Mr. Rex Coons appeared before the Commission with re~ard to
Variance No. 1041 and stated that he had redrawn the plans, leav-
ing out the proposed apaetment units over the store b~silding,
and found that it was not feasible to bring the building up to
the Lemon Street frontage, as by so doing, the corner view wouid
be obstructed, causing a bad traffic situation; also, the appli -
cant would not be able to utilize the present store building.
As laid oud~ now, there will be 16 parking spaces for cars on the
property, which will meet the reauirements of the code for ~-1
NBIQiBORH00B COMt~RCIAL. He also stated that this is a neighbor-
hood store, and a great deal of the traffic to and from tbe store
is on foot. No one appear~~ in opposition to the granting of

Upon a motion by Commissioner Mauerhan, seconded by Commissioner
' DuBois, and carried, it was moved by Resolution No. 85, Series
1958-59, that Variance No. 1041 be granted, sub;ect to:
1. The erection of the htilding in accordance with the plans
presented.
2. The dedication of iG feet to tae City of Anaheim for the
widening of the ailey.
3. That the Lemon Street opening be limited to ingrees only,
with exit to be to A'orth Street.
4. Improvement of alley.

there being no other changes indicated, it was the feeling of
the Commission that the original recommendation to the City
Council should stand as presented. Therefore a motion was made
by Commissioner Morris, seconded by Commissioner Mauerhan, and
carried, that by Resolution No. 86, the west 2G6 feet oi the
north 200 feet of Lot 1 in Block "A" of Tract No. 13 as shown
on a map reco=ded in Book 9, Page 12 of Miscellaneous Maps,
records of Orange County, be recommended to the City Council
for change from R-2, RBSIDHNfIAL AGRICULTURAL to C-1, NHIGHBOR-

Mrs. John Weber, 514 Aron Street, appeared before the Coa~mission
opposing the granting of a Special Use Permit for this Church,
and presented a petition containing 16 names af property owners
in the area. Their petition stated that " The Presbyterian
Church is presently under construction at the corner of Orange
and Magnolia Avenue. This Church, with others in the area,
should be sufficient to provide religious inte:ests for the
people in the area. T'~:~ placing of two churches side by side
will present a serious traffic condition on Orange Avenue and t5e
adjacent streets, Aron, Roven, Gain, and Velare, will bear more
traffic than we believe is fitting and desireable for our
community. In planning schools, shop~ing centers, etc., these
are placed strategically so that there will be no dupiication of
services rendered in the area; and churches shouid also be con-
sidered and planned similarly to sthools."
The Reverend Charles F. Wichner appeared for the Gcspel Crusaders
ana stiazed tihat their Church would not interfere with the
Presbyterian Church. The Presbyterian Church faces Magnolia
Avenue, and their Church will face on Orange Avenue. He also
stat;;d that they purchased this property while it was still
possible to put a church in the R-A zone, but now, with the
Or9inance changed, they find they must have a Special Use Permit.
The congregation at the present time wi11 run 125 to 150 with
a possible maximum of 500.
A gentlem~n appeared for the Presbyterian Church and statecl that
the 1~ acres proposed to be used for this chur~:h does not
appear large enough, and there probably would be parking on ad3acent
streets. The traffic flow from the Presbyterian Church will be
entering from Magnolia Avenue and leaving from Orange Avenue very
near the proposed exit driveway from the Gosgel Crusaders' Church.
It was also brought out by this representative that in the
Ministerial Association of Churche~, it has been their custom to
establish churches at one-mile separations.
The Reverend Mr. Wichner again appeared before the Commission
and staied that rhey nave 4 acres in ihe parcei, and pian io seil
the rear 2 acres. THE HEARING WAS CLOSED.

Inasmuch as this property was purchased before a ban was placed
on churches in th? R-A zone, there was a feeling on the part of i
the Commission that there might be an obligation involved. :
Thereupon, a motion was made by Commissioner Thompson, seconded
