PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC 2iEA,RINGS
1. The proponents in applications which are not contested will have five
minutes to present their e~•idence. Additional time will be granted
upon request if, in the e,pinion of the Commission, such additional
time will produce evid~rce important to the Commission's
consideration.
2. In contested applications, the proponents and opponent will each be
given ten minutes to present his case ~znless additional time is
requested and the complexity of the matter warrants. The
~~:~_~~ Commission's considerations are not determined by the length of time
a participant speaks, but rather by what he says.
3. Staff Reports are part of the evidence deemed received by the
Commission in each hearing. Copies are available to the public prior
to the meeting,
4. The Commission will withhold questions until the public hearing is
closed.
5. The Commission reserves the right to deviate from the foregoing if,
in its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Flanninq Commission for review in
connection with any hearing, including PY~otographs or other
acceptable visual representations of non-documentary evidence, shall
be retained by the Commission for the public record and shall be
available for public inspections.

allowed to speak on items of interest which are within the
jurisdiction of the Planning Commission, and/or agenda items. Each

OPPOSITION CONCERNS: Privacy, property values, 3-story structure, traffic
and density.
PETITIONER'S COMMENTS: 50-foot setback, heavily landscaped 25 foot area.
Balconies on the north and east; four assigned parking spaces would not be
assigned and will be nor guests; willing to redesign roof and reduce
height to 27 feet, which is about two stories.
COMMISSION COMMENTS: Suggested totally subterranean parking; windows on
the east. Suggested terracing building up away from the single family
area; parking to meet Traffic Engineer's approval, and suggested he meet
with neighbor before bringing back revised plans.
STAFF: Traffic Engineer felt security gates should be installed, could
have major impact and means revision of plans, probably would lose some
parking; also have to provide turn around area so people would not have to
back out when they cannot get in gate.

OPPOSITION CONCERNS: Traffic; safety of day care students; residents who
live and work in Anaheim should get more consideration than develapers•
from out of the area; apartments denied on this same property, motel same
thing as apartments; glut of. motels and hotels in area, if allowed, will
open the area to more similar requests; not beneficial to neighbors, crime
problems on Ratella would slip over into this area; petition with 50
signatures opposing request submitted; residents getting tired of
apartments being permitted in their area, just being e~~errun with
apartments. Just received notice and asked staff to see if cards could be
gotten to residents earlier. General Plan calls for commerical office
development in that area; not a motel, but an apartment complex, and would
be rented as apartment if it cannot be rented as motel. Don't want
commercial development in their neighborhood; would cause noise, traffic,
crime, etc.
PETITIONER'S COMMENTS: Not far from convention center, not apartment, not
a market for commercial office building.
COMMISSION COMMENTS: (McBurney) Wrong location, should be commercial
office development, set precedent; (Herbst) wrong location, is an
apartment complex; (Messe) not right location, trash bins 5 feet from
residential property lines, and recreation area next to residential area,
