PROPOSED AMENDMENT TO SECTIONS 501 AND 504 OF
THE CHARTER OF THE CITY OF ANAHEIH.
WHEREAS, a special municipal election is to be held in
the City of Anaheim on November 1t, 198n, at which there will be
submitted to the qualified electors of the City the following pro-
nosed amendment to the Charter of said City:
PROPOSED CHARTER AMENDHENT
It is proposed that Sections 501 and 504 of the Charter
of the City of Anaheim be amended to read as follows:
Section 501.
ELIGIBILITY.
No person shall be eligible to hold office
as a member of the City Council, including the office of
Mayor, unless such person is and shall have been a resi-
dent and qualified elector of the City at the time such
person files nomination papers and for a period of at
least thirty days immediately before such date of filing
or appointment.
Section 504.
r,~AYOR .
The r,1ayor shall be a regular voting member
of the City Council. The provisions of this Charter ap-
plicable to members of the City Council shall be deemed
equally applicable to the Mayor as a member of the City
Council.
(a) Duties, Term and Eligibility - The
~avor may make and second motions and shall have a voice
and vote' in all proceedings. The Mayor shall be the of-
ficial head of the City for ceremonial purposes and shall
have the nrimary, but not the exclusive responsibility
for communicating the nolicies, prorrams and needs of the
City ~overnment to the people and, as occasion requires,
may' inform the people of any major change in pol~cy or
nro~ram. The Mayor shall perform such other dutles,con-
~istent with such office as may be prescribed ~y thlS
Charter or as may be imposed by the City Councll.

(b) Election of r~ayor - Persons eligible
pursuant to Section 501 of this Charter who desire to
file for the office of Mayor shall file nomination papers
for such office with the office of the City Clerk at the
same time and in the same manner as candidates for the
office of member of the City Council. At the election
for Mayor, the candidate receiving the highest number of
votes shall be declared elected.
In case of a vacancy in the office of
Mayor, the Council shall select a Mayor from the eligible
Council members to fill the vacancy. The office of Mayor
shall be deemed vacant when the person holding such office
no longer holds office as a member of the City Council for
any reason.
(c) On the third Tuesday of June each year,
the City Council shall designate one of its members as
Mayor Pro Tempore, who shall serve in such capacity for a
term of one (1) year and until a successor qualifies. The
Mayor Pro Tempore shall perform the duties of the Mayor
during any absence or disability of the Mayor.
(d) No nerson shall file for election to
the office of Mayor and to the office of member of the
City Council at the same election. In the event an incum-
bent member of the City Council is elected to the office
of Mayor during the period of his or her term as Council
member, a vacancy shall be deemed created on the City
Council at the time such person takes office as Mayor.
Said vacancy shall be filled in the manner provided in
Section 503 of this Charter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1.
That this City Council, being the legislative body of
the City of Anaheim, hereby authorizes
MAYOR JOHN SEYMOUR
a member of said body, to file a written argument for the City
measure set forth in the recitals hereof in accordance with
Section 5013 of the Elections Code of the State of California and
to change said argument until and including the date fixed by the
City Clerk after which no arguments for or against said measure
may be submitted.
SECTION 2
That this City Council, being the legislative body of
the City of Anaheim, hereby authorizes
