RECDMMENDATIONS Service Station Site Development Standards -
'. Amendment to Section 18o08a330, Chapters 18a64, 18,40,
and 18e48 and deletion of Section 18o08e720~
Chairman Mungall asked that representatives of the service station operators review their
various objections to Resolution Noe 832, Series 1963-64, and the proposed revision to the
definition of a service stationo
Mr. Ralph Clark, representing the service station operators, appeared before the Commission
and together with the Commission reviewed the definition of service statione Items under
question wer~ the elimination of "exchange" in the installation of brake shoes; insertion
of "steam cleaning" in reference to washing, polishing, and waxing; lubrication items being
permitted in "movable or enclosable cabinets or racks"9 instead of fixed enclosable cabinets;
permitting two-wheel uncovered utility trailers "provided that said trailers shall be backed
up against a solid fence or masonry wall a minimum of 30 inches in height, said fence or wall
shall be complimentary to and integrated with the materials and design of the service station"o
Mr. Clark stated he was in agreement to the requirement to remove outside display in order
to beautify the City, but he would only agree to this if other businesses were also required
to do so, since the service station operators felt they were being discriminated against by
singling thom out for cleanup purposesa He further stated that the service station operators'
association would do their own policing in the maintenance of any requirement stipulated to
by the City.
For clarification, Zoning Coordinator Martii~ Kreidt asked whether anything would be displayed ~
on the pump islands and if this merchandise would not be-~n racks, since a*_ a meeting with
Mayor Coons, the rough draft approved stated enclosable cabinets, but later it was not clari- ;
fied this way. It was then agreed these might be in enclosable cabinets or racks,
Mr~ John Tougy, one of the service station operators, stated that tires were displayed in '
racks throughout the United States, and that these racks had casters on the platform and
could be rolled from the service station daily and were used for display of new tires, but ~
that used tires sometimes were also displayed, ~
Deputy City Attorney Furman Roberts inquired whether these were used tires as such or re~on- '
ditioned tires. Mr. Clark then replied that the tires were retread tires and quite different
from regular used tires, some even having the appearance of new tire~o
In response to questioning by Commissioner Pebley as to the exact accomplishment of the ~
comrtlittee meeting for a revision to the resolution originally approved by the Commission, ~
~lr. Clark stated that partially repai.red cars could not be stored on the premises, most of
the;repair work was to be accomplished inside the building, the display of inerchandise other
than that pertaining to the opzration of a service station was eliminated, and that the
general appearance of a servics station would be upgradedo

Coia~ri~ssioner Gauer stated he was.not in favor of service stations doing repair work if
located in a residential area~ particularly in a single-family area, and if this were
accnmplished, then service stations would be an intolerable use and detrimental to the
li~ving environment.of the residents,.that many repair jobs would create ~ noise and dust
factor in ciose proximity to these homes, and inquired whether any opposition had been
v~ced by the regular garages which do a great deal of automotive repair worke No evidence
of:~ppositian had.been.natedo.
Mi~. Clark stated that many of the mechanics owning service stations had been •trained by
the different automobile companies, and were quite capable of performing first-class
repair services comparable ta any af the regviar garages, ar.d as far as ths zone in which
the~station was located, this was not the operator's fault, but a use granted by the Citye
Mx:•:Clark further stated that the president of the Independent Garage Owners Association,
Mr::tienry Sorenson, attended the public hearing before the Council, and at that time did
no~ voice any opposition to repairs being made by service station operatorso
The..Cammission discussed havin.g a fixed cabinet for basic tire displays, then lias:t the
moYai~le tire ~display to three or four tires near the pump island and permit additional
diaplay racks near the service station buildingo
Comm3ssioners Camp and Pebley expressed the opin~on that nothing was really accomplished
by rewriting the definition of a service~station, that the few changes made were not at
all~beneficial to the.City in their 9oals to standardize the service station operations,
and:make~them more acceptable to their neighbors. •
Disaussion was held as to the requirement of the enclosing of the utility trailers since
theAe would not be seen by the general publice The Commission felt that something should
be required to discourage their being stores on vacant land adjacent to the service station
as had been done in the past, and it was finally resolved that a fence or wall a minimum
of 30 inches in height be permitted provided that it is so constructed to be compatible
witn the materials and design of the service statione
Commissioner Perry offered Resolution Noo 992, Series 1963-64, and moved for its passage
and.adoption, seconded by Commissioner Camp, to recommend to the City Council that the
definition of a super service station in Section 180080720 and of a filling station in
Section 18.08.330 be deleted, and that, in lieu thereof, Chapter 18008, "Definitions" be
amended to define an automobile service station as indicated in discussion. (See Resolution
Booke)

Discussion was then held regarding amendment to Section 18a40s010, that other cities required
that service stations be located a given distance from any residence, and after making a
reasonable comparison to the desired distance for service stations in the City, it was agreed
that 75 feet from any R-E, R-0, R-1, R-2, R-3. Zone or a residential structure be included
It was also noted that the new commercial zones bsing written would clearly define an auto-
mebile garaae or trailer rental oueration, and service stations would be permitted by right
in the C-1, Neighborhood Commercial, Zoneo
Commissioner Gauer offered Resolution No. 993, Series 1963-64, and moved for its passage
and=adoption, seconded by Commissioner Perry, to recommend to the City Council that Code~
Section 18.40.010 be amended by the addition of the following, "(31) Automobile Service
Stations, limited to those sites located at the intersection of two ma3or (120 feet),
primary (106 feet), or ;econdary (90 feet), except where located within 75 feet of an R-E,
R-0;; R-1, R-2, R-3, or a residential structure, highways as designated on the Circulation
Element of the General Plan. All stations shall be developed and maintained in accordance
with adopted servica station site development standards". Further that Section 18.48a010(24)
and.18.48.010(1-a) be dsleted< (See Resolution Booko)

basls the reclassification of a11 service stations now in other than the C-1, C-2, or C-3

C-1; Neighborhood Ccmmercial, Zone, 1:~^ited to service stations only. It was further
requested that this request was ma,.•• :~~ the presence of the service station operators'
representatives, to eliminate any pt• sible confusion at the time said initiation of their
