RESOLUTION NO. 68R-605
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF. ANAHEIM OPPOSING PASSAGE OF PROPOSITION
NO.9 ON THE NOVEMBER 5, 1968 GENERAL ELECTION
BALLOT 0
WHEREAS, a California initiative constitutional amend-
ment known as Proposition No.9 will appear on the November 5,
1968 general election ballot; and
WHEREAS, this proposition is labeled as HLimitation on
Property Tax Rate" but actually increases the total tax burden
for 70% of California's taxpayers; and
WHEREAS, this proposed constitutional amendment shifts
schools, welfare and other so-called "people-related" costs from
the local property tax to the state tax structure, meaning sub-
stantially the sales tax and the personal income tax; and
WHEREAS, only 30% of the property taxes are paid by
single family residents, thus putting the tax shift burden for
schools and welfare squarely on the middle and low income wage
earner; and
WHEREAS, this amendment also contains alarming provi-
sions which would make it legally impossible for nearly every city,
county and special district in California to issue bonds for
public works projects; and
WHEREAS, this bond limit prOV1Slon of Proposition No. 9
would stop construction of more than 300 miles of new tunnels and
pipe lines the Metropolitan Water District needs to deliver
Feather River water to Southern California; and
WHEREAS, this dangerous and poorly worded proposition
would prohibit or limit bonds for airports, harbors, and city
owned utilities; sewer bonds, park bonds, school bonds, street
lighting bonds, and many more;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of
the City of Anaheim hereby opposes passage of Proposition No. 9
on the November general election ballot, and
BE IT FURTHER RESOLVED THAT this City Council urges the
public to beware of a proposition which fraudulently claims to be
a tax relief measure when in fact it means a tax increase for the
majority of California citizens and fiscal chaos for all those
vital public works projects which can be carried forward only
under bond financing made legally impossible by the ill conceived
terms and conditions imposed by Proposition No.9.
