PROCEDi7RE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time Frill be granted
upon request if, in the opinion of the Commission, such additional

time will produce evidence important to the Commission's
consideration,
2. In contested applications, the proponents and opponent will each be
given ten minutes to present his case unless additional time is
requested and the complexity of the matter warrants. The
Commission's considerations are not determined by the length of time
a participant speaks, bLt rather bj what he says.
3. Staff Reports are part ~f the evidence deemed received by the
Commission in each hear`:ug. Copies are available to the public prior
to the meeting.
4. The Commission will withhold questions until the public hearing is
closed.
5. The Commission reserves the right to deviate from the foregoing if,
in its opinion, th~~ ends of fairness to all concerned will be sQrved.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other
acceptable visual representations of non-documentary evidence, shall
be retained by the Commission for the public record and shall be
available for public inspecticns.
7. At the end of the scheduled hearings, members of the public will be
., - allowed to speak on items of interest which are within the

speaker will be allotted a maximum of five (5) minutes to speak.

PROPERTY OWNER'S COMMENTS: Referred to license agreement for Rockwell
rather than easement; presented copy of license agreement with 60-day
cancellation clause signed by Rockwell representative, but not recorded.
TRAFFIC ENGINEER: Would not have approved license agreement with 60-day
cancellation clause because it would take longer than 60 days to provide
alternative access.

OPPOSITION'S CONCERNS: Green belt - rumor that green belt or portion of
it would be traded for green belt some other place; not notified of
actions; views blocked; grading; wind velocity - creating records of winds
for future reference if any damage occurs; dirt and dust blowing into
homes; large trees replaced with small trees; one person offered to let
them transplant the trees to her property.
PETITIONER'S COMMENTS: Public hearings were held on these issues in the
past; mistake was made on exhibit as to number of trees; concerning dust -
developer has dust suppression plan and would increase the amount of
water; Deer Canyon would have no development and would remain open space;
lot of grading being done by all three ranch developers and also in Corona
which would cause dust.

COMMISSION CONCERNS: Drainage in Deer Canyon since City is proposing
installation of pipe which will destroy a lot of trees; wanted more and
bigger replacement trees.
STAFF COMMENTS: 4 trees not to be removed (62 total trees rather than 66)
Code requires replacement trees to grow to cover 300 sq. ft. in 10 years.;
Lot A is open space lot which currently has Orange County easement,
included in a land swap with the county and will provide map showing area
of exchange, but is not within the Deer Canyon; drainage pipe in Deer
Canyon, but some natural drainage will be left; large trees do not survive
transplanting
ACTION: APPROVED Specimen Tree Removal, deleting 4 for a total of 62
trees, deleting Condition #6, and requiring replacement trees to be 15

Parks Department asked for property, not fees; Redevelopment wants to
