A RESOLUTION iOF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENqING THE RATES, RULES AND REGULATIONS
FOR THE SALE~'AND DISTRIBUTION OF ELECTRIC ENERGY AS
ADOPTED BY C TY COUNCIL RESOLUTION NO. 71R-478 AND
MOST RECENTL i AMENDED BY CITY COUNCIL RESOLUTION
NO. 83R-433 .
WHEREAS, the ICity of Anaheim maintains an electric
distribution system fdr the furnishing of electricity to residents
and inhabitants of thd City of Anaheim and has adopted Electric
Rates, Rules and Regu~ations for the sale and distribution of
electric energy; and '
WHEREAS, it !s the policy of the City Council that
Anaheim's Electric Ut lity shall be self-supporting from changes
made by the City for lectric energy furnished to consumers and for
services rendered in qonnection therewith; and
WHEREAS, by ~eso1ution 79R-190, the City Council delegated
to the Public Uti1iti~s Board the authority to conduct hearings
pursuant to the Pub1iq Utilities Board the authority to conduct
hearings pursuant to ~he Public Utility Regulatory Policies Act of
1978; and

WHEREAS, a hqaring was held on August 30, 1984, before the
Public Utilities Boar4 and evidence was presented in connection with
the proposed revision 'of electric rates; and
WHEREAS, the ,Public Utility Board considered the California
Environmental Qua1ityiAct and made the following findings:
1. The 1arge$t single item requiring a revenue
increase 1'onsidering the period of July 1, 1984,
through J me 30, 1985, is power supply at an
estimated,cost of $131,768,000.
2. Other opet,ating ex~enses and capital expenditures
estimated:to cost $37,989,000. are due to salary
increasesJ higher material costs and power supply
projects.
3. Debt service requirements and an increase in
reserve a.ounts estimated to cost ~26,010,000 are
required *0 meet financial reserves requirements.
4. The transfer to the general fund in an amount
estimatedito be $5,693,000 is authorized by the
City Char~er and constitutes an Intra-City
transfer. .

5. The workirlg capital decrease in an amount
estimated !to be $16,079,000 is possible and still
provides ~ reserve margin to meet current debts
as t~ey m~ture and thus constitutes a reserve

6. The matteds covered in 1 through 5 above come
within Sedtion 2l080(b)(8) of the Public
Resources ICode of the State of California thus
the estab~ishment of these rates is exempt from
the Calif9rnia Environmental Quality Act; and
WHEREAS, a Nqtice of Hearing in compliance with the
National Energy Act of! 1978 was published as follow:
1. On August ~3 and 14, 1984, notices of the public
hearing O~electric rates were published in the
Anaheim B lletin and proof thereof is on file
with the Scretary of the Public Utilities Board.
2. On August ~3 and 14, 1984, notices of the public
hearing o~ electric rates were published in the
Santa Ana Register and proof thereof is on file
with the Sbcretary of the Public Utilities Board.
3. On August ~3 and 14, 1984, notices of the public
hearing on: electric rates were published in the
Orange Coubty Edition of the Los Angeles Times
and proof ~hereof is on file with the Secretary
of the Pub~ic Utilities Board; and
WHEREAS, the public Utilities Board has considered the
proposal of the Publici Utilities Department and has considered the
evidence presented at ~he public hearing; and
WHEREAS, the Public Utilities Board has made the following
findings with respect ~o the need for an electric rate increase:
1. The Electrtc System revenue requirement of the
Anaheim Pu 1ic Utilities will be established, as
set forth e1ow, on the basis of projections for
the 1984-8~ fiscal year consisting of twelve
months July 1, 1984 through June 30, 1985.
2. A reasonab~e estimate of the revenue requirement
for power ~upp1y expenses for the 1984-85 fiscal
year is $1~1,768,000 as shown in Exhibit DLA-l.
3. A reasonab~e estimate of the revenue requirement
for other ~perating expenses for the 1984-85
fiscal yeat is $15,422,000 as shown in Exhibit
DLA -1.

