Reclassification application was scheduled for rehearing for the
purpose of considering additional evidence and the rearrangement of buildings

The City Planning Commission, pursuant to their Resolution No. 32,
Series 1959-60, originally recommended said reclassification for C-l, Neighbor-
hood-Commercial, and at the corner for a distance of 150 feet on each street

Petition of approval, purportedly representing 25 people within 300
feet of the subject property, was submitted and reado
Both of said petitions were individually reviewed by the City Council.
The Mayor asked if anyone wished to address the Councilo
Mro Charles Bo Frank, Authorized Agent, representing the seller and
proposed purchaser, addressed the Council, advising that the plot plan had been
revised, the gas station operation eliminated, and that they were agreeable to
the installation of an R-l buffer between the proposed clinic and the existing
homes to the west" He felt, however, the residentsQ request for a wall was un-
reasonableG He explained that the clinic would be a five and one-half day a
week operation; that there would be no sirens nor glaring signso He further
advised that every effort had been made to work out this problem to the satisfaction
of all concerned, and called attention to the fact that when these homes to the
west were purchased, there was in evidence, this vacant property, the cemetery,
the service station, and also the intersection of this main road to Garden Grove~
Mro Wayne B. Reedstrum, 517 South Falcon Street, addressed the Council,
representing those in opposition to the rezoningG For the benefit of Councilman
Thompson, who was not present at either the City Planning Commission9s public
hearing, nor the previous City Council public hearing, Mro Reedstrum briefed both
hearIngs and presented charts and related statements previously made~ He submitted
the new layout proposal for comparison with the original plan, and stated that
they were still in opposition to the C-l zoning, as they felt that the uses pro-
posed would be of no benef~i t to the people in the areao Further attention was
called to the exit on Orange Avenue and the traffic problemo He stated they
favored R-l development for the entire parcel of propertyo
Mro Reedstrum outlined the approximate cost of a subdivision and was
of the opinion that the builder would have to build homes in the $30,000.00 bracket
~n order to profit, and questioned their salability backing up to a clinic. He
also advised that they would oppose R-3 development on the proposed 9 residential
lotso In conclusion, Mro Reedstrum read from Ordinance Noo 938, establishing a
minimum of 1225 square foot liveable area per dwelling in this area.
Dro Samuel Gendel addressed the Council, advising that this location
had been selected as an ideal site for their patients, only after a thorough
analysis of the areas in Anaheim had been madea He questioned MrG Reedstrum's
facts with reference to subdivision financing, and stated that Euclid Avenue,
being a main artery, was no longer suitable for residential homes. That the
type of installation they had in mind would neither deteriorate nor depreciate
adjacent valuesG He further advised that they would not erect a wall on Orange
Avenue as this would defeat their purposeo
Mrso Weaver, 439 Fann Street, questioned the signatures on the petition
of protest as being within 300 feet of the property under considerationG
Mro Paul Willey, 42l Fann Street, addressed the Council in opposition
to the rezoningo
Mro Reedstrum referred to the Fullerton Estates as a nice residential
area on Euclid Avenue, and submitted to the Council a map made of a house to
house count of those in favor and those against this proposition (map was not
filed) .
There being no new evidence offered, Mayor Schutte declared the hearing
closed.
Councilman Pearson asked how the people residing on the east side of
Euclld Avenue felt about this mattero
Those addressing the Council in favor of the rezoning were: Mr. A. D
Penhall, 506 South Euclid Avenue; Mrso Rice, 428 South Euclid Avenue; Mro Cox, 505
South Euclid.
At the Council is request, Mr. Tobin, Assistant City Attorney, explained
to the audience that Ordinance Noo 938, as previously referred to, was a minimum

RESOLUTION NO~ 5567: Councilman Coons inform0d the Council of his objections
to the original plan, amd also his reasons for approval of the new revised
plan, and thereupon, offered Resolution Noo 5567 and moved for its passage and
adption, authorizing the preparation of necessary ordinance, granting the
ApplicantUs request for the limited C-l uses on the easterly 340 feet of the
subject property, subject to all of the City Planning Commission~s recommendations,
with the exception of the item regarding C-3 zoning on the corner, which will
be 01iminated, and, further, subject to the Applicant signing the revised site
plan drawing and rendering, as submitted this date, and the filing of deed
restrictions, limiting the westerly 300 feet of the property to R-l development.

Street between South and Vermont Streets.
Public hearing was continued from the meeting of October l3, 1959
for the purpose of considering the street pattern in connection with
Tentative Map, Tract No. 3492, and the possibility of extending the street
to Palm Street instead of northerly to South Street.

