A RESOLUT~ON OF THE CITY COUNCIL OF THE CITY
OF,ANAHEI REQUESTING THE BOARD OF SUPERVISORS
TO CONSOL DATE A SPEC~ MUNICIPAL ELECTION OF
THE CITY F ANAHEIM WITH THE STATEWIDE GENERAL
ELECTION BE HELD ON NOVEMBER 7, 1978, PUR-
SUANT TO ECTION 23302 OF THE ELECTIONS CODE
OF THE ST TE OF CALIFORNIA.
WHEREAS, ~ection 23302 of the Elections Code of the
State of California,.provides that an election called by a city
to submit to the el ctorate questions or propositions may be
consolidated with a,statewide election if the city at least
seventy-four (74) d~ys prior to the date of the election files
wi th the Board of S pervisors, and a copy with the County Clerk,
a resolution of the,City Council requesting the consolidation
and setting forth ~e exact form of the questions or the proposi-
tions to be voted u~on1 and
WHEREAS, te City Council of the City of Anaheim
desires to submit 't. the electorate of the City of Anaheim
propositions to ame.d the Charter of the City of Anaheim.
NOW, THE~FORE, BE IT RESOLVED by the City Council of
the City of Anaheim 1 that it does hereby request the Board of
Supervisors of the ~ounty of Orange to consolidate a special
election of the Cit1 of Anaheim with the general statewide elec-
tion to be held on ,ovember 7, 1978.
BE IT FUjHER RESOLVED that the text and form of the
propositions to be oted upon at such election are as follows
(additions are undelined and deletions are indicated by cross-

CITY COUNCIL. TERMS.
The elective officers of the City

SPECIAL MEETINGS.
A special meeting may be called

and to e h local newspaper of general circula-
tion, ra '0 or television station requesting no-
tice in iting. Such notice must be delivered
personal or by mail at least twenty-four hours
before time of such meeting as specified in
the noti . The call and notice shall specify
the time land place of the special meeting and
the busi~ss to be transacted. No other business
shall be !considered at such meeting. Such writ-
ten notiqe may be dispensed with as to any person
entitled !thereto who, at or prior to the time the
meeting q>nvenes, files with the City Clerk a
written Wlaiver of notice. Such waiver may be
given by !telegram. Such written notice may also
be dispe~ed with as to any person who is actu-
ally pre~ent at the meeting at the time it con-
venes.

PLACE OF MEETINGS.
All meetings shall be held in the
Council tambers of the City Hall, or in such
place wi in the City to which any such meeting
may be a journed, and shall be open to the public.

Section 5~1.
ADOPTION OF ORDINANCES AND
RESOLUTIONS.

! With the sole exception of emer-
gency ordfances which take effect upon adoption.,
referred . in this Article, no ordinance shall
be adopte by the City Council on the day of its
introduct' n, nor within five days thereafter
nor at an time other than at a regular or ad-
journed r ular meeting. At the time of its
introduct' n an ordinance shall become a part
of the pr eedings of such meeting in the custody
of the Ci Clerk. At the time of adoption of an
ordinance pr resolution, it shall be read in full,
unless af~ the reading of the title thereof, the
further r . ding thereof is waived by unanimous
consent ot, the Councilftl.eft members present, except
that emer~ncy ordinances shall be read in full.
In the eve;t that any ordinance is altered after
its intro ction, the same shall not be finally
adopted e . ept at a regular or adjourned regular
meeting h d not less than five days after the
date upon ~hich such ordinance was so altered.
The correc~ion of typographical or clerical errors
shall not ponstitute the making of an alteration
wi thin thei meaning of the foregoing sentence.
No order for the payment of money
shall be a~pted or made at any other than a
regular or: adjourned regular meeting.
Unless a higher vote is required by
other prov~sions of this Charter, the affirmative
votes of a~ least ~~ee a majoritY' o~the 1;.ota1.

the enactmpnt of any ordinance or resolution, or
for the m~ing or approving of any order for the