4. A reason~le estimate of the revenue requirement

11. It is ap~ropriate to provide Anaheim's electric
customer~ with reasonably stable rates and this
is best ~ccomp1ished at this time by setting the
base rat~'s as described in the testimony of
Messrs. ment and Erickson. These rates result
in annua ized base rate revenue of
$188,122 000. The customer class base rate
revenue rlequirements as determined on the basis
of the c~st-of-service analysis are shown in
Exhibits IRWE-2 and are appropriate:

Section l221 of the City Charter provides that
utility ates charged to a class of consumers
shall be uniform within the class and shall be
based on ~ost-of-service for the class. Section
1221 a1sq provides that lifeline rates may be
estab1is~ed, which rates would not necessarily
be based ~n cost-of-service.
The cali~'ornia Public Utilities Commission has
estab1is ed lifeline rates for Southern
Ca1ifornoa Edison Company (Edison) and Edison is
the retaOl supplier of electric service in all
the comm~ities surrounding Anaheim, and
therefor~, it is appropriate to establish
residenti~l lifeline rates for Anaheim. /
14. To the e~tent that the Anaheim lifeline rates
produce ~' wer revenues than would be produced by
rates ba ad on cost-of-service, the rates
charged ,r non1 ifeline sales must be increased
above the level of rates based on
cost-of-~rvice. The difference between the
revenues ~rom sales made at the lifeline rates
and reve~es from the sales made at
cost-of-s~rvice rates is the lifeline shortfall.

WHEREAS, bas~d on the findings hereinabove made, the
Public Utilities Boar~ of the City of Anaheim recommends to the
City Council that the ,Council adopt the findings of the Public
Utilities Board with ~espect to the matters contained herein and
adopt the electric ra~es as shown in Exhibit RWE-6; and
WHEREAS, the !City Council has considered the evidence and
concurs with the find~ngs of the Public Utilities Board as set
forth hereinabove.
NOW, THEREFO;E, BE IT RESOLVED that the findings of the
Public Utilities Boar be, and they are hereby, adopted by the City
Council of the City o. Anaheim.
NOW, THEREFOiE, BE IT FURTHER RESOLVED, that, based on the
findings hereinabove ade and adopted, the budget for fiscal year
1984-85 should be mod fied as follows:

under all rate schedules as pefined under the special conditions of the rate
schedules. '
PURPOSE
To provide for increases andl decreases of the Utility's charges for electric
service to reflect increases! and decreases in the total cost of power.
APPLICATION OF POWER COST AD USTMENT
The Power Cost Adjustment Bi ling Factor or Factors (PCABF), in cents per kwh,
which are set forth below, s all be applied to kilowatt hours sold on and
after the effective date, as also set forth below, and continuing thereafter
until the next Power Cost Ad'ustment Billing Factors become effective. The
dollar amount to be added to or subtracted from each bill due to the Power
Cost Adjustment shall be obt ined by multiplying the number of kilowatt hours
for which the bill is render~, d by the applicable Power Cost Adjustment Billing
Factor or Factors. The Powe Cost Adjustment Billing Factor for Lifeline
Service shall be applied to 11 kilowatt hours purchased at the Lifeline
rate. The Power Cost Adjust ent Billing Factor for other than Lifeline
service shall be applied to ~ll kilowatt hours purchased at rates other than
the Lifeline rate.

CALCULATION OF THE POWER C01' ADJUSTMENT BILLING FACTORS

1. The total cost of poter included in the Utility's Base Rates is
computed at $15.68 per k"lowatt plus 4.327 cents per kilowatt hour
plus $400 (Based on an e uivalent to Southern California Edison
Company's Schedule R-3 F, RC Docket No. ER84-o75 effective 06-o8-84)
2. A Power Cost Balanci~g Account shall be maintained. At the end
of each month, the accoupt balance will be calculated as follows:
a. Subtract from the balance which existed at the end of the
prior month the amou t, in dollars (which may be positive or
negative), by which he actual cost of power from the current
month exceeds the t~al cost included in the base rates, which is
defined in paragraphl 1, above. The actual cost may include all
of the following:

The billing demand in ' ny month shall be the average kilowatt input
indicated or recorded by ins ruments to be supplied, owned, and
maintained by the City and a the City's expense upon the consumer's
premises adjacent to the wat --hour meter, in the 15 minute interval which
the consumption of electric !nergy is greater than in any other 15 minute
interval in the month, but n)t less than either (1) 50% of the contracted
for or connected load, or (2 50% of the highest billing demand in the
preceding eleven months, whi hever is the greater. However, in no case
shall the billing demand be ~ess than 200 KW. Billing demand shall be
determined to the nearest KW~ Whenever the measured maximum demand has
exceeded 400 KW for three co~secutive months and thereafter until it has
fallen below 300 KW for 12 cpnsecutive months, a 30 minute interval will
be used. Where the demand i~ intermittent or subjected to violent
fluctuations, the maximum de~and may be based on a shorter interval.

SPECIAL CONDITIONS
A. Area lighting service wi~l be furnished from dusk to dawn,
approximately 4,140 hours pe~ year, by utility-owned luminaires supplied
from the utility's existing ~20/240 volt overhead circuits and mounted on
existing utility-owned wood ~oles as standard equipment. Where the
service requested required the installation of additional new wood poles,
not more than one new wood p~le will be installed for each luminaire in
the installation. '
