A RESOLUTION OF TH CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING RATES, R as AND REGULATIONS FOR THE SALE AND
DISTRIBUTION OF WA tR AS ADOPTED BY RESOLUTION NO. 72R-600
AND AMENDED BY RES tUTION NOS. 73R-255, 73R-387, 73R-532,
74R-433, 75R-3l5, SR-469, 75R-479, 76R-378, 78R-4l8,

82R-355 AND 83R-33 .
WHEREAS, the Citylof Anaheim maintains a water distribution system
for the furnishing of waterlto residents and inhabitants of the City of
Anaheim and has adopted wat+r Rates, Rules and Regulations for the sale and
distribution of water; and .
WHEREAS, it is th+ policy of the City Council that Anaheim's Water
Utility shall be self-suppotting from charges made by the City for water fur-
nished to consumers and for!services rendered in connection therewith; and
WHEREAS, the PUbl!C Utilities Board held a public hearing on
June 14, 1984 and evidence as presented in connection with the proposed
revisions of water rates an fees; and
WHEREAS, the Publ~c Utilities Board considered the California
Environmental Quality Act a~d made the following findings:
1. The largest single !tem requiring a revenue increase considering the
test period of Julyll, 1984 through June 30, 1985 is water supply at
an estimated $7,5261000.

2.
Other operating exptnses and capital expenditures estimated to cost
$13,434,000 are due:to labor cost increases and higher material costs.
3.
Debt service requir+ments and an increase in reserve amounts estimated
to cost $2,133,000 +re required to meet financial reserves and re-
quirements.
4.
The transfer to thelceneral fund in an amount estimated to be $550,000
is authorized by thf City Charter and constitutes an Intra-City
transfer. '
5.
The fee increases f:r temporary service, service connections, meter
installations, insp etion services, plan check services, and primary
distribution main e tensions are due to labor cost increases and
higher material costs.

WHEREAS, the Publtc Utilities Board has considered the proposal of
the Public Utilities Depart;ent and has considered the evidence presented at
the public hearing; and :
WHEREAS, the Publ~c Utilities Board has made the following findings
with respect to the need fo~ an increase in the water rates and fees:

The Water System reienue requirement of the Anaheim Public Utilities
Department will be 8tablished, as set forth below, on the basis of
projections for a T st Period consisting of the twelve months July 1,
1984 through June 3" 1985.
2.
A reasonable estima4e of the revenue requirement for water supply
costs for the test *eriod is $7,526,000 as shown in Exhibit DLA-1.
3.
A reasonable estima4e of the revenue requirement for other operating
expenses for the te4t period is $4,962,000 as shown in Exhibit DLA-1.
4.
A reasonable estima.e of the revenue requirement for capital expendi-
tures for the test ,eriod is $8,472,000 as shown in Exhibit DLA-l.
5.
A reasonable estimaqe of the revenue requirement for debt service and
reserve increases f4r the test period is $2,133,000 as shown in
Exhibit DLA-l.
6.
A reasonable estima1e of the revenue requirement for transfer to the
General Fund for th test period is $550,000 as shown in Exhibit DLA-1.
7.
A reasonable estima~e of the revenue requirement offsets due to other
water revenues and ~nterest income and a $26,000 decrease in working
capital for the tes~ period is $7,875,000 as shown in Exhibit DLA-1.

priate. The estimat d total allocated annualized revenue requirement
of $15,942,000 as s t forth below includes $175,000 to provide for
revenue lag and is ppropriate.

Spacer Connections:
For tract developments '~eqUiring two inches or smaller meters, spacer
connections may be prov'ded for the purpose of eliminating damage to
permanent meters during:the grading of parkways, and for pressure testing
of plumbing. The rate hall be $3.50 per month for a single-family unit
and an additional charg, of $0.70 will be made for each unit in excess of
one.

~TINUITY OF SERVICE
A. SHORTAGE AND INTERRUPTI~
1. The City will exertise reasonable diligence to furnish a
continuous and sufficiebt supply of water to its customers and to
avoid any shortage or ibterruption of delivery thereof. It cannot,
however, guarantee a co~tinuous or sufficient supply or freedom from
interruption. .
2. The City will not ~e liable for interruption or shortage of
supply, nor for any los. or damage occasioned thereby.
3. Whenever, in the Oeeration of the City's water system,
interruption in the del very of water to customers results from or is
occasioned by causes ot er than the exercise by the City of its right
to suspend temporarily e delivery of water for the purpose of
making repairs or improttments to its system, notice of any such
interruption will not bi given to the customers of the City, but the
City shall exercise rea.onable diligence to reinstitute delivery of
water.
B. TEMPORARY SUSPENSION Fo1 REPAIRS
1. The City, wheneveriit shall find it necessary for the purpose of
making repairs or impro~ements to its system, will have the right to
suspend temporarily the jdelivery of water. In all cases, as
reasonable notice there~f as circumstances will permit will be given
to the customer, and th~ making of such repairs or improvements will
be prosecuted as rapidl~ as may be practicable and, if practicable,
at such times as will cajuse the least inconvenience to its customers.
2. When it is necessa~ to suspend temporarily the delivery of
water for repairs or imPFovements to the system in accordance with
Paragraph B-1 above, and! the customer requests that such suspension

of service occur at othe~ than normal City working hours, the
customer shall pay in ad~ance, the total estimated labor related
costs incurred by the Ci~y for performing the work during non-regular
City work hours.

C. APPORTIONMENT OF SUPPLY 'tIRING TIME OF SHORTAGE
Should a shortage of supt1y ever occur, the City will apportion its
available supply of watet among its customers as authorized or
directed by the Public U~ilities General Manager in the manner that
appears to him most equi,able under conditions then prevailing.

