PRc~CEDURE TO EXPEDITE PiANNING COMMISSION PUBLIC HEARINGS
1. The proponents i.n applications which are not contested will have five
minutes to present their evidence. Additional time will be granted
upon request if, in the opinion of the Commission, such additional
time will produce evidence important to the Commission's
consideration.
2. In contested applications, the proponents and opponent will each be
given ten minutes .•.o present his case unless additional time is
.~ requested and the complexity of the matter warrants. The
Commission's considerations are not determined by the length of time
a participant speaks, but rather by what he says.
3. Staff Reports are part of the evidence deemed received by the
Commission in each hearing. iopies are available .to the public prior
to the meeting.
4• The Commission will withhold questions until the public hearing is
closed.
5. The Commission reserves the right to deviate from the foregoing if,
in its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other
acceptable visual representations of non-documentary evidence, :hall
be retained by the Commission for the public record and shall be
available for public inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak ~n items of interest which are within the
jurisdiction of the Planning Commission, and/or agenda items. Each

OPPOSITION CONCERNS: Disneyland rep. - commercial recreation area is
very critical and current study underway is to come up with a
comprehensive plan for this area and provide for a degree of stability
for the development and growY.h in the area; and additional concern was
regarding the West Street realignment which will relieve traffic
congestion in the area.
PETITIONER'S COMMENTS: They are replacing a smaller. hotel with a larger
hotel. The approval of this project will not intee`ere with West Street
alignment. Staff report states 139 parking spaces. .t should read 136
spaces. Greer and Company states 114 parking spaces would be needed
with or without compact parking spaces. Willing to convert compact
spaces to standard acid adjust number of rooms to comply with pt.rking
requirements. Area provided for loading and unloading passengers with
24-f t, wide aisle, which is acceptable ac~~ording to parking standards.
Traffic study indica~':es project does provide adequate parking and would
not have an adverse traffic impact on the surrounding area.
Regarding sewer study - agreed to make improvements as need~•d to the
sewer system for this project. It is not known where West street
realignment will be or when it will take place, but willing to not
obtain building permits until the alignment study is completed. Not
being allowed to proceed with development of the property affects
property value; have atternnted to compli• with CR standards, and prior to
October, this project would have been allowed by right. Understood
current CR study being conducted was not intended to create a specific
plan on each property in the area; and that hotel uses are anticipated
uses in the CR area.
COMMISSION COMMENTS: The Commission was concerned about the West Street
alignment and the completion of the sewer study.

duplexes; requesting no waivers; there is a need for affordable units;
130 of required open space; 5 units to be affordable; that they have
102 parking spaces; one driveway and have tandem parking on both sides
otherwise they wou13 have to reduce the number of units. A large number
of low income families are a single-parent situation. Difficulty, of
providing wider driveway is the front handicapped units; and would trade
landscaping for paving.
COMMISSION COMMENTS: Has problem with tandem parking; discussion took
place regarding the possibility of widening of the driveway. Term of
Section 8 units (3 years proposed by petitioner}.
STAFF COMMENTS: Traffic Engineer - Tandem parking has come before the
Commission many times; cars parked on both sides of the driveway will
cause a maneuvering problem; should limit parking to just one side of
driveway. Would set undesirable precedent and deve~.opers of larger
projects would want parking on both sides. No studies to substantiate
statement that lower income families have fewer vehicles; two members of
family typically work and have vehicle in Orange County. Security gate
could not be provided.

affordable housing; that this is new construction and they view that as
a benefit rather than rehabilitating older units, and this is a
demonstration program for 3 years and they did not want longer
commitment and can renegotiate after 3 years. Parking would become
concern if 3 bedrooms rather than 2.

LOCATION: Property is approximately 1? acres generally bounded by
Iris Street to the east, tP~ Santa Ana Freeway to the west,
Winston Road to the south and extending north approximately
218 feet from the centerline of Winston Road. Also
including those 19 properties located on the south side of
Winston Road between Iris Street to the east and the Santa
Ana Freeway to the west, and further including those 6
properties located on the west side of Palm Street
beginning approximately 135 feet south of the centerline of
Winston Road and extending north approximately 390 feet.
A City-initiated amendment to the Land Use Element of the General
Plan redesignating subject area from the Medium Density Residential
designation to the Low Density Residential designation.

whether there are any plans for development in this area; concerned
about a people mover; concerned about freeway widening, especially
overpass at Harbor and Ball
COMMISSION COMMENTS: Action is to retain what is there nuw. Freeway
widening is a concern and could affect the western boundary of this
area, but no finalization of glans from CALTRANS; would be public
hearings regarding freeway widening before anything takes place; afraid
there was something more behind this because of the Katella
Redevelopment- project and threat of eminent domain; concerned about
number of people giving in units now (informed to report to Code
Enforcement). Boydstun - suggested we have Code Enforcement i;avestigate
area.
