PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in•. applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's considerations
are not determine6 by the length of time a participant speaks, but rather
by what he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meet_nq.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for tY.e public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be
,r'~ allowed to speak on items of interest which are within the jurisdiction of
the Alanning Commission, and/or agenda items. Each speaker will be
~ allotted a maximum of five (5} minutes to speak.

the owner has spet~.it so far on this project; the number of parking spaces
provided is more than what is required for the project; the Jacuzzi is to
help promote the units.
Opposition's concerns: Person next to proposed condos does not want a
2-story next to him; submitted list to Commission with signatures of those
that do not want all the variances requested; no street parking; not a
good use for this land; parking waiver is a problem.
Commission's concerns: Has done a fine job on reducing the density; couli
use 3-5 trees between the project and the neighbors rather than just the

Opposition's concerns: Opposed to high density of the property; too many
people in san;P area; does not want pool next to his property line.
Commission's concerns: This property .gas some before the Commission many
times and the density problem has still not been eliminated; a similar
request like this was turned down two weeks ago; people are getting mad;
we are adding problems to the City of Anaheirr,; would like applicant to
lock at the possibility of security gates; should consider RM-2400 and go

Staff: Security gates are possible, but it would require a redesign of
the entry area. Also a unit could be lost.

the petitioner was going to rent the second house and that is what the
neighborhood was upset about. It was also determined that the request

Comments: It was suggested by the Commission that staff revise the
ordinance regarding the above matter. Greg Hastings, Zoning
Division Manager, stated that he had a memo dated February 2, 1989
regarding Roof-Mounted Equipment in the Scenic Corridor and if the
Planning Commission interpreted this subject the same way as staff,
!:hen staff will take that as the interpretation.
NOTE: MC BURNEY ABSTAINED FROM ANY PARTICIPATION IN THE ABOVE
MATTER.
2. Satellite dishes in the Scenic Corridor by conditional use
permit.
ACTION• Approved:
Directed staff to prepare ordinance that would allow ground
mounted only satellite dishes by CUP with proper screening.
