PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's consideratio:s
are not determined by the length of time a participant speaks, but rather
by whe,.t he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in
its opinion, the ends of fairness to all concerned will be served.
6. All docwnents are presented to the Planning Commissio~i for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections.
7. At the end of the schedules hearings, members of the public will be
allowed to speak on items of interest which are within the jurisdiction
of the Planning Commission, and/or agenda items. Each speaker will be
allotted a maximum of five (5) minutes to speak.

they do want to see something sensible; the best use for the property
would be from 8 to 10 homes; anymore then 10 homes would be over
developed and a misuse of the land; they are asking the Planning
Commission to uphold the City Council's decision to limit the no. of
homes to 15 with an RS-5000 zoning with no waivers; concern about no. of
parking spaces; not their problem that developer purchased property
without checking with the City; not their concern if developer makes a
profit; schools do not have room for the children; considering year
round education; opposed to apartments in this district.

there is no longer a cul de sac; created 2 small cul de sacs off of the
private drive; this eliminates the need of having cars pulling off onto f'a
Orange; they have widened the private street to 32 feet which will
permit parking on one side of the street and this will give them ~~
approximately 10 parking spaces for quests; they have lengthened the ~•
driveways from 18 to 20 feet; they have 4 parking spaces per home and
only 3.5 spaces are required; there were concerns about the no. of
bedrooms so on Plan B they have eliminated tt.a option of a fourth
bedroom; they have a long narrow parcel which prohibited certain types ~
of designs and they have limited ability as to the size of homes;
landscaping in backyards will be privately maintained, however, they II
will be restricted as to the CC&R's~ there will be 6-foot wooden fences
to fence off each rear yard; there will be no gates now or in the
future; does not believe that proper planning says you have to have the
least no. of homes on a piece of property as possible; they have taken
all factors into consideration.
COMMISSION COMMENTS: Condos are not affordable; if have a choice of
RS-5000, which is more consistent with the area, why wou7.d a developer
choose air space? In CC&R's garages should be restricted to just
parking and not storage; this development is different then what Anaheim
has had before in that it is detached; the variance on the property is
because of the condominium ordinance that stipulates semi-detached and
the waiver is for detached condominiums; most all condominiums have been
j attached in some manner and now they are asking for a variance from the
~~.~ Code to make it a detached condominium project in the RM-3000 zone.
STAFF COMMENTS: Once you have zoning on the property, anything that is
permitted by that zone can be constructed;

PETITIONER'S COMMENTS: Driveway on Romneya has been revised on the new
plan to an exit only driveway; Euclid driveway is still open because the
current layout of the station does not make it feasible to close it; it
would create significant confusion for both on-site circulation as well
as making the egress and ingress much more difficult for both
automobiles and gasoline delivery vehicles; will continue to be o:911ing
to close the Romneya drive if the Commission desires; reviewed traffic
report and found nothing to substantiate that this site has caused
significant traffic problems in the past; sign situation has been
reviewed and have shown a monument sign on the corner; this sign can be
moved out of the window of visibility and still meet State requirements;
added addiY_ional planters throughout the site; will do work on the
existing pavement on the site; would be willing to make it a right-turn
only out of the station and angle the driveway so no one could make a
right-turn into the station.
CObIIdISSION COMMENTS: Discussion about a pedestrian accident that
occurred, however, it was not at this location; it is up to the oil
companies to make these stations safe; both driveways are not safe; need
to rearrange gas pumps fo.r better circulation and safety; cannot
conditionally permit intensification of use that would also intensify
any safety hazards that would be there; would be in favor with the added
condition that both driveways be closed and the sign be taken out of the
line-of-sight.

STAFF COMMENTS: Alfred Yalda, Traffic Engineering, stated he looked at
traffic history and noticed there was a pattern of accidents on Euclid
'-z' Street; putting in a car wash will intensify the use of the gas
station; there is a potential for traffic safety and therefore,
recommend both driveways on Romneya and Euclid be closed.

another facility for the high holy days.

right and they are not asking for anything that the others do not
already have.

Applicant (Presley of Southern California) has submitted a
request for a one-year extension of time for Vesting Tentative
Tract Nos. 12685, 12686. 12687 and 12688 and Tentative Tract
Nos. 12689 and 12690 to comply with conditions of approval.
The six (,6) tracts totaling approximately 318.12 acres
(including Deer Canyon Open Space Acreage) are generally
bounded on the north by the East Hills Planned Community, on
tYee east by Sycamore Canyon and by the Highlands at Anaheim
Hills Development Areas 6, 7, 9 and 10 on the south and west
by the Mohler Drive Area and Anaheim Hills Planned Community
and further described as Highlands at Anaheim Hills Specific
Plan (SP 87-1) Development Areas I, 2, 4 and 5 and adjacent
Deer Canyon open space acreage.
