Chairman Newkirk called the meeting to order at 8:00 P.Di. to
continue the diecusaion of planning problema of common interest
to both citiee, particula.rly those relating to that area located
in the county be~Yrsen p.naheim and Fullerton. He as~.ed 2ir.
Whitnall to conduct the discusaion.
Mr. Wh3tnall a3viaed the group that he had ~poken to the County
Planning Commisaion about the nropoaed pro~eets of the Anrzheim
and Fullerton Commiseiona and ~hat thay had agreed to render
every possib].e asaiatance. Mr. Whitne].l then asked Mr. Shartle
to list the materials accumulatea and thoae to be accumulated,
which are as follows:
1. Man of drainage ak~annels. In aZl appearances there ie only
one channel but in reality there are many and steps should
: be taken to preaerve the essentia].,ones.
~ 2. Topographical Map.
3. La,nd itse Map. Maps with ecales of 1° to 400~ and 1" to 200~
are needad. ,

5. Map'of soil condition, l
6. 3~reet and atreet c~edication map. There i~s yet to be deviaed, ~
as a whole, a network of atroete outeide of the .frsewa„°. The
Comraieaions.ahould seleot several north and eouth, and, east ~

7. City and County zoning maps. City zoning protects the city ~
but the property across the bounc~ary line in the coeznt~ 3s ,
unprotected. The County can zone and gine protection but to = 1
be efYective both eides of linea must be atudied as one unit..: ~

school districts in this area.

i Mx. Whitnall made the follo~r±ng suggeations:

F a. That the County Planning Chairmsn ar eome member oY the
County Planning Commission be invited to at~end the
, next meeting; alao, that the County be asked to cooperato
in furniehjng some of the information reaulred.
b. That the Anaheim Commiesion with the assistanee of Mr.
Shartle aould gather the required information and the
Fullerton Commission could have the maps prepared in
the officea of the City Engineer of Fullerton.
c. That a maeter plan of atreets in the county ax~eA be
~I prepared and adopted ae soon as voesible.
Mr. Summera recommended that the Commissions formulate a concrete
plan an3 then take it to the. v'ounty Planning Comm3saion and ask
for their cooperation.
hir. Grafton suggested tha~t a member from each city planning
commiseion be appointed to work with the City En~ineers of the
two cities in preparing the neaessary information and that the
County Planning Commission be asked tio appoint a member ~rom
their group to work on this committee.
In the general discuesion that followed Mr. Hapgood reported the
P.nr~heim Commiasion requires four foot sidewalka on all stxeets;
also that the~ hava zoned aome areas to require a minimum lot
area of 9Q00 square f'eAt with 75 ~oo~ minimum frontage.
The question of a common boundary 11ne between the two citiea was
raised by Mr. kapgood. rir. hiltsanEx~ x~esponde4 au~,ga6tir.g a
line 300 feet south of Orangethorpe Avenue from Dale Avenue ~o
Placentia Avenue excepting at Spadra Road and stated he felt the
utility lines should be one of the determi.ning factors and that
Fullerton has water lines along Orangethorpe but that the street
ltself should r~~ be the div?d±r.g ~.ine, Mr, Hapgood renorted
that ~lnaheim, toor had aor~e utilities on Oransethorpe Avenue.
Mr. Whitnall advised that existing utilitiea should be taken into
oonaideration and that there enould be no stra~dl~n~ of taxation
in eatablishing a common boundary 1?ne between the to~o cities.
