MINUTES The Minutes of the Regular Meeting of October 1, 1956, were approved
as printed.
VARIANCE PUBLIC 1',EARING. PETITION submitted by MRS. ETHBL G. SPEZIA, 712
N0. 637 North Pine Street, Anaheim, California, as Owner, SLECTRA MORORS
INC., 1110 North Lemon Street, Anaheim, California, as Authorized
Agent, requesting permission to use the pro;?^rty at 1002 Nor+`h Los
Angeles Street for a portion of their manufacturing facilities. The
property is presently classified as C-2, GED7ERAL-C0.4ASERCIAL and it
is presently being used for the manufacturing and repairing of Ice
Machines and General Refrigeration Services.
Mr. Morris, as representative of Electra Motors, appeared before `
the Commission and stated that he believed that everything they
were requesting was covered by the application and that all opera-
tions would be in the building and off-street parking would be pro-

Upon a motion by Commissioner Schumacher, seconded by Commissioner

AND ASSOCIATES INC., 4921 Durfee Avenue, Pico, California, as Autho-
rized Agents, requesting permission .to erect a Service Station at
the Southeast corner of North East Street a~ Romneya Drive. The
property is presently clsssified as C-1, NEIGHBORF:JOD-COMI~RCIAL.
Mr. Carter, as representative of H. R. Lovett and Associates, appeared
before the Commission and stated that the application covered the
proposed use of the property. Mr, and Mrs. V. T. Caruso, 1235 Bast
Romneya Drive, stated that the subject property was zoned for C-1,~
NEIGHBORHOOD-COMMBRCIAL and it was expected that small neighbor-
hood stores would be erected on the property. It was their feel-
ing that a gas station was neither necessary nor suitable at this
location. They presented a petition signed by 22 property o~,rzers in
the area, objecting to the erection of a gas station. Mrs. J. C.
Glick, 1239 Bast Romneya Drive, also voiced her objection to the
service station. THB HBARING WAS CLOSBD.
Upon a motion by Commissioner Auest, seconded by Commissioner Gauer,
and carried, it was voted that by RESOIlJTION N0. 72 - BERTHS 1956-
57, Variance No. 638 be denied for the reason that it is presently
zoned as C-1, NEIGHBORHOOD-^,OMMHRCIAL and that a C-3, HBAVy-COhatER-
CIAL use is not required in the area.

VARIANCE PUBLIC HEARING. PETITION submitted by the Ct7UN7"1 OF ORANGE, Court
NO, 639 House Annex, Santa Ana, California, A. S. KOCH, Orange County High-
way Department, as Authorized Agent, requesting permission to es-
tablish a County Disposal Station by a cut and cover system. Legal
Description is long and reference is made to the original app13-
cation is the Pile Polder,
Upon a motion by Commissioner Thompson, seconded by Commissioner
Gauer, end carried, the Secretary was requested to stipulate as to
the accuracy of the description due to its great length. The
Secretary did so. Mr, A, S, Koch, appeared before the Commission
and requested permission to place a chart on the wall showing the
proposed sites Q*! (-`ro~nty Mnnr~g, A11 pf there dnmpa wnrn n7sagifinA
as Number 2 dumps, that is, there will be no garbage, trees and tree
stumps allowed sad there will be no burning in the dump. The dump
would be operated as a cut and cover type. He stated also that the
property as outlined in the description was under condemnation pro-
ceedings because the County and the owners were unable to agree on
a purchase price. The County operates these dumps for the conven-
ience of the cities in the County and they are kept open 7 days a
week for any resident to bring trash for disposal. If this par-
ticular site is not used it would cause the City of Anaheim to go
to site Number 6 which is in La Habra and would necessitate a six
mice haul in each direction. It is the purpose of the County to
try to provide reasonable distances for the City b travel to disc
pose of their trash, thus giving the beat possible service for
she taxes collected, If the distance is great, it would mean
possibly doubling the number of trash trucks which the City tsasld
have to buy and maintain, Another ai#e under consideration, known
as Number ? along the Santa Ana Rivee Bottom has been ruled out
due to the fact that there might oe p,,llution of the underground
water system. The site, after being filled, could be used for a
park or a similar use, The question was asked how long it would
take to fill up the proposed dump site and Mr, Koch stated that
3~ to 5 years would be a guess, but purely a guess due to the in-
crease of population in the various cities and other reasons. It
is expected that access to the dump would be from Stanton Avenue
rather than from Lincoln Avenue. No negotiations have been made
as yet for the access road from Stanton Avenue, pending the out-
come of condemnation proceedings. THB HBARING WAS CLOSED.

FREEWAY the City Council to start action to request the State Highway
Department to designate the Santa Ana Preewaq as a Landscaped
Freeway, With this in mind, a motion was made by Commissioner
Gauer, seconded by Commissioner Auest and carried, that the Commis-
sion start action to request the City Council that the Santa Ana
Freeway be made a landscaped freeway.

SANTA ANA FREEWAY BB CHANGBD PROM A FREEWAY TO A LANDSCAPED FREEWAY
WHEREAS, The California State Department of Public Works, Division of Highways,
is actively engaged in the development of a Freeway within the citq limits; and
9IIiEREAS, Landscaped borders have been and are customarily provided by the Cali-
fornia State Department of Public Works, Division of Highways, adjacent to Freeways

said areas; and
WHEREAS, The Director of Public Works, Department of Public Works, State of Cali-
fornia, did by written order on the 21st day of June 1951, direct that no recommen-
dations shall hereafter be made to the California Highway Commission for an allocation
of funds, and no funds shall be expended for any Preeway in a Metropolitan area (other
than erosion control and bank protection) unless and until the local governing body
having jurisdiction in the premises has adopted an ordinance prohibiting the location
of advertising displays within view of such Preeway or sections thereof to be land-
scaF~ed; and
WHEREAS, The Landscaping of the Preeway in the City of Anaheim should be encour-
aged by the enactment of legislation in the interest of the Public Safety and Welfare,
as recommended by the State Department of Public Works, Division of Highways, and in
order to protect Landscaped Freeways.
