Eo Skilling appeared for the Northrop Corporation and ~tated that the present request was for the underground testing and laboratory of countermeasures, rockets and related operations. Mr. Skilling described the countermeasures rockets as a decoy rocket of small type 3 to 5 feet in lengti~ and 4 to 5 inches in diameter. I'he propellant is not explosive, but inflamable and is started with a detonator. There will be 4000 square feet in the complete set of buildings which ~vill be underground. One building will be used for the storage of 900 pounds of propellant and not over 100 pcunds of detonatcr capso These tests w311 be static and fired in a building underground and all tests will be conducted under the safety requirements of Army Ordinance and ±he State of Californiaa The noise created at the sitz w3.11. be zoproximately 65 decibels which is about the sound of a truck going by on a highway. At the frontage on Orangethorpe, the noise would cotisiderably less than 85 decibelse These tests will be periodic and not continous, as different propellants are teated and formulae revised from time to time to obtain greater efficiency.