The City Planning Commission, pursuant to their Resolution No. 65,
Series 1959-60, recommended said reclassification be denied.
Petition of protest containing 44 signatures, was submitted.

Mr.. John Bello addressed the Council and presented an improved
layout of the cocktail bar and restauranto
Mro Orval Halvorsen addressed the Council and reviewed the plans as

Mr9 Russell Hodge, 11622 Stuart Drive, Garden Grove, advised of their
large investment in a 71-unit apartment development in this area, and felt that
to allow a tavern in this location would be very damagingH to -their interests.
Mry Richard Steele, owner of two apartment dwellings directly across
the street from the proposed development, addressed the Council in opposition
to the rezoning"
The Mayor asked if anyone else wished to address the Council on this
matter, there being no response, declared the hearing closed.

The City Planning Commission, pursuant to their Resolution No. 67,
Series 1959-60, recommended said reclassification from R-A, Residential-
Agricultural, to C-2, General-Commercial, subject to the following conditions:
i. The filing of C-2 Deed Restrictions, as standard with the City of
Anaheim and approved by the City Attorney"
20 The dedication of 60 feet from the centerline of Harbor Boulevard

Mro Joseph Co Whitman, President of Monterey Manor, Inco, presented
a plot plan and artistVs drawing of the proposed development. He explained
that the building would be one story and contain 80,000 square feet, and would
be occupied by the White Front Stores, a complete department store. He advised
that this store was expected to sell $25,0009000.00 worth of~erchandise per
yearv Plans were presented and reviewed by the City Councile
Mro Eugene MD Cranston, 326 West Wilken Way, circulator of the
petition previously presented, joined in the review of the plans and discussion
in an effort to resolve the Wilken Street problem of access and widening.
Mro Cranston, in addition to the requests contained in the petition,
requested the loading dock be moved to a location farther from the residential
area; the establishment of a requirement relating to height of buildings
facing the residential area, for the protection of their privacy; adequate
planting for screening; and a masonry wallo
At the conclusion of the discussion, the Mayor declared the hearing

for its passage andadoption, authorizing change of zone, as requested, subject
to the recommendations of the City Planning Commission, with the exception of

feet from the centerline of Wilken Way to the city of Anaheim", and further

Avenue frontage, balance to be R-l, if assurance could be obtained from the
City of Garden Grove that the property to the south would be zoned the sameo
MrG Gordon Steen of the Anaheim Planning Department, explained that
the property within the limits of the City of Garden Grove is zoned R-l with
a potential R-P zoning, which means, that when an application is made and
the property improved in accordance with Garden Grove standards, the property
will be zoned R-P (Residential-Professional)o
Mro Bert Johnson, owner of property included within the application,
addressed the Council, urging the rezoning and advised that a similar
situation occurred where he lived in Los Angeles, and that a much better'
development would have been realized had the area been kept the same zoning~
Mro Fred Miller, 10972 Danbury Drive, Garden Grove, addressed the
Council in opposition to the rezoningo
Mro Ralph Ruggiero (spokesman for the group), 2249 Della Lane,

VARIANCE NO. 1l44: Submitted by Dowo.s Acreage, requesting permission to
install two electric signs at 218 Brookhurst Street (east side of Brookhurst
Street, between Lincoln Avenue and Broadway).
Public hearing was held by the City Council October 13, 1959, at
which time action was deferred to this date to allow for further Council
investigation to determine what effect the lights from the existing sign and
also the two requested signs, would have on the immediate neighbors.
Reference was made to a study prepared by the City Planning
Department, and it was determined that the light from these signs would not
be as objectionable as the noise and vibration created by the operations of
the store building air compressoro
The City Planning Commission, pursuant to their Resolution No. 47,
Series 1959-60, granted said variance, subject to:
lo That the sign set backs be a minimum of 60 feet from the center
line of Brookhurst Street or Lincoln Avenue~
20 That the signs be erected in conformity with the plan presented
having a ground clearance of 12 feet and an overall height of 20 feet 3 inches~
30 That the present sign be removed.
RESOLUTION NOo 5575: Councilman Fry offered Resolution No. 5575 and moved for
its passage andadoption, granting variance No. l144, subject to the recommendations
of the City Planning Commission, with the amendment of Condition No.3 to
read, "That the present sign be removed when the new market is constructed."

Petition from residents and owners in the Sherwood Forest Development
Noo 2 Tract, was submitted and read by Mro Engelbrecht, requesting that
careful consideration be given to the opening of Hiawatha Avenue from Florette

Considerable discussion was held between the City Council and
residents in the Sherwood Forest Tract regarding the opening of the street
and drainage problems, at the conclusion of which, Councilman Pearson moved