A. CONDITIONS OF SERVICE
The City shall, if no Eue hardship to its existing customers will result
therefrom, furnish tem ary service for construction work, circuses,
Christmas tree lots, baars, fairs, plumbing pressure testing, or othe~
similar uses, that bec se of their nature will not be used steadily or
permanently. All such ~ervices shall be subject to the following
conditions:
1. Application for temporary service with appropriate deposit shall be
made to the Utility~ The deposits for temporary service shall be
refunded after char~. e. s for permits, water consumption, loss or damage
of meter and fittin s, and installation and removal charges have been
deducted at the te ination of service.

2. Temporary service cpnnections may be terminated at any time, and will
be made at the discretion of the Utility.
3. Charges for loss or damage to meter and fittings will be based upon
current prices.
4. Temporary services ,hall generally be taken from existing outlets on
the water system orlfrom fire hydrants designated by the Utility. Any
special outlets sha~l be installed at the customer's expense.
5. Backflow preventionidevices, and approved plumbing material may be
required for certai. types of uses, and shall be installed at the
customer's expense.'
6. An Eddy Valve will ~e required on all fire hydrant connections.
B. METERED SERVICES

a. Primary Distri~ution Mains which supply water to all areas of the
system shall b~ paid for by acreage fees assessed on all
properties in ~he system except those properties excluded in (1)
above. The fe~s will be based upon gross acreage served by
domestic water!service and/or fire protection, and will be due at
the time appli~ation for water service is made, or the property is
developed. Th~s does not apply to application for temporary or
irrigation ser~ice. The water main extension fees shall be $1,830
per acre.
This above fees will be calculated to the nearest one hundredth
(.01) acre.
Public-owned fi'.i1ities such as freeways, flood control channels,
and water sprea ing basins may not be required to pay the water
main extension: ees if water service for these properties is not
required. If ai portion of these facilities require water service,
the ~a~er main.~xtension fees shall be paid on that portion
requ1r1ng serv1~e.
b. When a Primary pistribution main must be extended to a new
subdivision or aevelopment, the Utility will extend the main up to
five hundred (5PO) feet. If an extension greater than 500 feet is
required, the d~veloper will pay for the extension that is in
excess of 500 f~et, in addition to the normal water main extension
fees. The devetoper's portion of the cost shall be reimbursed to
him without int~rest as acreage fees are collected from others
connecting to t~e extended main within a refund area designated by
the Utility at the time the advance is made. The reimbursemenc
agreement shall,be in effect for a period of ten (10) years. In
no case shall the reimbursement exceed the developer's cost of the
extension.

The Utility s~all charge an Inspection Fee of S36.00 per hour
for time spen~ inspecting the Secondary Distribution System
installed by ~ developer or his contractor. The developer shall
pay this fee ~rior to final acceptance of these water
improvements. '

The Utility Stall charge a Plan Check Fee of $36.00 per hour for
time spent ahecking or reviewing plans for addition to the
Secondary Dis ribution System. The Utility shall estimate the
Plan Check Fe., when plans are first submitted, and this
estimated cost shall be deposited before plan check or plan
review begins4 When the plan check process is completed, the
Utility shall/collect or refund the difference between the
estimated cos~ and the actual cost of plan check.
6. Main Enlargements 1 When the Utility's present distribution systems
will not meet the 4ater demands of a customer of developer, the
customer or develo~er may be required to pay the the cost of any
necessary main rep~acement, less credit for the expired life of the
existing main.

GENERAL t
1. For all services, pther than those where the developer is installing
the main, the Util~ty shall furnish and install the service
connection and met~r box, after applications is made and all
applicable fees ar~ paid.
2. In new subdivision~, and in other cases where the developer installs
the mains, the dev~loper shall furnish and install the service
connection and met~r box, and the Utility shall furnish and install
the meter.
3. The service connec~ion, meter, and meter box will generally be
installed at a contenient location between the curb or edge of
pavement and the ptoperty line. If it is considered impractical to
install the facili~ies in this location, they may be installed upon
the customer's prefises, in which case a casement will be required.
4. The service connection will generally determine the point of delivery
of water service t+ the customer.
B. SERVICE CONNECTION AND f4TER METER. INSTALLATION CHARGE S
1. For service connections and water meter installations under (3) and
(4) below, all mat.rials shall be furnished and installed by the
Water Division.
2. For service connec,ions and water meter installations under (5) and
(6) below, the se~ice connection and meter box shall be furnished
and installed by t'. developer in accordance with Water Division
specifications. THe meter shall be furnished and installed by the
Water Division. Ii is intended that (5) and (6) below apply t 0 new

C. CUSTOMER RESPONSIBILIT~
The customer, as a con4ition precedent to receiving service shall:

Furnish and lay t~e necessary piping to make the connection to the
place of consumpt~on.

Provide a main va~e on the piping between the service connection and
the point of cust~r use, as per Building Department Standards.
3.
Provide a bacteri~ clearance certificate for services 3 inch and
larger, except fir~ lines.
D. OWNERSHIP AND ABSENCE or RENTAL OBLIGATION WHERE FACILITIES ARE ON
PREMISES OF CUSTOMER ,
1. The service pipe, ~urb stop, meter, and meter box located wholly or
partially upon a c~stomer's premises are the property of the Utility.
2. No rent or other c~arge will be paid by t he Utility where the
Utility-owned serv~ce facilities are located on a customer's premises.
E. ACCESS TO PREMISES OF CYI3TOMER
1. The Utility shall ~t all reasonable hours have access to meter,
