Mayor Schutte called the meeting to order.
MINUTES: Minutes of the regular meeting held August 25, 1959 and adjourned
regular meeting held September 1, 1959, were approved, on motion by Councilman
Coons, seconded by Councilman Fry. MOTION CARRIED.

Mr. John Wright, Chairman of the Finance and Legal Committee, addressed
the Council, expressing appreciation for the opportunity to serve and called
attention to the urgent needs as outlined in the Capital Improvement Plan, and
the fact that sites for th$se needed improvements are fast becoming un9vailable.
He further advised that th~ Finance and Legal Committee are still functioning,
completing plans for finan~ing these much needed facilities.
R~~J.A~lFICATION NO. F-58-~9-105: Submitted by Emil A~ and Louise Fischbeck
and Harold Haase, requesting change of zone from R-A to C-l, property located
at 318 and 404 North Placentia Avenue (east side of Placentia Avenue, north of
Anaheim-Olive Road).
lhe City Planning Commission, pursuant to their Resolution No. 22,
Series 1959-60, recommended sai.d reclassification, subject to condi tions. (See
Minutes, page 3591.)
Public ffiaring was held September 1, 1959, and action by the City
Council deferred to this meeting for the presentation of revised plans indicating
the alley pattern.
The revised plans, not having been received and no one present at the
meeting representing the Applicant, Councilman Coons moved that action by the
City Council be again .Q.~~d one week (September 15, 1959) for the submission
of said plans. Councilman Fry seconded the motion. MOTION CARRIED.
?U~~IC HEARING - RECLA~SIF~CATION NO. F-58-59-115: Submitted by Mr. and Mrs.
J. C. Johnson and Dr. and Mrs. M. H. Walker, requesting change of zone from
R-A to C-I, property located on the east side of Euclid Avenue, between Cerritos
Avenue and Palm Lane, and further described as 1440 South Euclid Avenue.
The City Planning Commission, pursuant to their Resolution No.5,
Series 1959-60, recommended said reclassification, subject to the following
conditions:
I. The filing of Standard C-l Deed Restrictions of the City of
Anaheim as approved by the City Attorney, limiting the uses to Professional
Offices and a Pharmacyo
2. Payment of $2000 per front foot for street lighting purposes on
Euclid Avenue.
3. That a 90 day time be set for the accomplishment of these conditions.
Note: Dedications and bonds posted on Euclid ~enue under Variance
No. 1009.
At the request of Dro Walker, public hearing was scheduled this date
for the purpose of receiving additional evidence and reconsidering said
application.
The Mayor asked if anyone wished to address the Council.
Dr. Walker addressed the Council, explaining the plans to establish
a two doctor office and a duplex dwelling, and agreeing to limit the uses of
property to medical or professional offices. He further advised that their
original plans for a pharmacy had been abandoned.
Mr. Andrew.Ungrath, 1460 South Euclid Avenue, addressed the Council,
approving the reclassification, and advising that Mr. Hemler, his neighbor,
also approved the rezoning.
The Mayor asked if anyone else wished to address the Council, there
being no response, declared the hearing closed.
RESOLUTION NO. 5473: Councilman Coons offered Resolution No. 5473 and moved
for its passage and ado~ ion, rescinding Resolution No. 5403 and authorizing
the City Attorney to prepare necessary ordinance, changing the zone, as re-
quested, subject to the recommendations of the City Planning Commission, with
the exception of Condition No.1, which shall be amended to eliminate the use
of the property for a pharmacy.

Ordinance No. 1371 and Notices poste August 31,1959, on the proposed vacation
and abandonment of a portion of an easement for public utility purposes
(Dow1s Acreage) was continued from the meeting of September 1, 1959 and again

. A.SSE...~:r;y.gJLLNO. 286 - IZAAK WALTON LEAGUE: Request of the Izaak Walton League
to rescind Resolution No. 5063, opposing A.B. No. 286, was reconsidered.
Mre Wayne Held, Conversation Director of the Izaak Walton League,
addressed the Council, explaining the reasons for their request, and urging the
Council to rescind said resolutiono
Members of the City Council were of the opInIon that no action to
rescind said Resolution No. 5063 should be taken at this time; that the water
imported and used is both raw and filtered water, and to open Lake Matthews to
public recreation would require a tremendous expenditure of funds to purify and
chlorinate all the water.
TOURIST_..IJifORMATION AND RESERVATION CENTER: MIS. Elizabeth Day addressed the
Council, requesting the City to sponsor or back the Anaheim Chamber of Commerce
to establish a tourist information and reservation center.
Mr. Strachan, of the .Anaheim Chamber of Commerce, advised that a
meeting had been scheduled in the near future to consider this matter, and
presented sample brochures that are distributed to all convention groups and
tourists, listing the hotels and motels in the Cityo
SIDEWALK WAIVER: Communication of Murray L. Morford, was submitted, requesting
waiver of sidewalk requirements at 1261 East Santa Ana Street, until such time
as they are deemed necessary by the City, and installed jointly by the neighbors.

