Approval of minutes from June 4, 1990 Planning Commission meeting with
corrections as submitted.
PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's considerations
are not determined by the length of time a participant speaks, but rather
by what he says.
3. Staff Reports are part of the evidence deemed received by the Commission
in each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in
its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak on items of interest which are within the jurisdiction
of the Planning Commission, and/or agenda items. Etch speaker will be
allotted a maximum of five (5) minutes to speak.

PETITIONER'S COMMENTS: Asked for clarification re item no. 8, page 2;
Traffic Engineer said the parY.ing was 2.25 overall and there is a
discrepancy between the Traffic Engineer and Planning staff's position
nn this; would be willing to put in the leases and CC&R's that cars
cannot be parked overnight more than 96 hours or it is a violation and
will put as a condition of approval.
COMhIISSION COMMENTS: Reconfigure building so bays open towards La Palma?
STAFF COMMENTS: Greg Hastings, Zoning Division Manager, stated there is
some ambiguity in the Code re parking, i.e., they were getting a lot o£
projects where nearly half of the building was being used as office
space, therefore, staff was using the office parking ratio.
Paul Singer, Traffic Engineer, stated they are processing an amendment
to the Ordinance in order to clarify the language regarding parking
ratios.

Conditional Use Permit No. 3325 - Granted
Petitioner has stipulated to preserve existing trees on the corner
including the entire frontage along La Palma except where a
driveway is needed. Note: Trees removed for the driveway should
be relocated to either side of the driveway if possible.
Submit landscape plans and signage plans prior to issuance of a
building permit.
