A RESOLUTION F THE CITY COUNCIL OF THE CITY OF
ANAHEIM MAKIN CERTAIN FINDINGS WITH RESPECT TO
THE CONSIDERA ION TO BE RECEIVED BY THE ANAHEIM
REDEVELOPMENT AGENCY PWRSUANT TO A DISPOSITION
AND DEVELOPME T AGREEMENT BETWEEN THE ANAHEIM
REDEVELOPMENT AGENCY AND MASONIC BUILDING ASSOCIA-
TION OF ANAHE M FOR THE SALE AND DEVELOPMENT OF
CERTAIN REAL ROPERTY; APPROVING THE PROPOSED SALE
OF SAID REAL ROPERTY; CONSENTING TO THE PROVISION
OF CERTAIN PU tIC IMPROVEMENTS BY THE AGENCY; AND
APPROVING THE DISPOSITION AND DEVELOPMENT AGREEMENT
PERTAINING TH RETO.
WHEREAS, the taheim R.development Agency (the "Agency D)
is engaged in activitie necessary to execute and implement the
Redevelopment Plan for .edevelopment Project Alpha (the "Project");
and ·
WHEREAS, in Older to implement the Redevelopment Plan,
the Agency proposes to ell certain real property (the "Site"), in
the Project area, pursu nt to the terms and provisions of a Disposi-
tion and Development Ag eement(the "Agreement") and which property
is described in said Ag eement; and
WHEREAS, Masotic Building Association of Anaheim (the
"Developer") has sUbmit,ed to the Agency a written offer in the
form of said Agreement 0 purchase the Site; and
WHEREAS, the r'roposed Agreement contains all the
provisions, terms, cond,tions and obligations required by State
and local law; and .
WHEREAS, Deve;oper possesses the qualifications and
financial resources nec, ssary to acquire and insure development
of the Site, in accorda.ce with the purposes and objectives of
the Redevelopment Plan;.: and

WHEREAS, AgeniY has prepared, and the City Council
has reviewed and consid red, a Summary Report setting forth the
cost of the Agreement t the Agency, the estimated value of the
interests to be conveye determined at the highest uses permitted
under the Redevelopment I Plan, and the purchase price, and made
said Summary Report ava~lable for public inspection in accordance
with the California Co~unity Redevelopment Law; and
WHEREAS, the fity Council has found on the basis of an
Initial Study that saidiAgreement will not result in substantial
changes in the Project ~r the circumstances under which the Project
is to be undertaken, th~t no Negative Declaration, Subsequent
Environmental Impact Report, or Supplement to an Environmental

Impact Report is requir,d, and that the proposed action will have
no significant effect 0' the environment except as identified and
considered in the previ~us environmental impact report; and

WHEREAS, purSfant to the provisions of the California
Redevelopment Law, the gency and the City Council have held a
duly noticed joint publ c hearing on the proposed Sale of Site
and the proposed Agreemnt; and
WHEREAS, the ~ity Council has considered all terms
and conditions of the PjOPOSed sale and believes that the
redevelopment of the Sie pursuant to the proposed AqPe" ement is
in the best interests 0 the City and the health, safety, morals
and welfare of its resients, and in accord with the public
purposes and provisions'of the applicable State and local laws.
NOW, THEREFO~, BE IT RES0LVED by the City Council of
the City of Anaheim as follows:

I. The City Coun~il hereby finds and determines that the
consideration for the s.le of the Si;te pursuant to the Disposition
and Development Agreeme$t between the Agency and Developer is not
less than the fair mark.t value of the Site ~n accordance with the
covenants and condition$ governing the sale.
2. The City Coun~il hereby finds and determines that the
consideration for sale ~f the Site pursuant t~ the Agreement is
less than the estimated!value at the highest use permitted under
the Redevelopment Plan, as set forth in said Summary Report, and
that such lesser considtration is necessary to effectuate the
purposes of the Redevel~pment Plan.
3. The City Coun~il hereby finds and determines that the
provision by the Agency.of certain public improvements to the
Site pursuant to the AgI~ement,which improvements would other-
wise be the responsibil ty of the Developer, is necessary to
effectuate the purposes of the Redevelopment Plan.
4. The City Coun~il hereby consents to the provision of
said public improvement$ by the Agency.
5. The sale of t~e Site by the Agency to DevelOper-and the
Disposition and Develop"ent Agreement which establishes the terms
and conditions for the .ale and development of the Site, are
hereby approved. .
THE FOREGOING.RESOLUTIQN is approved and adopted by the
City Council of the --Citf-' of Anah4iim this 5th day of February, 1980.
