RESOLUTION NO. 70R- 565
A RESOLU~ION OF THE CITY COUNCIL OF THE CITY
OF ANAHE~M AUTHORIZING THE CHIEF OF POLICE,
UNDER T~ DIRECTION OF THE CITY MANAGER, TO
ENTER IN 'DO CONTRACTS WITH ORGANIZATIONS AND
INDIVIDU~S FOR THE FURNISHING OF POLICE
PROTECTIQN FOR SPECIAL EVENTS; ESTABLISHING
A CONTRAqT RATE FOR SUCH SPECIAL POLICE PRO-
TECTION; :ESTABLISHING A SPECIAL EVENTS OVER-
TIME PAY ,SCHEDULE FOR POLICE OFFICERS;
ESTABLISaING A HANDLING CHARGE IN CONNECTION
WITH SUCa CONTRACTS; AND SUPERSEDING RESO-
LUTION NO. 6BR-450.
WHEREAS, ~rom time-to-time it has become necessary
for police officers, of the City of Anaheim to work special
overtime for organi~ations in special events requiring special
police attention and protection; and
WHEREAS, the furnishing of special police attention
and protection for special events occurring in the City of
Anaheim is in the b~st interest of the City and for the protect-
ion of the citizens of the City of Anaheim; and
WHEREAS, to properly insure that police officers
assigned to special events will be protected by workmen's com-
pensation insurance coverage and the benefits afforded by the
State Retirement Act, it is necessary that such special police
protection be furnished by the City of Anaheim and that the police
officers so engaged in such special police protection at special
events be under the authority, supervision and direction of the
Chief of Police of the City of Anaheim; and
WHEREAS, it is necessary and proper to the full and
complete police protection within the City of Anaheim that officers
be assigned for spe~ial duty at special events; and
WHEREAS, it is the policy of the City of Anaheim that
such special police protection required by organizations at
special events be p.id for by the organizations or persons con-
ducting the special events.
NOW, THER]f:FORE, BE IT RESOLVED by the City Council of
the City of Anaheim that the Chief of Police be, and he is hereby
authorized to enter into contracts with persons and organizations
to provide special police protection for special events in the
City of Anaheim and to assign police officers to work special
overtime at such ev~nts when, in the discretion and judgment of
the Chief of Police, said special protection is needed or required
in the proper perfommance of police protection within the City and
is in the best intetest of the City of Anaheim, subject to the
supervision and approval of the City Manager.
BE IT FUR1HER RESOLVED that a special pay schedule
is hereby establish~d for police officers to be known and desig-
nated as the "Special Events Overtime Pay Schedule". Such pay

schedule shall be the same as the pay rate authorized for the
PC" Step police pa1:!rolman regardless of rate or rank. Such pay
account shall be s~arately handled and shall be separately
reported for each pay period.
BE IT FU$'HER RESOLVED that the Chief of Police be, and
he is hereby autho~ized, with the approval of the City Manager,
to enter into cont~ct for the furnishing of such special police
protection upon a qontract rate which will recover the hourly
amount paid to provjide special police protection, plus an additional
amount to recover ~rkman's compensation insurance costs and eight
(B) per cent of the authorized pay rate to arrive at a billing rate
per hour which will be stated in dollars and even cents. Any sums
collected from such charges shall be paid directly to the City of
Anaheim and placed in the General Fund. All police officers
assigned to do and perform or furnish special police protection
for special events shall be paid by the City and shall be under the
direct supervision and control of the City of Anaheim. Any amount
collected in excess of the direct cost of providing special police
protection shall be used to defray handling charges in connection
with billing, collecting and accounting for such funds.
BE IT FU~THER RESOLVED that the provisions of this
resolution shall a~ply only to special police protection furnished
by the City of AnaHeim under contract as herein provided.
BE IT FURTHER RESOLVED that this resolution supersedes
and replaces Resolution No. 6BR-450.
THE FOREqOING RESOLUTION is approved and signed by me
