~~ 1. The proponents in applicati~~ns which are not contested will hav:: five
minutes to present their 2vi.dence. Additional time will be granted ugan
request if, in the opinion ~f the Commission, such additional time xill
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless ~3ditional ti.ie is requested and
the complexity of the matter warrants. The Commission's considerations
are not determined by the length of time a particiy~ant speaks, but rather
by what he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairaess to all concerned will be served.
6. All documents are presented to the planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public recor3 and shall be availabl.~ for public.

OPPOSITION CONCERNS: Mobilehome park residents concerned about height
,of structure, intrusion on privacy, change character o£ neighborhood.
PETITIONER'S COMMENTS: Requested continuance since oil lease rights
have been purchased by a different oil company and they need time to
resolve issues with them. Questioned number of affordable units
required.
COMMISSION COMMENTS: Concerns about density, access, circulation,
tanden parking spa,.es and distance from oil wells. Property around oii
well should be a separate lot.
STAFF COMMENTS: Housing Division explained calculations for density
~ bonus.

units, provide recreation room, elevators not required, will have garage
door openers, will provide security. Asked about number of required
affordable units, they figu.^.ed 6, but report says 8. Seniors would
generate 1/2 amount of traffic and parking, more parking spaces provided
than required.
COMMISSION COMMENTS: Asked if 7 affordable units would be acceptable,
senior citizen is lightest use and maximum of 30 people would be living
there; no children, 1-bedroom units.
STAFF CUMMENTS: Housing - 50'b increase in density, required to
designate 20~, of units, 5 units required to meet seniors ordinance and
then the developer asked for 5'b density bonus
ACTION: Granted, 30 years, 6 affordable units.

1. Bill Erickson asked for help in keeping the density down in
Central City because of traffic problems, etc. He was informed
that a study is currently underway to review all areas of the
City and that he should contact tYie Planner in charge of that

owners in the area could be taking.
