GENERAL PLAN AMENDMENT NO. 111; Initiated by the City Planning Commission,
to consider land use change from commercial recreation to commercial uses
for property described' above in Reclassification No. 68-69-38.
The City Plaanning Commission, pursuant to Resolution No. PC68 -323,
recommended said General Plan Amendment be approved in accordance with Ex-
hibit "A and pursuatit to Resolution No PC68 -324, recommended Reclassifi-
cation No 68 bO approved, subject to the following conditions;
1. That street improvement plans shall be prepared and all engin-
eering requirements of the City of Anaheim along Crowther and Kraemer Ave-
nues, such as curbs alts gutters, sidewalks, street grading and paving, drain-
age facilities, or other appurtenant work shall be completed as required by
the City Engineer and in accordance with standard plans and specifications
on file in the office of the City Engineer; and that a bond in an amount and
form satisfactory to he City of Anaheim shall be posted with the City to
guarantee the installation of said engineering requirements.
2. That the owner of subject property shall pay to the City of
Anaheim the sum of $200 per front foot along Crowther and Kraemer Avenues,
for street lighting purposes.
3. That the owner of subject property shall pay to the City of
Anaheim the sum of 15C per front foot along Crowther and Kraemer Avenues,
for tree planting purposes.
4. That trash storage areas shall be provided in accordance with
approved plans on file with the office of the Director of Public Works.
5. That fire hydrants shall be installed as required and deter-
mined to be necessary by the Chief of the Fire Department.
6. That any air- conditioning facilities proposed shall be properly
shielded from view.
7. That parking areas shall be lighted with down lighting a maxi-
mum 6 -feet in height and shall be directed away from the property lines to
protect the residential integrity of the area.
8. That Condition Nos. 1, 2, and 3, above mentioned, shall be com-
plied with within a period of 180 days from the date hereof, or such further
time as the City Council may grant.
9. That Condition Nos. 4, 5, 6, and 7, above mentioned, shall be
complied with prior to final building and zoning inspections.
The City Clerk noted receipt of a letter of opposition to the sub-
ject reclassification from the City of Placentia, copies of which were fur-
nished to the City Council.
Mr. Thompson noted that the subject property is presently designated
on the General Plan for Commercial Recreational use; however, no development
has taken place to date. He described Exhibits "A" and "B" posted on the
east wall of the Council Chambers, noting that Exhibit "A" depicts a commun-
ity shopping center surrounded by a medium density residential area, and
Exhibit "B" depicts a'aeighborhood shopping center, surrounded by a medium-
density residential area. He reported that the City Planning Commission, in
considering the evidence submitted felt that a community shopping center would
be appropriate since most of the land to the south of subject property is
planned for industrial use, and property to the north, in the City of Placen-
tia, is also designated by that city for industrial development; therefore,
the proposed shopping center would have to draw from a large area.
Mayor Pebley asked if the applicant was present and wished to ad-
dress the City Council.
Mr. Edward Kozlowsky, representing the owners of the subject property,
submitted a plot plan of the subject development which was examined by the City
Council, and stated tr.at the entire 24 -acre site would be developed at once.
He noted that the Cit of Placentia has, in the last 6 months, rezoned sev-
eral parcels in the area north of the subject property for uses other than
industrial.
