99-001RESOLUTION NO. 99R - 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM PERTAINING TO AN URBAN RAIL SYSTEM AND EXPRESSING PREFERENCES CONCERNING SUCH AN URBAN RAIL SYSTEM WHEREAS, Measure M, which was approved by the voters in November of 1990, earmarks Three Hundred Forty Million Dollars for an urban rail system; and, WHEREAS, the Orange County Transportation Authority (OCTA), in order to compete for Federal funding of "New Start" urban rail projects, adopted, in June of 1997, a Major Investment Study (MIS), which study established a Locally Preferred Alternative (LPA) for a elevated urban rail system, twenty-eight ,, miles in length, connecting the Fullerton Transportation Center and the John Wayne Airport; and, WHEREAS, the City Council of the City of Anaheim adopted, on April 15, 1998, a Locally Preferred Option having an elevated urban rail alignment different than that proposed in the MIS, which option includes a Regional Transportation Center and supporting clean fuel shuttle system to support the rail stations; and, WHEREAS, OCTA has subsequently identified a Lower Cost Alternative (LCA) at-grade alignment for the project having a cost estimate of approximately Five Hundred Million Dollars less than the cost of the LPA; and, WHEREAS, the Board of the OCTA has requested resolutions from the Urban Rail Corridor cities which resolutions -~- acknowledge alternatives to be taken through the Draft Envir- onmental Impact Report/Environmental Impact Report (DEIR/EIR} process and to confirm each city's preferences concerning route alignments, technology, elevation and station locations. NOW THEREFORE, BE IT RESOLVED THAT the City Council of the City of Anaheim: 1. Acknowledges that the OCTA DEIR/EIR process will include the LPS, the LCA, and a No-Build alternative. 2. Expresses a preference for the route alignment and station locations depicted on Exhibit A, attached hereto. 3. Expresses a preference for grade separations at the freeway crossings and those street intersections which are forecast to operate at congested levels. 4. Expresses a preference for elevation to be grade separated at freeway crossings and at intersections forecast to operate at congested conditions; and 5. Requires consideration of aesthetic impacts of the rail system in the City of Anaheim, particularly in the Anaheim Resort Area and the Stadium Area. 6. Requires mitigation of traffic congestion on arterial streets and highways which congestion is forecast with at-grade urban rail operations.
