas. Objection was
also made to the proposed alley at the rear of their lots which would be used for
trash and garbage collection, and which the residents of the apartment houses
would use as an entrance to their garages. A map showing the property owners in
the area who objected to two-story structures was submitted and Mr. Hollywood
