A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM APPROVING GENERAL PLAN AMENDMENT NO.
2004-00422, PERTAINING TO THE CIRCULATION AND NOISE
ELEMENTS
WHEREAS, on May 25, 2004, the City Council, by its Resolution No. 2004-95,
adopted a comprehensive update to the General Plan for the City of Anaheim; and
WHEREAS, subsequent to the adoption of the new General Plan, staff has identified
minor errors, omissions and ambiguities pertaining to various provisions of the Circulation and
Noise Elements of the. General Plan; and
WHEREAS, pursuant to Chapter 18.68 of the Anaheim Municipal Code, provisions
of the General Plan may be amended whenever the public necessity and convenience and the general
welfare require such amendment when adopted by a resolution of the City Council in the manner
prescribed by law; and
WHEREAS, on January 10, 2005, the Anaheim City Planning Commission did hold
a public hearing to consider a General Plan Amendment, designated as General Plan Amendment
No. 2004-00422, notice of said hearing having been duly given as required by law and in accordance
with the provisions of Chapter 18.60, to hear and consider evidence for and against said General Plan
Amendment and to investigate and make findings and recommendations in connection therewith;
and
WHEREAS, the General Plan Amendment proposes to amend the Circulation and
Noise Elements of the General Plan, as follows:
Circulation Element
(a) Change the description of Scenic Expressway in the Circulation Element of
the General Plan to incorporate the Santa Canyon Road Access Points Map into the
General Plan:
"Scenic Expressway: Divided roadways that have
restricted access, serve intercity traffic, and provide
scenic vistas. This four to six lane divided facility has
a right-of--way that varies from a width of 106 to 148
feet. Weir Canyon and portions of Santa Ana Canyon
Roads are both scenic expressways. In 1966, the City
Council adopted the Santa Ana Canyon Road Access
Points Map limiting access on Santa Ana Canyon
Road from Cerro Vista Road east to Weir Canyon
Road. The Map is incorporated into the General Plan
by this reference as though set forth in full."
(b) Amend the Planned Roadway Network map in the Circulation Element of the
General Plan. The Planned Roadway Network map identifies the roadway system that
is planned to accommodate current development and future growth established by the
Land Use Element and necessary to maintain appropriate levels of service. The
following is a list of the proposed amendments:
(1) Re-designate Lincoln Avenue between State College Boulevard and
the west City limit from a Major Arterial Highway to a Primary Arterial
Highway designation.
(2) Re-designate State College Boulevard between the Riverside (SR-91)
Freeway and Lincoln Avenue from a Major Arterial Highway to a Primary
Arterial Highway; and State College Boulevard between Ball Road and
Cerritos Avenue from a Major Arterial Highway to a Primary Arterial
Highway designation.
(3) Re-designate Katella Avenue between the Walnut Street and the west
City limit from a Resort Smartstreet to a Major Arterial Highway designation.
(c) Change the text in the Circulation Element of the General Plan pertaining to
future level of service and the configuration for an intersection approach on Major
and Primary Arterial Highways:
"Future Level of Service
In order to understand the impacts of the General Plan
Land Use Plan (see Land Use Element, Figure LU-4),
a traffic analysis was performed to determine
intersections that are projected to operate at an
unacceptable level of service at theoretical buildout.
The analysis also identifies a preliminary set of
measures designed to decrease the congestion at those
intersections. The traffic analysis includes all roadway
and intersection improvements that correspond with
buildout of the City's Planned Roadway Network
(Figure C-1), and other improvements that will either
mitigate each intersection to an acceptable level of
service or will widen the intersection to its maximum
feasible configuration. The maximum feasible
configuration for an approach on a Major Arterial
highway typically includes dual left-turn lanes, two or

