PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's considerations
are not determined by the .length of time a participant speaks, but rather
by what he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in
its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak on items o:° interest which are within the jurisdiction
of the Planning Commission, ar_d/or agenda items. Each speaker will be
allotted a maximum of five (5) minutes to speak.

COMMISSION COMMENTS: Agreed traffic improvements needed, but that the
six month trial period would be acceptable and that the property owner
sheuld work with the City Traffic Engineer to resolve the differences.

will only do one driveway due to right-of-way program. Concern about
land dedication as owner is ill and unable to dedicate property; they
are leasing from someone who is leasing from someone else. Request
deletion of item no. 4, on page 5 of staff report regarding a private
water system because this is not a new building.
STAFF COMMENTS: Melanie Adams, Public Works-Engineering, stated the
City Engineer recommends dedication of the land in conformance with the

need to remove one (1) existing tree; could turn structure east and west
instead of north and south.
STAFF COMMENTS: Janet Baylor, Fire Department, stated building is a
non-rated structure and Code requires that they have a 20-foot setback
or, if they prefer, they could construct a fire wall; they are treating
this trailer as a permanent structure and for something as permanent as
this they are requesting sprinklers.

place 2 more conditions on application, i.e., all five lots take access
to Corto Road; and use Timken for emergency access to subject property.
PETITIONER'S COMMENTS: They tried to reduce traffic down Timl.en; they
are asking for 2 lots to have access onto Timken; people have encroached
on the 20-foot easement for dedication; did not receive a copy of the
letter from the Fire Department; would consider a secondary access if it
were an advantage.
