Mr. Ken Wines representing the High School District was present
and stated that they were requesting permission to;locate these
schools at the above locations.
Commissioner DuBois'made a~wotion to approve the school sites.
This motion was seconaed by Commissioner Allred, and carried.
VARIANCE No. 1246-PllBLIC HEARINGo PETITION submitted by MRS. GERTRUD;3 HOWELL,
956 Ha.npstead, Anaheim, California, requesting permission to
OPERATE PROFESSIONAL AND BUSINESS OFFICES IN A HOME on the property
described as: A Parcel 60' x 110' with a frontage of 110' on
Ball Rd. and located on the northeast corner of Ball Rd. and
Hampstead St., also described as 956 Hampstead. The property is
presently zoned R-1, SINGLE FA!:~1LY RESIDENTIAL.
There were three letters presented which opposed this Variance.
Mrs. Howell, the applicant, was present and read two letters from
neighbors who were in favor of it. She had first planned to live
there and have a business in the home, but the noise from the traffic
made it unahle for them to sleep. Rehind,a Church is being built,
and at West and Ball a Variance was granted for a Hotel. Pictures
were in the file of hoN the sub~ect property looked before and another
one showing the improvements which were put in after Mrs. Howell
purchased the property.
Mrs. Howell etated there wou!.d be plenty of off-street parking,using
the garage and land behind the garage.
Evelyn Witzke, owner of 932, 937, and 952 Hampstead spoke opposing this
Variance. She had nothirig to say against the letter written by
Mrs. Weeks, but she felt the letter coming from the property located
on the corner of Chateau was quite a distance from the subject
property. She felt that if this request was approved it would open
a way to granting more businesses in the area. She brought up that
along in this area the City has landscaped and further .along on Ball
they have apartment houses beautifully landscaped, and there isn't
any business.

It was also brought up, that corner was never an eye sore,the former owners;
maintained it 3ust as nice as you would~ever want.
There were 12 people in the audience opposing this Variance.
Mrs. Howell again spoke and stated there was a nursing home and also
a home for retarded children in the area. She also said she does not ~
plan to put up big signs or flags.
Mrs. Blaser of 936 Hampstead, said if this was approved they would want ~
a photographers business in their home but they don't want Variance No. lZ4E;
to be approved. She also mentioned you would never know that there is a '
nursing home operated in the area. ''
Mr. Rowly represented the owners of the home for the retarded children ,~
and spoke against this request.

Commissioner Mauerhan stated it hasn't been too long ago since a
request for practically the same idea -- to use it for business -- +
we !-ad the deyeloper of the tract, he was opposed to it. Our ,
decision at that time was to leave this property as R-1.
Commissioer Mauerhan offered Resolution No. 267, Series 1959-60,
and moved for its passage and adoption, seconded by Commissioner
DuHois, denying Variance No. 1246.

Mr. C. Frank represented the applicants and also the two representativel; ~
of U. S. R~bber Co. were present. '
Mr. Frank first brought out that ttiere was an error on the notice,
he said there will be no recapping done here. (Actually the error
was in the application.)
Mr. C. Patta who lives half a block away spoke against this request,
he felt it would be a traffic hazard with so much school traffic, ;
he felt this type business should go in the location of service ~
station and~or used and new car sales. ,
Mr. Inkster, who lives next door to the sub3ect property was in
favor of it, he said a business of the same type is almost across
the street from the Catholic School and he didn°t think it bothered
the school traffic. He said we feel that it would be a benefit to
us and also the City of Anaheim.
Mr. Tardy Jr., spoke in favor of the Variance as far as the traffic
problem, he said when the busses are moved the traffic moves freely.
THE HEARING WAS CLOSEDo
Commissioner Allred stated because of the closeness of the schools and
the tra:fic pattern he felt it would be a wrong place for this
operation.
Commissioner Marcoux felt that this corner should be developed and
that this would beall right Eor the corner.
Commissioner Allred offered Resolution No. 2G8, Series 1959-60, and
moved for its passage and adoption, seconded by Commissioner Mauerhan
denying Variance No. 1247.
On roll call the foregoing resolution was passed by the following vote:

Commissioner Mungall offered a resolution to grant Variance No. 1249~
seconded by Commissioner Hapgood, however, when the requirement of
20° landscaping setback came up, it was found that these plans
did not show this.
Commissioner Mungall made a motion to withdraw his motion~ seconded
by Commissioner Hapgood, and carried. ,
Commissioner Mauerhan made a motion to hold this Variance over
until they presented plans showing a 20° ~.andscaping setback, this
motion was seconded by Commissioner Allreo, and carried.

neighbors who are in favor of the request. The home will be
remodeled and will be used for class rooms.
Mr. Tom Pringle, represented four others, asked how it might
interfere with using the Hater pump.
Mr. John Stive said that Mr. Mauerhan said the pump would be
left there for the irrigation of the groves. It was said
Mr. Mauerhan had said there was a deed made to that pump.
Mr. McClure, also spoke for Dr. Falk, he was opposing the
Special Use Permit.
Mr. Stully who is a member of the Church Board spoke in
favor of it. He stated the whole area where the pump is,
is designated for parking we have an entrance and exit
which will be easily gotten into and out of. He said they
really didn't know how long it would be before construction
would begin. We are no't going to move into it half way done.
Commissioner Marcoux asked if they would ob~ect to putting ~
a safety protection around the pump house? We could put
a chain link 6° fence around the pump house.

The building inspector went through and sai~ that the building j
was very strong and that the upstairs could take care of 3•
50 children.

Mr. McMahon stated the lcts that are proposed R-l,the intentions,
