CALI~ORN TO SET UP A JOINT COMMITTEE TO'
INVh~TIE THE CONDITIONS OF MOBILE HOME
PARKS IN THE STATE.

~'lHEREAS, ~any mobile home parks are operating through-
out the state as liqlosedll mobile home parks wherein a mobile
home may not be mo'$d into said park except one sold by the
mobile home park ~er or by a mobile home dealer who has made
prior arrangements with the mobile home park owner; and
WHEREAS, fany mobile home parks are prohibiting the
owners of mobil'e hqnes in their parks from reselling their mobile
home and substitutipg a new one as' tenant when they wish to
move from the park; and

\\7HEREAS, tnany mobile home parks in the City of Anaheim
and throughout the ~tate are arbitrarily raising'rates in an
attempt to drive out the older mobile homes; and

WHEREAS, t<<id mobile hon~ parks are adopting rules
and regulations and constantly changing them in an effort to
harass the owners 0 older mobile homes; and
WHEREAS, it is difficult to move an older mobile home
because of the cost! of movement and because there are very few
mobile home parks that will accept said older mobile homes;
and
WHEREAS, the investment of the citizens throughout
the State of Califotnia in said mobile homes is being jeopardized
to such an extent ~at after a short period of time said mobile
home owner's property is rendered valueless, and
!
\V'HEREAS, ~le State of California has preempted the
field of mobile hom~ park legislation witi1 certain limited excep-
tions; and
WHEREAS, the exception granted to municipal corpora-
tions to regulate s~id mobile home parks does not include the
power to correct th~ evils listed previously.
nov'l, '..l'HERf:FORE, BE IT RBSOLVED by the City Council
of the City of lillah~iln that the City of .Anaheim does hereby
request the Assenilily and Senate of tile state of California to
set up a joint corr~4ttee to investigate and make recommendations
for legislation correcting the evils that have resulted from
the proliferation of mobile homes, both closed and open parks,
in the State of California.
