Baker, 812 Irving Place, appeared before the Commission ns /~uthorized Agent for the Anaheim Congregatioa of Jehovah°s Wit- I •nesses, Incorporated, and stated that he understood a petition had been filed by pxoperty owaers in the area protestiag the graating of this variaace, for the reason that their properties would be devaluated by the zntrusion of this uae. He stated that in taiking with appraisers ans realtozs~ they do not believe that a church devaluates adjoiniag properties. He stated that the people most vitally affected would be thoA: an Pann Strest, whose rear yard would back up to the church property, and they propoae to erect a stona or cement block wa11 that would protect these properties from any noise or glare from h~:adlights. He also stated that their principal evening meetind during the week ie on Priday night, and that this is over by 9;3~ p,M. Mr. Baker went into deteil 3a des- cribing the building to l~e erected~ stating that it would be ve=p presentable from Orange A.yenue, with a stone front, and with parkiag on the sides and rear of the property. Mr. Paul B, Clark, 1760 West Orange Avenue, apr, eared beEore the Commission ia oppositioa to the granting of the .~ariance, ca the grc~:.ds that the area was eom- posed of all single familq residencea a~d that there would be oaly a narrow entrance into the church parking ir,t, and that there would probabl.y be parkiag along the street aise. He alsn stated that he was not opposed to a community church in Lhe area, but they appar- Patly had no members in the immediate vicinity who vmuld be attending thia church without driv3ng to it. Mr. Don L. Raworth, 1790 West Orange, stated that the shape of the parcel was not auitable for a church, and that he had been connected with 4he eatablishment of three churches, and a parcei slightly under an acre was not large enongh for this use, especially in an area where there might be a devaluation of homes. He stated that the homes in this area run between $20~000. aad E21.000 each in vaiue. -1- G ~ $: ___._._____- --- __ ._ ~ ~, ~ ~ ._ _ _ . __ -- --.___--- -.. ____ ..__--. „, I Y ~ ~~ ' ~ ~ ADJU[?g,*Lp aEgJLl4R 1kBSPING, CITY PLANNING CONAfISSION, APRIL 21, 1958, CONf'D: yAR7llI~1C$ I~iO. 948 - Nr. Ray Coada~ 5~? Faan Street, stated that his home had a rear (Coxitianed) liviag room and pa.tio, which would bact up to the church property~ affi that he purchased the property with the expectation that after 8 p.M. in the evenings he could have privacy. He stated that al- though they stated 9:30 P.M, was the closing hour, aothing could prevent them from running until 11 P.M, or later. Mr. Louis Humphery, 1772 West Orange, stated that the realtors told him there Nou2n certaialy be a property dEVaiuation in the area if a church - rieze permitted. Mr. Sam Snodgrass, 1779 West Orange, gtated that he purchased his psoperty while it was still in the couaty~ aad ' that the developmeat that has taken place since that time has oniy ' been single familq residences. : reciassification of this particu- lar propertq for R-3 was recently requested, and this use also was protested by the residents in the area. Mr. J• H. Stroh, 505 Pann Stzeet, stated that all the property owaers except one on Fann St=eet backing up to thia property are opposed to this use on , accovnt of loss of privacy, as they all have iiving roams a# the rear of their dwellings. Mr. Saker was given the priviler,e of aasrering the argumeats presented by the opponents to tY.is use of the property, and stated that the parking rec~uiremeats were suff i- cient aad that the rules of their. church limit the nusner of people to approx3mately 150 pes church. This obviate~; the necess- ity of building a big church when any of their parisaes reach about 150 people, then they begin to find a new site. The driving in and out of the parking lot of 35 cass maximum would be within a period of probably 30 miautes, so t hat the traff ic in and out would oniy be an occasional car, as services are held at 3 O'Clock in the afte=nooa aad ?:15 at night. He reiterated the stateQeat that he did not think that ihe church bui~ding would devaluate surrounding propertiea; and thst in the~r survey of the area, they believe that this 2ot is large enough to meet their requirements.
