PROCEDURE TO EXPEDITE PL.'\NNING COMMISSICN PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted
upon request if, in the opinion of the Commission, such additional
time will produce evidence important to the Commission's
consideration.
2. In contested applications, the proponents and opponent will each be
--~ given ten minutes to present his case unless additional time is
requested and the complexity of the matter warrants. The
Commission's considerations are not determined by the length of time
a participant speaks, but rather by what he says.
3. Staff Reports are part of the evidence deemed received by the
Commission in each hearing. Copies are available to the public prior
to the meeting.
4. The Commission will withhold questions until the public hearing is
closed.
5. The Commission reserves the right to deviate from the foregoing if,
in its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other
acceptable visual representations of non-documentary evidence, shall
be retained by the Commission for the public record and shall be
available for public inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak on items of interest which are within the
jurisdiction of the Planning Commission, and/or agenda items. Each
speaker will be allotted a maximum of five (5) minutes to speak.

Engineering following last meeting, but got no response; anticipated
working out solution to Dale Street bridge widening prior to hearing.
STAFF COMMENTS: Traffic Engineer - Submitted information on restriping
last Thursday. If sidewalk being widening creates site distance
necessary, no need for restriping.
Engineering - flood Control would not permit just covering the wing
walls, but would require that the culvert be extended. Would require
Flood Control approval
ACTION: Denied request to delete Condition No. 3, but requested
Engineering staff to allow widening of sidewalk rather than
widening of bridge, as app-~ved by City Traffic Engineer and
the Orange County Flood Control District.

PETITIONER'S COMMENTS: Presented massing exhibit: proposing additional
bus lane. Sewer study submitted last week indicates sewer at 63~
capacity and this project would bring it to 72'k capacity, Redesigned
^~ four times; can redesign bus lane for their buses only. Sanitation
Division indicated normal operation to pick up trash on Katella.
COMMISSION COMMENTS: Feldhaus - Concerned about vehicular turnaround;
Hellyer - concerned about loading & unloading area for trucks and trash
pick up on Katella; McBurney - Commission cannot approve Negative
Declaration without results of sewer study; Bouas - suggested revised
plans to show 15-foot wide landscaping & redesign of bus bay and trash
pick up.
STAFF COMMENTS: Traffic Engineer - Bus bay on a bus bay is proposed,
dangerous if buses are stopped next to each other, passenger would have
to cross in front of buses; passenger loading area should be provided in
front of porte cochere. OCTD has strict regulations for bus bays (50'
bay with 150-foot transition area) and this property does not have
enough frontage to provide shared bus bay. No place for truck loading
and unloading on site; trash pick up on Katella is unacceptable. Design
could be accomplished with total redesign, perhaps building over porte
cochere (similar to Hilton Hotel},
Engineering - Sta=f has not had enough time to review sewer study
presented.
Planning - Current Code requires 15 feet of landscaping. New CR
enhancement program could require 30 feet.
ACTION: Continued to 4-9-90
At request of applicant, to submit plans redesigning front of
property and indicating adequate trash location and pick up area.

and should be changed; density too high, parking problems, quality of
neighborhood destroyed with apartments.
OPPOSITION COMMENTS: Felt downzoning would devalue their :property by
allowing less units; most of area is already developed with apartments
and some of the remaining homes are really old and need to be demolish
and the property redeveloped
COMMISSION COMMENTS: With people in the area wanting to .leave the area
as is, this area should not be changed, and maybe it is too late to
preserve single-family neighborhood since so many properties now have
apartments.