three through lanes and an exclusive right-turn lane.
The maximum feasible for an approach on a Primary
Arterial highway typically includes dual left-turn
lanes, two through lanes and an exclusive right-turn
lane."
2. Noise Element
(a) Change the text of the Noise Element of the General Plan to prevent noise
standards from negatively influencing the design of future residential projects located
along arterial corridors or railroad lines:
"Table N-3, State of Culifornia Interior and Exterior
Noise Standards, includes the State interior and
exterior noise standards for varying land uses. It is
important to note that the exterior noise levels are to
be attained in "habitable" exterior areas and need not
encompass the entirety of a property and that special
consideration should be given in the case of infill
residential development located along the City's
arterial corridors or railroad lines in order to achieve
an appropriate balance between providing a quality
living environment and attractive project design."
(b) Change the text of the Noise Element of the General Plan pertaining to Goal
1.1, as follows:
"Goal 1.1:
Protect sensitive land uses from excessive noise
through diligent planning and regulation.
Policies:
1) Update City regulations to adopt Land Use
Compatibility for Community Noise Exposure
and California Interior and Exterior Noise
Standards as appropriate.
4) Require mitigation where sensitive uses are to
be placed along transportation routes to ensure
that noise levels are minimized through
appropriate means of mitigation thereby
maintaining quality of life standards."

WHEREAS, at said public hearing, the Anaheim City Planning Commission did
adopt its Resolution No. PC2005-9 containing a report of its findings, a summary of the evidence
presented at said hearing, and recommending that General Plan Amendment No. 2004-00422 be
adopted by the City Council; and
WHEREAS, the Anaheim City Planning Commission has reviewed the proposal to
amend the Circulation and Noise Elements of the General Plan to redesignate certain street segments
and make various revisions to the text; and did recommend, by motion, that the City Council, based
on its independent review of the Initial Study prepared in connection with the proposed General Plan
Amendment No. 2004-00422 and unless additional or contrary information is received during the
public meeting, find and determine, based upon said Initial Study and any evidence received at the
public meeting, that no additional significant effect will result from the proposed modifications, no
new mitigation measures or alternatives will be required, and that the proposed General Plan
Amendment No.2004-00422 is within the scope of the Final Environmental Impact Report No. 330,
and that the previously-certified Final EIR No. 330 for General Plan Amendment No. 2004-00419,
which was a comprehensive update to Anaheim General Plan, is in compliance with the California
Environmental Quality Act ("CEQA") and the State and City CEQA Guidelines and is adequate to
serve as the required environmental documentation for the proposed Amendment and satisfy all the
requirements of CEQA; and that no further environmental documentation need be prepared for the
proposed General Plan Amendment.
WHEREAS, upon receipt of said Resolution No. PC2005-9, summary of evidence,
report of findings and recommendations of the Anaheim City Planning Commission, the City
Council did fix the 15th day of February, 2005, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed General Plan Amendment No. 2004-
00422 and did give notice thereof in the manner and as provided by law; and
WHEREAS, the City Council did duly hold and conduct such public hearing and did
give all persons interested therein an opportunity to be heard, and did receive evidence and reports
and did consider the recommendations of the City Planning Commission; and
WHEREAS, the City Council does find and determine that General Plan Amendment
No.2004-00422, as described above, should be approved, and that the evidence presented shows that
all of the conditions exist as set forth in Subsection .030 of Section 18.68.050 of the Anaheim
Municipal Code; and
WHEREAS, pursuant to the provisions of CEQA,on February 15, 2005, the Anaheim
City Council, by its Motion, based on its independent review of the [nitial Study prepared in
connection with the proposed General Plan Amendment No. 2004-00422, does find and determine,
based upon said Initial Study and any evidence received at the public meeting, that no additional
significant effect will result from the proposed modifications, no new mitigation measures or
alternatives will be required, and that the proposed General Plan Amendment No. 2004-00422 is
within the scope ofthe Final Environmental Impact Report No. 330, and that the previously-certified

Final EIR No. 330 for General Ptan Amendment No. 2004-00419, which was a comprehensive
update to Anaheim General Plan, is in compliance with the California Environmental Quality Act
("CEQA") and the State and Ciry CEQA Guidelines and is adequate to serve as the required
environmental documentation for the proposed, Amendment and satisfy all the requirements of
CEQA.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim that Amendment No. 2004-00422 to the General Plan be, and the same is hereby,
approved.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 15th day of February, 2005, by the following roll call vote:
