Other than a special elec- Ayers, and which would take three months before reach- Anaheim i big business, and I believe it should be run in that The elect on of a 5- ember City Council by the citizens is like the election of a 5 *ember Board of Directors by a company's stockholders. In the case of a ci y, the tax0ayers are the stockholders the Council their Board. Each elec its Chai.man the City Council its Mayor who is the official spokes n. He has no direct power with which to control the organization as an dividual, jhis only power is that of the official head of the City for all Ceremonial purposes, and he serves in such a capacity only at the pleasur:tof the City Council. If this C ty Council elects to place this amendment on the Novem- ber ballot, then I live an additional matter to bring up, which is also pertinent. My propos 1 is to give the citizenry the opportunity to ratify or defeat the sal ties which the City Council was given in the last City Charter election. 1. Allow Councilman its 2. Set t by the State Legisl Lion, of course, is I wish to if he is to become Legislature's reco the Mayor. My reason the attractiveness getting people inte City, seeking the o The propo a1 would give the voters two alternatives: the City Council its $400.00 per month salary per 00.00 for the Mayor or e salaries at $300.00 per man limit, as recommended Lure for a city the size of Anaheim. This recommenda- dow law in all General Law Cities in this State. Again, I ish to go on record. go on record opposing the $800.00 salary for the Mayor, n official elected by the voters, and in favor of the endation of $300.00 per month, for the Councilmen and behind this statement is because I feel that by taking at of the salary you will eliminate the possibility of ested only in the salary, and not in the welfare of the fice of Mayor. With the ower salary you will attract only the dedicated persons, and dedication is o major importance to the successful operation of this City. The City f Anaheim has become the progressive city it is, because of Mayors and Counc imen in the past, such as A.J. Schutte, Rex Coons, and Charles Pearson; me who served their City as Mayor and Councilmen without these high salaries who have Served for $50.00 per month. They sere d because of their dedication to the City, such as mem- bers of school boar s serve the community without any remuneration. It's a ma ter of pubic record that four of the present Council- men, when they firs ran for City Council, were only expecting a $50.00 a month salary. 68-511 City Hall, heim1 a1iforuia UNCIL MINUTES August 20, 1968, 1:30 P.M. I have always felt that our present Charter, which was put to a vote of the people a short Owe back, is a good Charter; one which was well thought out by a committee demposed of men with the City at heart. The only fault I !lad in the present Charter, and which I have pointed out before, is the ish salaries paid the Mayor and City Councilmen. Anaheim has been 14a right with the current system. Let's not jeopardize a good thing in 4r'or of an experiment. An experiment at this time would hurt our City Manager-City Council form of government." Councilman Clark 04ated he proposed the Charter Amendment because some people have expressed 4 desire to have the privilege of selecting the Mayor; that it was prepared with the intent of maintaining the same type of government the City presOntly enjoys; and that it grants no additional powers to the Mayor. Referitng to Mayor Pebley's statement, he requested that the record show that h4 also ran for the office of Councilman in 1964, when the pay was established at $50.00 per month. Following Council Ciscussion, Councilman-Clark deferred initiation of a motion concerning the proposed Charter Amendment to the meeting of Aug- ust 27, 1968, to allow further Council study.
