RESOLUTION NO. 80R-IIS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM REQUESTING THE BOARD OF SUPERVISORS
TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF
THE CITY OF ANAHEIM WITH THE STATEWIDE GENERAL
ELECTION TO BE HELD ON NOVEMBER 4, 1980, PUR-
SUANT TO SECTION 23302 OF THE ELECTIONS CODE OF
THE STATE OF CALIFORNIA.
WHEREAS, Section 23302 of the Elections Code of the
State of California provides that an election called by a city
to submit to the electorate questions or propositions may be
consolidated with a statewide election if the city at least
seventy-four (74) days prior to the date of the election files
with the Board of Supervisors, and a copy with the County Clerk,
a resolution of the City Council requesting the consolidation
and setting forth the exact form of the questions of the proposi-
tions to be voted upon: and
WHEREAS, the City Council of the City of Anaheim
desires to submit to the electorate of the City of Anaheim
propositions to amend the Charter of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it does hereby request the Board of
Supervisors of the County of Orange to consolidate a special
election of the City of Anaheim with the general statewide elec-
tion to be held on November 4, 1980.
BE IT FURTHER RESOLVED that the text and form of the
propositions to be acted upon at such election are as follows
(Additions are underlined and deletions are indicated by cross-
outs) :

Section 500.
CITY COUNCIL. TERMS.
The elective officers of the City
shall consist of a City Council of five members
elected from the City at large at the times and in
the manner provided in this Charter who shall serve
for a term of four years and until their respective
successors qualify.
The five members of the City Council
in office at the time this Charter provision takes
effect shall continue in office until the expira-
tion of their respective terms and until their
successors are elected and qualified. Three members
of the City Council shall be elected at the general
municipal election held in ~prrt, t~~~~ June, 1982,
and each fourth year thereafter. Two members of the
City Council shall be elected at the general elec-
tion held in Ap~il~ ~~~ST June, 1984, and each
fourth year thereafter.

The term of each member of the
City Council~ including the Mayor, shall commence
on the first Tuesday following his or her election.
Ties in voting among candidates for-office, includ-
ing the office of Mayor, shall be settled by the
casting of lots.
Section 1300. GENERAL MUNICIPAL ELECTIONS.
General municipal elections for the
election of officers, except members of the Board of
Education, and for such other purposes as the City
Council may prescribe shall be held in the City on
the see9~ first Tuesday after the first Monday
in A~r~~ June in each even-numbered year. However,
in the ev~the state legislature h~reafter ~_
scribes ~ different day for the holdlng of the
statewide primary election, general municipal elec-
tions shall be held upor; such day in each even-
numbered year as prescrlbed for the statewide
primary election. The first such general municipal
election shall be held on the see9~ first Tuesday
after the first Monday in Apr~lT l~~~~ June, 1982.
The foregoing proposal hereby submitted shall appear upon
the ballots for said special municipal election in the following
form:

MAYOR.
The Mayor shall be a regular voting
member of the City Council. etected ~~&m ~~en

cable to members of the City Council shall be deemed
equally applicable to the Mayor as a member of the
City Council.
(a) Duties, Term and Eligibility -
The Mayor may make and second motions and shall
have a voice and vote in all proceedings. He The
Mayor shall be the official head of the City for-
ceremonial purposes. and He shall have the primary,
but not the exclusive-responsibility for communicat-
ing the policies, programs and needs of the City
government to the people, and as occasion requires,
ne may inform the people of any major change in
policy or program. He The Mayor shall perform such

by the City Council.

office of Mayor, the Council shall select a Mayor
from the eligible Councilme~ members to fill the va-
cancy. The office of Mayor shall be deemed vacant
when the person holding such office no longer holds

(c) On the third Tuesday of June
each year, ~!he City-Council shall designate-one of
its members as Mayor Pro Tempore, who shall serve in

qualifies. The Mayor Pro Tempore shall perform the

to the office of Mayor and to the offICe of member of
the City Council at the same erection. In the event
~ incumbent member of the City Council is elected to
the office of Mayor during the period of his or her
term as Council member, ~ vacancy shall be deemed
created on the City Council at the time such pe~son
takes office as Maror. Said vacancy shall be fllled
in the manner provIded in Section 503 of this Charter.
The foregoing proposal hereby submitted shall appear
upon the ballots for said special municipal election in the follow-

Shall Sections 501 and 504 of the Charter
of the City of Anaheim be amended to:
(1) provide that any person is eligible
to hold the office of Mayor or City
Council member who has been a resident
and qualified elector of the City for
a period of at least thirty days immedi-
ately before the filing of nomination
papers or the date of appointment: (2)
change the term of office for the Mayor
from two years to four years: and (3)
provide that no person shall file for
both the offices of Mayor and City Council
member at the same election?

BE IT FURTHER RESOLVED that the Registrar of Voters of
the County of Orange be authorized to canvass the returns of said
special municipal election which is hereby requested to be consoli-
dated with said statewide general election and said election shall
be held in all respects as if there were only one election, and
only one form of ballot shall be used.
BE IT FURTHER RESOLVED that said Board of Supervisors
is hereby requested to issue instructions to said Registrar of
Voters to take any and all steps necessary for the holding of said
consolidated election.
BE IT FURTHER RESOLVED that the City of Anaheim recog-
nizes that additional costs will be incurred by the County by
reason of this consolidation and agrees to reimburse the County
for any such costs.
BE IT FURTHER RESOLVED that the City Cl~rk of the City
of Anaheim is hereby directed to file a certified copy of this
resolution with the Board of Supervisors and the Registrar of
Voters of the County of Orange.
THE FOREGOING RESOLUTION is approved and adopted by the
