RESOLUTION NO. 78R-637
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIm ORDERING THE CLOSURE OF CAMINO
MANZANO T$ VEHICULAR TRAFFIC PURSUANT TO
SECTION 21101 OF THE VEHICLE CODE OF THE STATE
OF CALIFOIJIIA.
WHEREAS, tne City Council of the City of Anaheim has
heretofore received.petition$ from numerous residents of the
City of Anaheim res~Cing on property along Camino Manzano re-
questing that said $treet be closed to through vehicular traffic
for reasons of pUblic health, welfare and safety; and
WHEREAS, $~ction 2l10l(a) of the Vehicle Code of the
State of California,~uthorizes the closure of any highway by
action of the legis+~tive body having jurisdiction over said
highway when, in th~ opinion of said legislative body, the high-
way is no longer ne.~ed for vehicular traffic; and
WHEREAS, t11le City Council of the City of Anaheim has
heretofore conducted a duly noticed pUblic hearing and received
evidence, both oral and written, relating to the proposed closure
of Camino Manzano to through vehicular traffic.
NOW, THERttFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
1. That the ~ity Council does hereby find and determine:
a. That ,Camino Manzano is no longer needed as a con-
veyoJt of through traffic, rather such street is
need~C as a collector of residential and residen-
tial:\.y related traffic within the local community,
and the carriage of substan'tial through traffic
is inconsistent with and inimical to that use in
that such traffic detracts from the peace,safety,
gene:!!"al welfare, and livability of the residential
envi~Qnment of said community;
b. That if Camino Manzano is not closed to through
traffic, a substantial and increasing volume of
such traffic may be expected to use Camino Manzano
solely as a through street. Such volume of through
traffic is inimical to the residential environment
of the community;

That Camino Manzano is a residential street now
carrying an excessive volume of vehicular traffic;
d. That such excessive traffic is replete with hazard,
noise. pollution, speed, accidents and other rami-
fications inimical to the peace, safety and welfare
of the neighborhood in and around Camino Manzano;

That such traffic is not primarily caused by resi-
dents residing on property fronting upon Camino
Manzano but by people living on other streets using
Camino Manzano as a through way; and

That such closure of Camino Manzano would be a
proper' exercise of the police power pursuant to
Sect~on 2ll0l(a) of the Vehicle Code of the State
of California.
2. That the City Council does hereby order the closure of
Camino Manzano to t~1r'ough traffic ata point approximately midway
between Avenida Pal~era and Camino Arroyo by the installation of
a crash gate traffib type diverter or barrier at such point.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 3rd ay of October, 1978.