Fry offered Resolution No. 5474 and moved for its passage and adoption, granting
temporary sidewalk waiver.

TE.NL~__INTERSTATE ENGINEERING CORPORATION: Communica.tion from Interstate
Engineering Corporation, requesting permission to erect a tent on their parking
lot for a one-day stockholders meeting, September 21, 1959, was submitted,
together with the recommendations of Battalion Chief, Bobbie C. Phillips,
Anaheim Fire Department.
A gentleman, representing Interstate Engi~ering Corporation, advised
that they now anticipated between 250 and 300 stockholders attending the meeting,
and will, in all probability, erect a smaller tent than originally anticipa~ed.
Also, that sufficient additional land has been obtained to take care of parking.
requirements.
It was moved by Councilman Coons, seconded by Councilman Fry, that
said request be granted, subject to all conditions imposed by the Fire
Department. MOTION CARRIED.
TRACT NO. 3348: Communication dated September 3, 1959 from Mr. George M.
Holstein & Sons, was submitted (copies of said communication furnished each
Councilman) regarding Tract No. 3348, and requesting that the City Clerk and
City Engineer be instructed to present map for final approval.
Mr. Ralston, Attorney for Mr. Holstein, appeared and made a statement
requesting the map be considered at this meeting.
Mr. Holstein addressed the Council, explaining their reasons for the
request.
At the request of the City Attorney, Mr. Turner, action was deferred
by the City Council one week (September 15, 1959) to allow for further in-
vestigation and recommendations from the City Attorney.
TRACT NO. 1517: Communication dated September 1, 1959 from Attorney, Arthur W.
Gray, Jr., was submitted (copies furnished each Councilman), requesting
abandonment of Lot_~. Tract No. 1517.
Map of Tract NOQ 1517 was presented and explained by Mr. Piersall,
at the conclusion of which, Councilman Coons moved that the request be referred
to the City Attorney and City Engineer for recommendations, after further
conference with Mr~ Gray. Councilman Fry seconded the motion. MOTION CARRIED.
BUSINESS LICENSE WAIVER - JUNIOR ACHIEVEMENT OF ORANGE COUNTY: Communication
of Mr. Clifford B. Lange, requesting waiver of business license requirement for
the Junior Achievement Organization, was submitted and read.
On motion by Councilman Coons, seconded by Councilman Fry, this
request was referred to the City Attorney for report at the next meeting,

BUSINESS LICENSE - NURSERY SCHOOL, 205 NORTH CLEMENTINE STREET: Communication
from Mabel Masterson and Yuarda Q. Akerman, protesting the issuance of a
business license for the conduction of a nursery school at 205 North Clementine
Street, was submitted (copies furnished each Councilman).
Mrs. Masterson addressed the Council, stating that it was her under-
standing that the property was not zoned for a nursery school, and the
installation of such a business at this location would seriously interfer
with the rentals on each side of this property.
Mr. Mungall advised that the property was zoned R-3, and in the past,
nursery schools had been permitted in an R-3 zoneo
The Anaheim Municipal Code was referred to and the City Attorney
requested the City Council defer action one week in order that additional
information and a detailed statement as to the nature of the business and how
the business is conducted can be obtained from the applicant.
At the request of the City Attorney, action by the City Council was
d~ferred one week.(September 15. 1959) on motion by Councilman Fry, seconded
by Councilman Coons. MOTION CARRIED.

In view of the abandonment by the High School of the proposed school
site at this location, petition requesting rehearing on the street issue involving
the opening of Yale Avenue to the east, was submitted.
Those interested came forward and discussion was held, at the conclusion

Mayor Schutte called the meeting to order.
PUBLIC HEARING - RECLASSIFICATION NO. F-59-60-10: Submitted by Arthur Roquet
requesting change of zone from R-3 to C-l, property located, briefly, at the
southeast corner of Lemon and North Streets, being 754-760 North Lemon Street.
The City Planning Commission, pursuant to their Resolution No. 35,
Series 1959-60, recommended said reclassification, subject to:
1. That the old building be remodeled and brought up to code.
2. That the applicant file Deed Restrictions limiting the uses to
those included in the new proposed ordinance.

Letter of protest from property owners on North Lemon Street was
submitted, copies of which were furnished each Councilman.
The Mayor asked if anyone wished to address the Council.
Mr. Warren Schutz, Attorney representing the ^pplicant, addressed
the Council, explaining that this property has been used for a grocery business
for more than 33 years~ He outlined the 16 uses allowable in the C-l limited
zone proposed in the new comprehensive zoning ordinance, and further explained
that nine of these activities were now in the present store. The remaining
seven uses were noted and Mr. Schutz felt that these additional seven uses
would not change substantially the use of the property. He further advised
that more than required parking had been provided, and urged the granting of
the reclassification in accordance with the City Planning Commission and
