PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present, their evidence. Additional time will be granted
upon request if, in the opinion of the Commission, such additional
~''~ time will produce evidence important to the Commission's
}z~-~ consideration.
2. In contested applications, the proponents and opponent will each be
given ten minutes to present his case unless additional time is
requested and the complexity of the matter warrants. The
Commission's considerations aYC not determined by the length of time
a participa:.`. sneaks, but rather by what he says.
3. Staff Reports are part of the evidence deemed .received by the
Commission in each hearing. Copies are available to the public prior
to the meeting.
4. The Commission will witY'.hold questions until the public hearing is
closed.
5. The Commission reserves the right to deviate from the foregoing if,
in its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other
acceptable visual representations of non-documentary evidence, shall
be retained by the Commission for the public record and shall be
available for public inspections.
7. At the end of the scheduled hearings, members of the public will be

jurisdiction of the Planning Commission, and/or agenda items. Each
speaker will be allotted a maximum of five (5) minutes to speak.

mobilehome park owner or tenants; concerned about 4 stories this close
to mobilehome park.
PETITIONER'S COMMENTS: Meeting with mobilehome park representatives &
owners and with oil company lease owner; some possibility of purchasing
lease; revised plans include reduction in number of units, increased
distance between units & adjoining mobilehome park side, improved
circulation by opening another driveway. Petitioner wanted to wait for
outcome of City'sewer study and asked when it would be completed; wanted
direction of Commission before proceeding with revised plans; and then
requested continuance; two waivers requested, 4 stories, and distance to

PETITIONER'S COMMENTS: Replacement at 5:1 ratio; proposed temporary
drip irrigation system; road referred to is maintenance road, but will
have access to the park; Cond. 88 of Ordinance No. 4983 requires review
of the plan by Department of Fish and Game and the County of Orange, but
actual approval by the City's Parks & Recreation Director; Cond. 2
requires that no trees be removed prior to approval of the storm drain &
sewer facility plan, etc, and the granting of any required permits by
the Department of Fish and Game, etc., and requested Cond. 2 be the same
as 88; that some trees may be outside their areas of jurisdiction; sewer
has always shown on the City's Ma:~ter Plan of Drainage; affects about
200 feet of opposition's property; size of maintenance road would be
determined when City designs park.
COMMISSION COMMENTS: Parks & Recreation Department and Engiieering
would monitor that no more than 72 trees would be removed for this
request and if additional trees have to be removed, the developer would

other regulatory agencies involved are satisfied and that all permits

for access to park have not been worked out; could be vehicular access.
