PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional tima will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.

2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's considerations
are not determined by the length of time a participant speaks, but rather
by what he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in
its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of nor-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak on items of interest which are within the jurisdiction
of the Planning Commission, and/or agenda items. Each speaker will be
allotted a maximum of five (5) minutes to speak.

and 30 feet from property line, contractor measured to see if it will be
visible and were satisfied it would not be seen; other people have
antennas and satellite dishes; guaranteed that no one would be able to see
it; will add additional landscaping; built with 400 lbs. of cement, should
help stabilize slope, rather than cause erosion.
COMMISSION COMMENTS: No jurisdiction over enforcement of private CC&Rs,
FCC ruling regarding regulation of satellite dishes; intrusion from the
street above; actually to be lowered 18 feet; concerned about slope
stability with dish being placed on slope.

PETITIONER'S COMMENTS: A lot of trees are aiseased and dangerous; agreed
to not disturb nesting period which ends around the 1st of Jene; willing
to replace on a 2:1 ratio and. to replace Euc. trees with a similar

STAFF COMMENTS: Concerned about recent fire and safety of remains. Code
Enforcement Office has not been able to determine legal ownership and has
had little cooperation. Owner will have tc, hire structural. engineer to
give the city a report as to the safety of the structure following the
i:ire; that a demolition permit will have to be obtained and the fire
debris cleaned out.
