Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Resolution No. PC2021-035 (Perez/Kring) Approved with modification to Condition No. 8, Operator shall lock the alcohol cabinets at 6:00 p.m. and added conditions of approval relating to the following: 1) Security cameras must be in compliance with City of Anaheim Police Department requirements. 2) Display of Spirits must be secured. 3) Two employees shall be on the premises at all times during project operation. 4) The gate to the rear of the building shall be locked each night after closure of the bar use. 5) The site shall be in compliance with Anaheim Municipal Code requirements before the applicant begins selling alcohol. 6) The applicant will provide plans for site landscaping at the six month inspection of the site. VOTE: 5-2 Chairperson Meeks and Commissioners Keys, Kring, Perez and Vadodaria voted yes. Commissioner White and Wolfgramm voted no. DISCUSSION TIME: 88 minutes (5:12 p.m. to 6:40 p.m.) November 8, 2021 PLANNING COMMISSION ACTION AGENDA November 8, 2021 Page 3 of 3 ITEM NO. 3 SANTA ANA RIVER REORGANIZATION (DEV2021-00203) Location: The subject properties are located within City of Orange along the Santa Ana River from approximately 1,000 feet south of Katella Avenue to 1,000 feet south of Orangewood Avenue, east of the Anaheim/Orange city boundary to the top of the western levee of the Santa Ana River. Request: A City-initiated General Plan Amendment and Zoning Reclassification to facilitate the realignment of a portion of the municipal boundary between the City of Anaheim and City of Orange along the Santa Ana River, north and south of Orangewood Avenue. Environmental Determination: The Planning Commission will consider if an addendum to the previously certified Platinum Triangle Expansion Project Subsequent Environmental Impact Report No. 339 for the Revised Platinum Triangle Expansion Project, and its subsequent addenda, is the appropriate environmental documentation to comply with CEQA. Resolution No. PC2021-036 (Meeks/Perez) Approved VOTE: 7-0 Chairperson Meeks and Commissioners Keys, Kring, Perez, Vadodaria, White and Wolfgramm voted yes.
