REGULAR MEETING OF THE CITY PLANNING COMMISSION
- A Regular Meeting of the City Planning Commission was called to order
at 2:00 0'Clock P.M. by Chairman Gauer, a quorum being present.
- CHAIRMAN GAUER, COMMISSIONERS Allred, DuBois, Hapgood, Marcoux,
Mauerhan, Morris, Mungall and Summers.
- None.
- The Minutes of the Planning Commission Meetings of June 6, 1960, June
20, 1960, and June 27, 1960 were presented to the Commissioners and
will have any correc~ions brought up at the Meeting of July 18, 1960.

this time.

moved for its passage and adoption, secondpd by Commissioner Morris,

Commissioner Hapgood made a motion to approva Tentative Map of Tract
No. 3812, seconded by Commissioner Morris, and carried.
RECI.ASSIFICATION - PUBLIC HEARING. PETITION submitted by A. B. and G. S. Carmichael,
NJ. F-60-61-3 Grand Avenue Station, Elsinore, California, requesting that the property
descrihed ass a parcel 107 feet by 120 feet with a frontage of 120 feet
on Winston Road and located on the southeast corner of Winston Road and
Iris Street, be reclassified from C-1, Neighborhood Commercial restricted,
to C-1, Neighborhood Commercial unrestricted.
Mr. Harbor of Iris Street spoke against this reclassification, stating
there is to be a school close by and the safety of the children will be
insecure. Mr. McPherson stated that there were to be deed restrictions
on the land, and that it took the attorney's office two years to prepare
proper restrictions to apply to property. Mr. Carmichael applied far
a reclassification.
Commissioner Morris moved that this reclassification be hQld over to
the next regular meeting, with the provision the attorney's office
gives a full report on it. This motion was sec.onded by Commissioner
Hapgood and carried.
RECLASSIFICATION - PUBLIC HEARING. PETITION submitted by Euclid-Ball Company, 166 East

cribed ass a parcel located on the west side of Euclid Avenue between

3840, sub~ect to the recommendations of the Interdepartmental Committees
a. "NOT A PART OF" at northwest corner to be a lot in the subdivision
or right of way and easements and improvements be provided fronting
"NOT A PART OF."
b. All cul-de-sac lots within Subdivision shall have 15-foot set-back.
The frontage shall be 60 feet measured at this 15-foot set-back on
a perpendicular line to the radial bisector of said lot. The 60
feet shall be measured on same line.

CONSIDERATION OF - There was much discuseion relative to the differences between a Post
POST OFFICE IN Office Substation and a ma~or Post Office and the.merits of each in a
C-1 ZONE C-1 Zone. There was no question on the part of the Commission that a
5ubstation would be harmonious with other permitted uses in Such zone.
It was moved by Commissioner DuBois, and seconded by Commissioner Hap-
good, and carried, that Resolution No. 1, Series 1960-61 be adopted,
recommending to the City Council that Post Offices be considered an
allowable use in the C-1, Neighborhood Commercial Zone, and so placed.
STUDY OF 60 FOOT - A map was presented to the Commission showing the 60 foot Parking-
P-L~ PARKING AND Landscaping 2one areas. Mr. Reese stated this zone should have uniform
LANDSCAPING AREAS standards. The preaent minimum is 20 feet of Landscaping and rear 30
feet may be used for parking purposea,or a total of 50 feet. He also
otated there is a P-L 2one on aome commercial property along Vermont,
Lemon and Los Angeles Streets, and no P-L on othea commercial land.
Mr. Reese presented the following items for the Commission's conaidera-
tions
1. Rescinding of all 60 foot P-L except East Street, North of South
Street.
2. Clarify P-L Zone.
Discussion was held on amendments to P-L Zone. The ~ommission instructed
the at~orney to prepare resolutions for coneideration at the July 18
Meeting.
